“ And Head Start continues to improve in other ways. Partnerships between local Head Start, child care and preschool are flourishing on the local level to further the goal of providing working parents with access to full-day, full-year high quality care. This innovation is critical — With welfare reform, Head Start parents are working parents and must be served accordingly.
Early Head Start continues to grow and meet the needs of babies and toddlers. ”

“ These funds will help early childhood educators and family child care providers keep their doors open and make sure every state has a strong child care system that provides families with what they need. ”

“ We agree on time limits, tough work requirements, and the toughest possible child support enforcement. But I believe we must also provide child care so that mothers who are required to go to work can do so without worrying about what is happening to their children. ”

“ For the purpose of guaranteeing and promoting the rights set forth in the present Convention, States Parties shall render appropriate assistance to parents and legal guardians in the performance of their child-rearing responsibilities and shall ensure the development of institutions, facilities and services for the care of children.
3. States Parties shall take all appropriate measures to ensure that children of working parents have the right to benefit from child-care services and facilities for which they are eligible. ”

“ We have also secured an extra $817 million to help working families afford child care, to meet their responsibilities both at work and at home. These and other child care resources will serve over 2.2 million children next year. ”

“ The overwhelming majority of all preschool child care is now provided by relatives and neighbors and churches and community groups. Families who choose these options should remain eligible for help. Parents should have choice. And for those children who are unwanted or abused or whose parents are deceased, we should encourage adoption. ”

“ Institutional Care versus Family Care.—If the child is not cared for in its own home, the question arises, is recourse to be had to institutional care or to family care (close or open care) . The following are the objections to institutional care.
(a) It does not readily allow proper attention to be paid to the individuality of each child. The care of the emotional life is a matter of especial difficulty. It is utterly impossible that all the children in an institution should be truly and individually loved. To pay a preference to individual children arouses jealousy. ”

“ But above and beyond this element has been the quiet and persistent growth of the work among board-of-health officers, medical societies, club women, church organizations, physicians, nurses—in fact, among all bodies of men and women especially interested in child welfare. ”

“ The child welfare boards afford advisory assistance, admonish the parents, and supervise the child's regime under preventative procedures. Taking a child into custody for social care is the last resort. ”

“ We support a family preservation program to reduce child and spousal abuse by providing preventive services and foster care to families in crisis. We favor ensuring quality and affordable child care opportunities for working parents, and a fair and healthy start for every child, including essential pre-natal and well baby care. ”

“ I'm pleased to release a report today from the Departments of Education and Health and Human Services that offers educators and early childhood providers information, strategies, and tools to successfully involve more fathers in their children's learning—from encouraging more fathers to read with their kids at home to inviting more of them to volunteer in schools and child care centers. ”

“ More mothers with children are entering the work force. Two-thirds of all mothers with school-age children are now working; three-fourths of our single parents are in the labor force.

He/she shall, wherever possible, grow up in the care and under the responsibility of his/her parents, and, in any case, in an atmosphere of affection and of moral and material security; a child of tender years shall not, save in exceptional circumstances, be separated from his/her mother. Society and the public authorities shall have the duty to extend particular care to children without a family and to those without adequate means of support. ”

“ They are not sick, and they [218] don't stay babies all the time they need this person. What is it that our children need? Of course, they do need direct, personal care; and, when they are babies, they need real "nursing,"—just somebody to—to—well, they have to be fed,—and that only needs a knowledge of infant physiology and nutrition; to keep the bottles clean, of course, and be very accurate, and follow directions. They don't need to know so much after all: the doctor tells what to give it to eat and what not to. And the mother understands the child's needs! ”

“ Medical and dental inspection of school children will also be of value, and the town doctors will aid in it.
Pure food should certainly be studied, with investigations and recommendations of clean markets and groceries.
Child welfare is a most important subject. [Pg 11] Fresh air funds, children's summer camps, the prevention of infant mortality, children's clinics and the like will grow out of its study.
Child labor comes in this connection. If there are mills or canneries near by, it must be seen that the state laws are enforced there. The state care of the defective child should be studied. ”

“ The records of our medical examinations of school children bring out the same fact, and emphasize the necessity not only for school clinics on an immensely larger scale than at present, but also for additional medical and nursing care in connection with child-bearing and during the pre-school period, which would discover defects and disease at an earlier stage, and would secure the provision not only of early preventive treatment, but also of more systematic improvement of the sanitary environment of maternity and childhood. ”

“ The health of our children and our posterity requires unfailing vigilance and dedication. Accordingly, I have proposed to the Congress this year a Child Health Assurance Plan to help ensure adequate health care for all American children. ”

“ The educated, high-class rich mother does not do this, but promptly hires a servant to do it for her. The nursery and the nurse are essential to the baby; but what kind of nursery and nurse are most desirable? The kind of servant hired by the ordinary well-to-do family is often not a suitable person to have the care of little children. A young child needs even more intelligent care than an older one.
A group of families, each paying for its children's schooling, can afford to give them a far higher class of teacher than each could afford to provide separately. ”

“ In this International Year of the Child, we have accelerated our assault on infant mortality, childhood accidents, acute and chronic diseases and handicapping conditions. I am determined to assure that children receive the expert care they need and to which they are entitled. ”

“ The problems that come before the large educational associations of this and other countries, are problems dealing largely with the child, such as the treatment of backward children, treating of abnormal children, care of the blind, of the deaf, special treatment for incorrigibles, the feeble minded, and many other kinds of mental and physical defectives. ”

“ Our steadfast commitment to the health and welfare of our children is especially important for those who have special health care needs. Children who suffer from chronic physical, developmental, behavioral, and emotional conditions require specialized services in their communities. I encourage parents and caretakers to recognize these health problems, to obtain specialized care as necessary, and to monitor their children's conditions closely in order to give them every advantage toward leading a successful, fulfilling life. ”
