Has Great Britain any enemy in this quarter of the world, to call for all this accumulation of navies and armies? No, sir, she has none. They are meant for us; they can be meant for no other. They are sent over to bind and to rivet upon us those chains which the British ministry have been so long forging. ”

“ Lord John Russell has done all in his power to contribute to the formation of a Ministry in which he himself holds a subordinate situation, from which nearly all his dearest political friends are excluded, and which is held by some to extinguish the party which for eighteen years he has led. ”

“ Great Britain is a monarchy and the Ministers must go to Court, but there was no law and no necessity to require a Labour representative in a Labour Ministry to dress up in an expensive and unsuitable livery. ”

“ I don't know but it may be said with a good deal of reason, that a quick rotation of ministers is very desirable in Great-Britain. A minister there has a vast store of materials to work with. Long administrations are rather favourable to the reputation of a people abroad, than to their liberty. ”

“ The nicest of all the adjustments involved in the working of the British Government is that which determines, without formally defining, the internal relations of the Cabinet. On the one hand, while each Minister is an adviser of the Crown, the Cabinet is a unity, and none of its members can advise as an individual, without, or in opposition actual or presumed to, his colleagues. On the other hand, the business of the State is a hundred-fold too great in volume to allow of the actual passing of the whole under the view of the collected Ministry. ”

“ Of course, the base of all this tremendous work of Government is our unparalleled Civil Service. Our Civil Service is our glory and our pride. It is the admiration of all foreigners who see it, but it is, and I think I can appeal to you, sir—it is much more the admiration of those who as political Ministers are called upon to witness its working from within. They constitute the wheels and the springs on which moves the great Juggernaut Car of the State, and if these were once to get out of order, it would be an evil day indeed for Great Britain. ”

“ Since 1832 the people have had more control over ministers than ever before; but is it not also true that Great Britain in the last century has been governed by a few selected men? The Privy Council has given way to the Cabinet, and the Cabinet must have the confidence of a majority of the people's representatives in Parliament; but it is the Cabinet that governs the country, and within that Cabinet there is an inner ring of strong and capable men, who have more to do with the actual government of Great Britain than all the millions who have voted to send them there. ”

“ The Executive Authority or Government shall be vested in the Sovereign of the United Kingdom of Great Britain and Ireland, and be administered according to the well-understood principles of the British Constitution by the Sovereign personally, or by the representative of the Sovereign duly authorized. ”

Yet the fact remains that the necessity of this educative campaign involves a confession of failure—or at least of grave neglect—on the part of British democracy. One great department of those affairs, the most vital of all, they and their representatives have systematically neglected. ”

“ To conduct their government harmoniously, in accordance with its established principles, is now the business of its rulers; and I know not how it is possible to secure that harmony in any other way than by administering the Government on those principles which have been found perfectly efficacious in Great Britain. ”

“ Our fathers, therefore, preferred, that the nation should be represented, in its simplicity and strength, by men of long heads, strong hearts, and short purses. They considered a regular, thorough, and polished education, literary attainments of a very high order, a clear and comprehensive knowledge of the law of nations, and an extensive store of general information, absolutely essential, in a minister plenipotentiary, from this Republic, to the Court of Great Britain; for our state and dignity were to be represented there, not less than our commercial relations. ”

“ The real leaders of the country will govern the country. For Great Britain, for example, instead of the secret, dubious and dubitable Cabinet, which is the real British government of to-day, poised on an unwieldy and crowded House of Commons, we should have open government by the representatives of, let us say, twenty great provinces, Ulster, Wales, London, for example, each returning from twelve to thirty members. ”

“ It was the intention of His Majesty's Government to remain faithful, in internal administration, to the policy of reform and economic progress and to associate the governed in the task of government in such measure as the enlightenment of public opinion permitted. They were convinced that the clearer definition of Great Britain's position in the country would accelerate progress towards self-government. Religious convictions would be scrupulously respected ”

“ The central government of Great Britain, as the guardian of the welfare of the whole empire, cooperates with the several governments of her colonial dependencies, and, by common consultation and arrangement, endeavours to come to such a determination as will be to the advantage of all the interests at stake. ”

If this government and people participate with the government and people of Great Britain in the work, it will be done under treaty stipulations which will secure to our country effectually great advantages and facilities. ”

“ And I know because we’re Great Britain, that we will rise to the challenge. As we leave the European Union, we will forge a bold new positive role for ourselves in the world, and we will make Britain a country that works not for a privileged few, but for every one of us.
That will be the mission of the government I lead, and together we will build a better Britain. ”

“ A Ministry which forfeits the friendship of the Commons, cannot stand an hour, and supplies will stop until they are again in accord. In other words, the Government of England had become a Government of the people. ”

“ In Great Britain, the constitution is accounted more secure, because the King is the source of law, of honour, and of all ministerial and executive power; whilst he is responsible to the nation through his ministers, for the manner in which that power is exercised. ”

“ I have not sought to persuade him that Great Britain is a charitable institution. What nation is, or could be, given the nature of man? Her good treatment of us has been to her own interest. She is wise, farseeing, less of an opportunist in her statesmanship than any other nation. She has seen clearly and ever more clearly that our good will was to her advantage. And beneath her wisdom, at the bottom of all, is her sense of our kinship through liberty defined and assured by law. ”

“ In Great Britain, having been evolved in conformity with its environment, it is successful; but it is successful nowhere else. I have always looked back with great complacency upon such men as those above named in the State Department, and such as Hamilton, Gallatin, Chase, Stanton, and Gage in other departments, sitting quietly in their offices, giving calm thought to government business, and allowing the heathen to rage at their own sweet will in both houses of Congress. ”

“ In England the Ministers who are at the head of the several departments of the State, are liable any day and every day to defend themselves in Parliament; in order to do this, they must be minutely acquainted with all the details of the business of their offices, and the only way of being constantly armed with such information is to conduct and direct those details themselves. ”

“ One of the thoroughly wise arrangements of every British embassy or legation—an arrangement which has gone for much in Great Britain's remarkable series of diplomatic successes throughout the world—is to be seen in her maintaining at every capital a full number of secretaries and attaches, who serve not only in keeping the current office work in the highest efficiency, but who become, as it were, the ANTENNAE of the ambassador or minister—additional eyes and ears to ascertain what is going on among those most influential in public affairs. ”

“ It should be clear in each department who has authority to decide any particular question, to incur expenditure, to enter into binding agreements. The executive government of the country is in a chaotic state, relieved to some extent by the good sense and good feeling of the members of the great army of officials who carry it on. No one can deny that the Civil Service is not only pure, but, taken as a whole, its members individually are both able and industrious. It is better organisation that is required. ”

“ Responsibility of Government in England.In England, this principle has been so long considered an indisputable and essential part of our constitution, that it has really hardly ever been found necessary to inquire into the means by which its observance is enforced. When a ministry ceases to command a majority in Parliament on great questions of policy, its doom is immediately sealed; and it would appear to us as strange to attempt, for any time, to carry on a Government by means of ministers perpetually in a minority, as it would be to pass laws with a majority of votes against them. ”

“ On the 7th instant we received your Excellency's letter of the 16th of June last, covering a resolution of Congress of the 1st of May, directing a commission to us for making a treaty of commerce, &c. with Great Britain. This intelligence arrived very opportunely to prevent the anti-American party in England from ascribing any delays, on our part, to motives of resentment to that country. Great Britain will send a Minister to Congress, as soon as Congress shall send a Minister to Britain, and we think much good might result from that measure. ”

“ If they are vehemently praising the British Ministry—mind, not praising the British nation, not praising British institutions, but praising a particular British Ministry as opposed to some other possible Ministry—I know the meaning of that to be that they regard that Ministry as admirable instruments for the forwarding of their own purposes, and making the British nation, through their medium, both dupes and victims. ”
