Charles VII of France

“ In all these streets, we are treading on the ground he loved.
After the wretched mad king died here in 1422, royalty came no more to the Hôtel Saint-Paul, and the place ran to waste. It was no home for the new Dauphin, come to his kingdom as Charles VII., by the grace of Joan of Arc and of God. His boyish memories were of a dreary childhood, between a mad father, a devilish mother who had hated him from his birth, and princely relatives raging and wrestling over those two for the power to misgovern France. Outside the royal madhouse, Paris was a butcher-shop. ”

“ The charm of half a century of victories is broken, and the enthusiasm of the masses is now on the ascendant. If Charles VII were not the incarnation of indolence and cowardice; if by promising to the Sire of La Tremouille the sovereignty of Poitou and other great advantages to the Bishop of Chartres and to Gaucourt, the Regent had not secured for his side the secret support of these powerful dignitaries; finally, if the Maid had not been captured at Compiegne—France would have become French again! ”

“ Up to the close of the fifteenth century, wars were much fewer between nation and nation than between French, Germans, or Spaniards among themselves. Even the war between the English and the French, which desolated France for more than a century, sprang not from enmity between two rival nations, but from the circumstance that the kings of England were French princes, hereditary sovereigns of Normandy, Poitou, and Guienne. Charles VII at last forced the English back beyond sea, and reunited to the monarchy provinces which had been detached from it for centuries. ”

“ Charles VII. did not fail in his duty, and took his part in restoring quiet, order, and justice in the land.
The French Crown, though it had beaten back the English, was still closely girt in with rival neighbours, the great dukes on every frontier. All round the east and north lay the lands of Philip of Burgundy; to the west was the Duke of Brittany, cherishing a jealous independence; the royal Dukes, Berri, Bourbon, Anjou, are all so many potential sources of danger and difficulty to the Crown. The conditions of the nobility are altogether changed ”

“ They cost more to keep in order than they brought in Hostility of England and France.in rents and taxes, and they led to continual quarrels, mostly about frontier castles, with the French King Louis VII and his successor, Philip II. Henry and his son, Richard I, in fact did well in keeping their huge loosely-knit bundle of provinces together as long as they did. John, who succeeded Richard, lost all the best parts of them at once.
For the Kings of France were doing just what our kings were doing; they were trying to make all Frenchmen feel that they were one people. ”

“ Next came the turn of the great nobles. For ages the nobility of France had been the worst among her many afflictions. From age to age attempts had been made to curb them. In the fifteenth century Charles VII. had done much to undermine their power, and Louis XI. had done much to crush it. But strong as was the policy of Charles, and cunning as was the policy of Louis, they had made one omission, and that omission left France, though advanced, miserable. For these monarchs had not cut the root of the evil. ”

“ He remained a year in England, in spite of the demands of Louis XV. and of the emperor Charles VII. During the campaign of 1746 he was in command of the “Army of Piedmont” on the Alpine frontier, and although he began his work with a demoralized and inferior army, he managed not only to repel the invasion of the Spanish and Italian forces but also to carry the war back into the plain of Lombardy. At the peace, having thus retrieved his military reputation, he was created duke and peer of France (1748) . In 1757 his credit at court was considerable, and the king named him secretary for war. ”

“ Accession of King Charles VII. {1176} FRANCE: A. D. 1429-1431. The Mission of the Maid. "France divided--two kings, two regencies, two armies, two governments, two nations, two nobilities, two systems of justice--met face to face: father, son, mother, uncles, nephews, citizens, and strangers, fought for the right, the soil, the throne, the cities, the spoil and the blood of the nation. The King of England died at Vincennes [August 31, 1422] , and was shortly followed [October 22] by Charles VI., father of the twelve children of Isabel, leaving the kingdom to the stranger and to ruin. ”

“ In the intervening space, however, while Henry VII. was comparatively undisturbed by domestic rebellion, he Foreign alliances. found opportunity for a first tentative experiment at interfering in European politics. He allied himself with Ferdinand and Isabella of Spain and with Maximilian of Austria, who was ruling the Netherlands in behalf of his young son, Philip, the heir of the Burgundian inheritance, for the purpose of preventing France from annexing Brittany, the last great fief of the crown which had not yet been absorbed into the Valois royal domain. ”

“ A few non-royal princes, such as Armagnac, or Saint-Pol, or Brittany, remain and will go down with the others; the "new men" of the day, the bastard Dunois or the Constables Du Guesclin and Clisson, grow to greater prominence; it is clear that the old feudalism is giving place to a newer order, in which the aristocracy, from the King's brothers downwards, will group themselves around the throne, and begin the process which reaches its unhappy perfection under Louis XIV.
Directly after the expulsion of the English, troubles began between King Charles VII. and the Dauphin Louis ”

“ He must leave his harvest, his future destiny, which is that of his reputation, to the care of time, the incorruptible judge who renders justice to all men."
In 1426 all seemed lost: a woman, Joan of Arc, defeats the English, takes the lawful heir, Charles VII., by the hand, leads him to the throne, July 17th, 1429, and vanishes with the crown of martyrdom on her brow.
"Is this kingdom to fall? Is this glorious land, the fairest the sun shines on, to be kept in bondage? Are we never again to have a King of our own, a Sovereign sprung from the soil? ”

“ Their champion of 1439, the leader of the “Praguerie,” as this new league was called, in imitation, it is said, of the Hussite movement at Prague, the enthusiastic defender of noble privilege against the royal power, was the man who afterwards, as Louis XI., was the destroyer of the noblesse on behalf of royalty. Some of the nobles stood firmly by the King, and, aided by them and by an army of paid soldiers serving under the new conditions, Charles VII., no contemptible antagonist when once aroused, attacked and overthrew the Praguerie; the cities and the country people would have none of it ”

“ Communal, feudal, representative institutions have proved too weak to withstand the stress of foreign and civil war. The monarchy and the monarchical system alone retain their vitality unimpaired, and seem to acquire new vigour from misfortune. Under Charles VII the new regime was begun ”

“ Besides all these warriors, we meet, under the sway of Charles VII., at first in a humble capacity and afterwards at his court, in his diplomatic service and sometimes in his closest confidence, a man of quite a different origin and quite another profession, but one who nevertheless acquired by peaceful toil great riches and great influence, both brought to a melancholy termination by a conviction and a consequent ruin from which at the approach of old age he was still striving to recover by means of fresh ventures. Jacques Coeur was born at Bourges at the close of the fourteenth century. ”

“ Charles VI., surnamed the Well Beloved, was King of France during the most disastrous period of its history. He ascended the throne in 1380, when only thirteen years of age. In 1385 he married Isabella of Bavaria, who was equally remarkable for her beauty and her depravity. The unfortunate king was subject to fits of insanity, which lasted for several months at a time. On the 21st October, 1422, seven years after the battle of Agincourt, Charles VI. ended his unhappy life at the age of 55, having reigned 42 years. ”

“ Since the King was bent on emancipating himself from the control of Parliament, and since, in such an enterprise, he could not hope for effectual aid at home, it followed that he must look for aid abroad. The power and wealth of the King of France might be equal to the arduous task of establishing absolute monarchy in England. Such an ally would undoubtedly expect substantial proofs of gratitude for such a service. Charles must descend to the rank of a great vassal, and must make peace and war according to the directions of the government which protected him. ”

“ Close upon the election of Charles V as emperor of the Holy Roman Empire came the first of a series of wars between that sovereign and Francis I, King of France, who had been Charles's rival for the imperial crown. The Emperor was at this time, 1521, favored by Henry VIII of England, and a secret treaty with Charles was finally concluded by Pope Leo X, who from the first had hesitated between the two young rivals, and who had already treated with Francis. The papal support proved the foundation of future power for Charles in Italy. ”

“ There is a King of the name of Charles VII, whose mind runs only upon ruling the hearts of easy-going women. Unnerved by indulgence, ungrateful, selfish, regardless of his honor, that prince, hemmed in at Chinon or Loches by his favorites and his mistresses, allows his soldiers to fight and die in the defence of the fragments of his kingdom, but has never been seen at the head of his troops. ”

“ CHAPTER XVIII. THE HOUSE OF BOURBON.
“The king is dead; long live the king!” Before Charles II passed away, weak and vacillating as he was, he bequeathed to his subjects a legacy of woe in the unfruitful “Wars of the Succession.” Finally, on his deathbed, through the influence of his confessor, and at the recommendation of Pope Innocent II, Charles made a will in favour of Philip of Anjou, grandson of Louis XIV of France. When he received the news of this triumph, for which he had long been scheming, the French king joyfully exclaimed, “The Pyrenees no longer exist!” ”

“ Little had France to hope from the boy who was now called on to fill the throne. Charles VI. was not twelve years old, a light-wined, handsome boy, under the guardianship of the royal Dukes his uncles, who had no principles except that of their own interest to guide them in bringing up the King and ruling the people. Before Charles VI. had reached years of discretion, he was involved by the French nobles in war against the Flemish cities, which, under guidance of the great Philip van Arteveldt, had overthrown the authority of the Count of Flanders. ”

“ Oh, nothingness! Oh, mortals ignorant of their destinies!" It is not enough that contending dynasties dispute each other's crowns; their covetousness and rivalry must extend to their tombs. Not enough that sovereigns have been exiled from their country; they must be exiled from their graves. Disappointments in life and in death. This is the last word of divine anger, the last of the lessons of Providence.
V THE KING
Born at Versailles, the 9th of October, 1757, Charles X., King of France and Navarre, was entering his sixty-eighth year at the time of his accession to the throne. ”

“ A striking mixture of races entered into the formation of this people, and the beginnings of the great modern nations into which the Frankish empire was divided brought to them varied elements of strength and a diversity of constituents that were to be commingled in new national characters and careers.
In 840 Charles the Bald became King of France, and his reign, both as king and afterward as emperor, continued for thirty-seven years, during which he proved himself to be lacking in those qualities which his responsibilities and the wants of his people demanded. ”

“ By the march to Reims the French party, those Armagnacs reviled for their cruelty and felony, that little King of Bourges compromised in an infamous ambuscade, may have won advantages greater and more solid than the conquest of the county of Maine and the duchy of Normandy and than a victorious assault on the first city of the realm. By retaking his towns of Champagne and of France without bloodshed, King Charles appeared to advantage as a good and pacific lord, as a prince wise and debonair, as the friend of the townsfolk, as the true king of cities. ”
