To properly cope with the problem of public health and sanitation, I desire to recommend the establishment of a Department of Public Health. This is necessary for a more effective coordination of public health administration, the better to insure the protection and care of the health of our people, particularly those in early age. Furthermore, it is desirable that the Department of Public Instruction be placed in a position to devote itself exclusively to the far-reaching problems of education and to give greater impetus to the up building of the character and physique of our youth.
