Peloponnesians

“ No irritation that we may feel for the former must provoke us to a battle with the numerical superiority of the Peloponnesians. A victory would only be succeeded by another battle against the same superiority: a reverse involves the loss of our allies, the source of our strength, who will not remain quiet a day after we become unable to march against them. We must cry not over the loss of houses and land but of men’s lives; since houses and land do not gain men, but men them. ”

“ We, therefore, deserve to rule because we placed the largest fleet and an unflinching patriotism at the service of the Hellenes, and because these, our subjects, did us mischief by their ready subservience to the Medes; and, desert apart, we seek to strengthen ourselves against the Peloponnesians. We make no fine profession of having a right to rule because we overthrew the barbarian single-handed, or because we risked what we did risk for the freedom of the subjects in question any more than for that of all, and for our own: no one can be quarrelled with for providing for his proper safety. ”

“ In the face of the fact that the Peloponnesians had as many ships as their own confronting them at sea, more cities in alliance with them, and the King and Tissaphernes to supply them with money, of which the Athenians had none left, had he any hope of saving the state, unless someone could induce the King to come over to their side? ”

“ Peloponnesians and allies, our fathers made many campaigns both within and without Peloponnese, and the elder men among us here are not without experience in war. Yet we have never set out with a larger force than the present; and if our numbers and efficiency are remarkable, so also is the power of the state against which we march. For the hopes and attention of all Hellas are bent upon the present effort, and its sympathy is with the enemy of the hated Athens. ”

“ How is it, then, that both these two peoples and the rest of the Peloponnesians have consented to change not only their political institutions for those of the Achaeans, but even their name? It is evident that we should not say it is the result of chance, for that is a poor explanation. We must rather seek for a cause, for every event whether probable or improbable must have some cause. ”

“ United, therefore, we have no cause to despair, but rather new encouragement to league together; especially as succour will come to us from the Peloponnesians, in military matters the undoubted superiors of the Athenians. And you need not think that your prudent policy of taking sides with neither, because allies of both, is either safe for you or fair to us. Practically it is not as fair as it pretends to be. ”

“ Pericles was unmoved by any of these attacks, but quietly endured all this storm of obloquy. He sent a fleet of a hundred ships to attack Peloponnesus, but did not sail with it himself, remaining at home to keep a tight hand over Athens until the Peloponnesians drew off their forces. He regained his popularity with the common people, who suffered much from the war, by giving them allowances of money from the public revenue, and grants of land; for he drove out the entire population of the island of Aegina, and divided the land by lot among the Athenians. ”

“ For in one battle the Peloponnesians and their allies might cope with all the Greeks together; but they could not carry on a war against resources of a different description to their own; since they have no one board of council, so as to execute any measure with vigor; and all having equal votes, and not being of the same races, each forwards his own interest ”

“ Thucydides, an Athenian, wrote the history of the war between the Peloponnesians and the Athenians, beginning at the moment that it broke out, and believing that it would be a great war and more worthy of relation than any that had preceded it. ”

Fought in their territory the battle will be for ours: if we conquer, the Peloponnesians will never invade your country without the Boeotian horse, and in one battle you will win Boeotia and in a manner free Attica. ”

“ I see, my men, that you are frightened by the number of the enemy, and I have accordingly called you together, not liking you to be afraid of what is not really terrible. In the first place, the Peloponnesians, already defeated, and not even themselves thinking that they are a match for us, have not ventured to meet us on equal terms, but have equipped this multitude of ships against us. ”

“ Twenty years later, the Dorians and the Heraclids became masters of Peloponnese; so that much had to be done and many years had to elapse before Hellas could attain to a durable tranquillity undisturbed by removals, and could begin to send out colonies, as Athens did to Ionia and most of the islands, and the Peloponnesians to most of Italy and Sicily and some places in the rest of Hellas. ”

“ As to the war and the resources of either party, a detailed comparison will not show you the inferiority of Athens. Personally engaged in the cultivation of their land, without funds either private or public, the Peloponnesians are also without experience in long wars across sea, from the strict limit which poverty imposes on their attacks upon each other. Powers of this description are quite incapable of often manning a fleet or often sending out an army: they cannot afford the absence from their homes, the expenditure from their own funds ”

“ You will be too wise to take measure of the future from their reports: you will rather judge from what able men, such as the Athenians, are likely to do. Be assured that they will never leave behind them the Peloponnesians in menacing attitude, to come hither and court a fresh war not less formidable: indeed, I think they account themselves lucky that we, with our powerful cities, have never come across to attack them. ”

“ Realizing that a battle was now imminent, both combatants extended their flank; the Athenians along the Chersonese from Idacus to Arrhiani with seventy-six ships; the Peloponnesians from Abydos to Dardanus with eighty-six. The Peloponnesian right wing was occupied by the Syracusans, their left by Mindarus in person with the best sailers in the navy; the Athenian left by Thrasyllus, their right by Thrasybulus, the other commanders being in different parts of the fleet. ”

“ Putting out from Epidaurus, they laid waste the territory of Troezen, Halieis, and Hermione, all towns on the coast of Peloponnese, and thence sailing to Prasiai, a maritime town in Laconia, ravaged part of its territory, and took and sacked the place itself; after which they returned home, but found the Peloponnesians gone and no longer in Attica.
During the whole time that the Peloponnesians were in Attica and the Athenians on the expedition in their ships, men kept dying of the plague both in the armament and in Athens. ”

“ This is quite consistent with the statement of Thucydides that “those Peloponnesians who have received the clearest accounts by tradition from the men of former time declare that Pelops first by means of the mass of wealth with which he came from Asia to men who were poor, having acquired for himself power although he was a new-comer, gave occasion for the land to be called after him.” ”

“ The Acarnanians and Amphilochians, after the departure of Demosthenes and the Athenians, granted the Ambraciots and Peloponnesians who had taken refuge with Salynthius and the Agraeans a free retreat from Oeniadae, to which place they had removed from the country of Salynthius, and for the future concluded with the Ambraciots a treaty and alliance for one hundred years, upon the terms following. ”

“ And I may once more remind you that you have defeated most of them already; and beaten men do not face a danger twice with the same determination.”
Such was the exhortation of Phormio. The Peloponnesians finding that the Athenians did not sail into the gulf and the narrows, in order to lead them in whether they wished it or not, put out at dawn, and forming four abreast, sailed inside the gulf in the direction of their own country, the right wing leading as they had lain at anchor. ”

“ You, on the contrary, inspire a much greater and better founded alarm, both because of your late victory and also of their belief that we should not face them unless about to do something worthy of a success so signal. An adversary numerically superior, like the one before us, comes into action trusting more to strength than to resolution; while he who voluntarily confronts tremendous odds must have very great internal resources to draw upon. For these reasons the Peloponnesians fear our irrational audacity more than they would ever have done a more commensurate preparation. ”

“ But Themistocles now declared, that all the hopes of the Athenians were directed towards the recovery of their own city; that, if the Peloponnesians should sacrifice them, and, thinking of themselves only, should abandon Attica to the barbarians, the Athenians would not be so childish as to sacrifice themselves for them, but would take their women and children on board their ships, and sail far away from the Persians to the island of Sardinia, or some other place where Greek colonies were established; that there they would settle as a free people, and abandon Peloponnesus to its fate ”

“ But at last the Athenian grew suspicious, established a close blockade of Mitylene by sea, and landed a small force of hoplites to hold a fortified camp on shore. ... Believing the revolt of the Lesbians to be the earnest of a general rising of all the vassals of Athens, the Peloponnesians determined to make a vigorous effort in their favour. ”

“ Among them came forward Pericles, son of Xanthippus, the first man of his time at Athens, ablest alike in counsel and in action, and gave the following advice:
“There is one principle, Athenians, which I hold to through everything, and that is the principle of no concession to the Peloponnesians. I know that the spirit which inspires men while they are being persuaded to make war is not always retained in action ”

“ Peloponnesians, the character of the country from which we have come, one which has always owed its freedom to valour, and the fact that you are Dorians and the enemy you are about to fight Ionians, whom you are accustomed to beat, are things that do not need further comment. But the plan of attack that I propose to pursue, this it is as well to explain, in order that the fact of our adventuring with a part instead of with the whole of our forces may not damp your courage by the apparent disadvantage at which it places you. ”

“ For the fleet, sailing round the Peloponnese, ravaged a great deal of the country, and pillaged and plundered the towns and smaller cities; and by land he himself entered with an army the Megarian country, and made havoc of it all. "Whence it is clear that the Peloponnesians, though they did the Athenians much mischief by land, yet suffering as much themselves from them by sea, would not have protracted the war to such a length, but would quickly have given it over, as Pericles at first foretold they would, had not some divine power crossed human purposes. ”

“ These were the allies of Lacedaemon: all the Peloponnesians within the Isthmus except the Argives and Achaeans, who were neutral; Pellene being the only Achaean city that first joined in the war, though her example was afterwards followed by the rest. Outside Peloponnese the Megarians, Locrians, Boeotians, Phocians, Ambraciots, Leucadians, and Anactorians. Of these, ships were furnished by the Corinthians, Megarians, Sicyonians, Pellenians, Eleans, Ambraciots, and Leucadians; and cavalry by the Boeotians, Phocians, and Locrians. ”

“ The point was surrendered by the Peloponnesians; the Ionians of the continent were left to make their own terms with the barbarian, but the inhabitants of the isles which had assisted against the Mede were received into the general confederacy, bound by a solemn pledge never to desert it. The fleet then sailed to the Hellespont, with the design to destroy the bridge, which they believed still existent. Finding it, however, already broken, Leotychides and the Peloponnesians returned to Greece. The Athenians resolved to attempt the recovery of the colony of Miltiades in the Chersonese. ”

“ The Scionaeans and Peloponnesians marched out against them, occupying a strong hill in front of the town, which had to be captured by the enemy before they could invest the place. The Athenians stormed the hill, defeated and dislodged its occupants, and, having encamped and set up a trophy, prepared for the work of circumvallation. Not long after they had begun their operations, the auxiliaries besieged in the citadel of Mende forced the guard by the sea-side and arrived by night at Scione, into which most of them succeeded in entering, passing through the besieging army. ”

“ XIX. The truce with the Peloponnesians (B. C. 450) removed the main obstacle to those more bright and extensive prospects of enterprise and ambition which the defeat of the Persians had opened to the Athenians. In that restless and unpausing energy, which is the characteristic of an intellectual republic, there seems, as it were, a kind of destiny: a power impossible to resist urges the state from action to action, from progress to progress, with a rapidity dangerous while it dazzles ”
