“ If the employer lowers wages or increases the hours of labor, the politician in embryo exclaims, “We must have a law to put all that to rights,” instead of telling the workers that there are other, and much more effectual means of settling these things straight ”

“ They include the guiding principle that labor should not be regarded merely as a commodity or article of commerce; right of association of employers and employees; a wage adequate to maintain a reasonable standard of life; the eight-hour day or 48-hour week; a weekly rest of at least 24 hours, which should include Sunday wherever practicable; abolition of child labor, and assurance of the continuation of the education and proper physical development of children; equal pay for equal work as between men and women; equal treatment of all workers lawfully resident therein, including foreigners ”

“ During the very first storms of the revolution, the French bourgeoisie dared to take away from the workers the right of association but just acquired. By a decree of June 14, 1791, they declared all coalition of the workers as "an attempt against liberty and the declaration of the rights of man," punishable by a fine of 500 livres, together with deprivation of the rights of an active citizen for one year. [6] This law which, by means of State compulsion, confined the struggle between capital and labour within limits comfortable for capital, has outlived revolutions and changes of dynasties. ”

“ The Industrial Union
Shall be the human race.
We want no condescending saviors,
To rule us from a judgment hall;
We workers ask not for their favors;
Let us consult for all.
To make the thief disgorge his booty
To free the spirit from its cell,
We must ourselves decide our duty,
We must decide and do it well.
The law oppresses us and tricks us,
Wage systems drain our blood;
The rich are free from obligations,
The laws the poor delude. ”

“ In consideration of the due and faithful performance of the above requirements, the Industrial Workers of the World is hereby bound to sustain and support the said organization in the exercise of all the rights, privileges and benefits as a chartered organization. ”

“ Finally, that all so-called "immediate demands" of the workers, such as the eight hour work day, employers' liability, limitation of child labor, protection of machinery, etc., can be obtained and made effective only through the action of a united and powerful movement of the working class on the industrial field. ”

“ State-help no less than self-help is needed for securing to the worker the full, undiminished result of his industry, that is, an existence worthy of a man.
The State alone, and only a free State will help the workers!
Let us sum up briefly, the substance of the foregoing:
The system of wages-labor meets the demands of Justice and Humanity as little as did the slavery and servitude of former times. Like slavery and servitude, wages-labor was once a step forward in civilization from which undeniable advantages have accrued to society. ”

“ The drastic amendment of the Factory Acts, to secure (a) a safe and healthy work-place for every worker, (b) the prevention of overwork for all women and young persons, (c) the abolition of all wage-labor by children under 14, (d) compulsory technical instruction by extension of the half-time arrangements to all workers under 18?
7. The direct employment of labor by all public authorities whenever possible; and, whenever it is not possible, employment only of fair houses, prohibition of sub-contracting, and payment of trade-union rates of wages? ”

“ Special and class legislation must be abandoned, and the dignity of labor must be fully vindicated.
But it may be asked, How are these things to be accomplished? We answer: 1st. By laborers asserting their right to think and act as independent men; by giving their employers to understand that they do not hire their intellects, their rights as citizens, but only their physical force; that while they labor for their employers, they preserve their individuality and self-respect; by giving their employers to understand that they are only paid for manual labor, and that they are not bondsmen. ”

“ No longer may they claim the right to run their own business, to beat down the laborer's standard of living for the sake of increased profits, to dictate terms of employment to individual workers, to wax righteously indignant when organized labor takes a hand in their business. ”

“ When I said that the workers regulated the conditions of work, I meant the workers as a whole--that is, the people at large, all of whom are nowadays workers, you know. The regulation and mutual adjustment of the conditions of the several branches of the industrial system are wholly done by the General Government. At the same time, however, the regulation of the conditions of work in any occupation is effectively, though indirectly, controlled by the workers in it through the right we all have to choose and change our occupations. ”

“ This is the old principle that governed industrial relations until governmental legislation and trade-union activity compelled a recognition of the worker's rights. By that principle the capitalist and the laborer are free to work together or to fight each other, to make what arrangements they can about wages, hours, and health conditions, to share in profits if the employer is kindly disposed, but always with labor in a position of subordination and without recognized rights, as in the old political despotisms, which were sometimes benevolent but more often ruthless. ”

“ Nevertheless, both in the enactment and in the enforcement of law the Federal Government within its restricted sphere should set an example to the State Governments, especially in a matter so vital as this affecting labor. I believe that under modern industrial conditions it is often necessary, and even where not necessary it is yet often wise, that there should be organization of labor in order better to secure the [122] rights of the individual wage-worker. ”

“ A labour code must be developed which will include state regulation of all wages, equal reward and equal opportunity of advancement for equal services, irrespective of sex; measures to guarantee the right to work or the right to maintenance through stabilization of employment and through unemployment insurance; social insurance to protect workers and their families against the hazards of sickness, death, industrial accident and old age; limitation of hours of work and protection of health and safety in industry. ”

“ Labor.—Arbitration should take the place of strikes and other injurious methods of settling labor disputes. The letting of convict labor to contractors should be prohibited, the contract system be abolished in public works, the hours of labor in industrial establishments be reduced, commensurate with the increased production by labor-saving machinery, employés protected from bodily injury, equal pay for equal work for both sexes, and labor, agricultural, and co-operative associations be fostered and encouraged by law. ”

“ IT says, "Labor is entitled to all it produces," and to get it or any partial increase, Industrial Unionism is needed. "All workers in an industry, or in all industries, if necessary, cease work whenever a strike or lockout is on in any department thereof; thus making an injury to one an injury to all." Every worker in any section of an industry is organized in a Branch of an Industrial Union of all the workers in that industry. ”

“ We will unite in all our splendid might
In the Industrial Workers of the World.
We have a union, a fighting union,
And our masters know that, too.
It will keep them in their place
When they know they have to face
Our union of workingmen that's true.
For countless years and ages we've been enslaved
Beneath the capitalistic rule;
We, the strong, cringing to those men depraved,
In whose hands we have ever been a tool.
But the day of liberty is dawning—
Freedom now draws nigh.
We must unite to win the fight—
Wage slavery then will die. ”

“ One group of laws in which labor is vitally interested is laws touching the right of the workers to organize. Many of the most important judicial decisions in labor cases have turned upon this point. In this are involved the right to fold arms, and peacefully to suggest to others to do the same; the right to band together not to buy non-union goods, and peacefully to persuade others not to buy.
One angle from which labor views all law-making is that of administration. A law may be beneficial. It is in danger on two sides. ”

“ We have always taken the position that any legislation which will improve standards of working men and women,-to favor it and foster it and support it. Fundamentally, we are opposed to legislation that controls the daily wage and conditions of employment. We think that is a relationship that should exist between employer and employee.' This is in accord with the testimony of Mr. ”

“ The labor union movement, unlike the political socialist revolutionary movement, undertakes in its operation to supply labor with a certain working content, which the administrative scheme of industry has excluded from the experience of its workers. ”

“ Organized labor, ever running ahead of legislation in its standards of hours and sanitary conditions, provides a school of education and experiment for the whole community, by procuring for trade unionists working conditions which afterwards serve as the model for enlightened employers, and as a standard that the community in the end must exact for the whole body of workers. ”

“ When we come to questions between labor and its employers, more than this is true. The employers of labor as a class are closely in sympathy with the honest desire of their men to better themselves, and the constant increase in the employment of arbitration to settle difficulties, the experiments in co-operation and profit-sharing, and the furnishing of cheap and good houses to the workers are all evidences of this fact. ”

“ For the toilers to run the nation, and the world both high and low.
Kick in, and do your duty; for it's up to you and me—
It's the One Big Union of the Workers that will bring prosperity.
Don't be a meek and lowly slave like lots of those you meet,
Don't be a servile scissorbill and lick the bosses' feet.
Don't let them starve you off the earth, don't fear their prison cell,
Make your laws in the union hall—the rest can go to hell. ”

“ In practice various modifications of the theory have taken place: legislation has been passed protecting [Pg 64] laborers from bargaining away their rights, and trade unions have been formed to bargain collectively for a group of laborers. In the last analysis, however, the laborer must support himself by the sale of his labor; society guarantees him neither a living nor even the right to work. He is a bargainer in a competitive industrial world and he must assume the responsibility of providing for himself and his family by securing work. ”

“ Two other functions of the economic organization of society remain to be considered, the distribution of labor and its remuneration. In the organization of industry society will have to achieve a twofold result, a maximum of general, social efficiency, on the one hand, and of personal liberty and comfort to the workers on the other. The state would not only guarantee the right to labor, but, as a corollary, it would impose the duty of labor upon every competent person. ”

“ But, as we have heretofore decided, a state cannot exclude working men in a particular industry from putting their case to the public in a peaceful way 'by drawing the circle of economic competition between employers and workers so small as to contain only an employer and those directly employed by him'. ”

“ The possible removal—or at least control and regulation—of the middleman forms one fundamental problem—hitherto unsolved—of labour protection in the sphere of household industry, and the protection of industrial home-workers against their parents and against each other forms another. ”

Labor is entitled to all it produces. An injury to one is an injury to all. ”

“ The Industrial Workers of the World is peculiarly pledged to this task. It aims to unite all wage-workers, without distinction of race, nationality, sex, or any other consideration except that they are exploited by a master, into One Big Union of the Working Class, “to take possession of the earth and the machinery of production and abolish the wage system,” thus putting an end forever to the rule of the robber class. ”

“ Its full development requires general legal enactments, a central authority, and a uniform exercise of administration; it has to deal with the entire working class, nay more, with the whole body of citizens, and with the spiritual as well as the material life of the workers and of the nation, because it constantly affects and influences the lives of larger masses of labourers. ”

“ I am of those who believe that an organization of workingmen, to be efficient, to meet the demands of this hour, must be organized upon a revolutionary basis; must have for its definite object not only the betterment of the condition of workingmen in the wage system, but the absolute overthrow of wage slavery that the workingman may be emancipated and stand forth clothed with the dignity and all other attributes of true manhood. ”

“ New conceptions of Right and Wrong must generate and permeate the workers. We must look on conduct and actions that advance the social and economic position of the working class as Right, ethically, legally, religiously, socially and by every other measurement. That conduct and those actions which aid, helps to maintain and gives comfort to the capitalist class, we must consider as Wrong by every standard. ”
