“ Whenever new circumstances occur or a matter of public concern proves not to have been satisfactorily addressed by the general budget, the President may during the financial year cause to be submitted a financial bill, a supplementary appropriation or an allocation out of the reserve funds, to which shall apply the same provisions set out in respect of the general budget bill. ”

“ No payments will be made from the Treasury Consolidated Account except under an
appropriation made in the annual budget or supplementary budget law, under a standing
appropriation of another Law, or to make an investment in terms of Section 5 (4) (c) of this
Law.
3) Spending units will use the funds determined in the federal budget in accordance with a
spending plan that has been approved by the Minister of Finance.
4) Spending units may not commit to making expenditures that exceed the amounts allocated to
them, unless otherwise provided by the budget law. ”

“ If the President thinks that Congress is setting up the budget in a way that our nation's schoolchildren would suffer, or that our defense will be hurt, then I think he will take a different look at the appropriation bills. ”

“ ADJUSTMENTS.— If an appropriation bill or joint resolution is enacted for fiscal year 1998, 1999, or 2000 that includes an appropriation for arrearages for international organizations, international peacekeeping, and multilateral development banks for that fiscal year, the adjustment shall be the amount of budget authority in that measure and the outlays flowing in all fiscal years from that budget authority. ”

Art. 100. In order to provide for a safe margin for under-estimates or for items left out of the budget, the Executive Department may include contingent items in the budget under the heading of Reserve Fund. The sum expended under the above provision shall be submitted to the House of Representatives at the next session for recognition. ”

“ The Authority presently interprets that prerogative as exempting from the duty to bargain proposals that either (1) require the inclusion of a particular program or operation in the agency's budget or prescribe the amount to be allocated to them in the budget, or (2) result in significant and unavoidable increases in costs not offset by compensating benefits. ”

“ All such appropriations for the benefit of guaranteed revenue debt shall not lapse for any reason and shall continue in effect until the debt for which such appropriation was authorized shall have been incurred, but the General Assembly may repeal any such appropriation at any time prior to the payment of the same into said common reserve fund which shall be held and administered by the Director, Fiscal Division, Department of Administrative Services, or such other officer as may be designated by law. ”

“ But our work and workers are on our hands. Our office expenses are brought down to the most economical figures, and our expenditures in the field are most rigidly confined to the appropriations. If the receipts of this fiscal year are brought up to those of last—the basis of the appropriations—the work will be carried through successfully and without debt. ”

“ The expenses of the office of the provincial engineer and architect, including the salaries of its personnel shall be provided in the provincial budget.
SEC. 16. Disbursement of provincial fund.—Disbursements of provincial funds shall be made by the provincial treasurer upon properly executed vouchers in accordance with the appropriations made in the budget. Within fifteen days after the close of each month, the provincial treasurer shall furnish the governor a statement of the appropriations made in the budget. ”

“ The need for collecting large campaign funds would vanish if Congress provided an appropriation for the proper and legitimate expenses of each of the great national parties, an appropriation ample enough to meet the necessity for thorough organisation and machinery, which requires a large expenditure of money. Then the stipulation should be made that no party receiving campaign funds from the Treasury should accept more than a fixed amount from any individual subscriber or donor ”
