“ A registration certificate shall be issued for each vehicle that is registered and that certificate shall identify the vehicle for which it is issued and shall list the jurisdictions in which the vehicle has been apportioned, the weight of the vehicle and the fee classification of the vehicle. ”

“ Each Contracting State shall allow any driver admitted to its territory who fulfils the conditions which are set out in Annex 8 and who holds a valid driving permit issued to him, after he has given proof of his competence, by the competent authority of another Contracting State or subdivision thereof, or by an Association duly empowered by such authority, to drive on its roads without further examination motor vehicles of the category or categories defined in Annexes 9 and 10 for which the permit has been issued. ”

“ Said commissioner of motor vehicles shall forthwith notify such owner of such service by letter directed to him at the post-office address stated in his application. . . .
'17. No person shall hereafter drive an automobile upon any public highway in this state, unless licensed to do so in accordance with the provisions of this act. No person under the age of sixteen years shall be licensed to drive automobiles, nor shall any person be licensed to drive automobiles until said person shall have passed a satisfactory examination as to his ability as an operator. ”

“ No person shall operate a motor vehicle under such license unless he has also obtained from the department of public utilities a certificate that public convenience and necessity require such operation. Any one operating under a license from local authority and a certificate from the department is declared to be a common carrier and subject to regulation as such. ”

“ Someone had frightened the little fellow into the belief that if he had not a license the “traps” (police) would be after him, and in the simplicity of his heart he said to the commissioner, “Have boys to get licenses, sir?” “What do you do, my lad?” “Keep my father’s tent.” “But don’t you rock the cradle now and then?” “Yes,” said he. “Then you must have a license. What’s your name? Here’s your license. ”

“ When the master or person having the charge or command of a registered vessel is changed, the owner, or one of the owners, or the {10} new master of such vessel, shall report such change to the collector of the district where the same has happened, or where the vessel shall first be after the same has happened, and shall produce to him the certificate of registry of such vessel, and shall make oath, showing that such new master is a citizen of the United States, and the manner in which or means whereby he is so a citizen. ”

“ Section 36 (a) requires every motor vehicle operated upon the public highways of the state to be registered. Under section 77 (a) an annual fee of $3 is exacted for the registration of all motor vehicles. ”

“ The Director of the Division of Motor Vehicles may issue temporary registration credentials for any vehicle or combination of vehicles that could be lawfully operated in the jurisdiction if full registration or apportioned registration were obtained.
b. A person desiring a temporary registration certificate shall make application therefor on forms provided by the division. Every application shall be accompanied by the fee established by regulation. ”

“ No other or additional bonds or licenses than those prescribed in this act shall be required of any motor carrier by any city or town or other agency of the state.'↑ 'Sec. 22. The commission shall promulgate and publish in the official state paper, and mail to each holder of a certificate or license hereunder, such regulations as it may deem necessary to properly carry out the provisions and purposes of this act. ”

“ By Rule 8, 'whenever any person shall make application to the purchasing agent in writing, setting forth that he owns or controls products, stating the kind, quantity, and location thereof, or the date at which they will be delivered at some specified location accessible to transportation,' the purchasing agent was directed to give a certificate that such application had been made, and request safe conduct for such party and his necessary transportation to the location specified, and for himself and products from the location specified to the purchasing agent. ”

“ The applicant was not required to inspect the land, nor appear at the land office. Under powers of attorney, any number of applications could be filed by one person, who would be entitled to receipt for the certificates of purchase or deeds to the various tracts in the name of the original applicant. A blank assignment accompanied each certificate of purchase, allowing the applicant to assign to whomsoever he chose, and this assignee could get a deed from the State in his own name the same as though he were the original purchaser. ”

“ When transferring the ownership of a vehicle to another person, the
previous owner and the new owner or their legal representative must appear
before the registration officer to inform him/her of the transfer. The
previous owner and the new owner must pay transfer fees. The registration
officer shall record the transfer in the registration record. ”

“ Private cars – fifty thousand ID;
b) Public cars and buses – fifty thousand ID;
c) Trucks and trailers – one hundred thousand ID;
d) Agriculture vehicles, construction vehicles, trailers (dragged vehicles) and
tourist caravan vehicles – fifty thousand ID;
e) Motorcycles – five thousand ID.

21. The following are fees for reissuing a driver license or registration certificate
when it is lost, stolen or destroyed:
a) The first time – ten thousand ID;
b) The second time – twenty thousand ID;
c) More than two times – forty thousand ID.

“ Section 6bb provides that no permit to operate as a contract carrier shall be granted to any person operating as a common carrier holding a certificate of convenience and necessity, and that no certificate of convenience and necessity shall be granted to any person operating as a contract carrier, and that no vehicle shall be operated by any motor carrier with both a permit and a certificate. ”

“ The certificates of approval, rejection stickers and waiver certificates shall be of a type, such as a windshield sticker or license plate decal, that can be attached to the vehicle or license plate in a location that is readily visible to anyone viewing the vehicle. If a certificate of approval cannot be issued, the driver shall be provided with a written inspection report describing the reasons for rejection and, if appropriate, the repairs needed or likely to be needed to bring the vehicle into compliance with applicable standards. ”

“ We emphasize the word enrolment, because the registry of a vessel and the enrolment of a vessel are essentially different things, are provided for by different statutes, and are applicable to vessels engaged in different and distinct pursuits. Hence the act of 1852 says that the secretary may issue to a vessel, such as it describes, 'a register or enrolment.'
The purpose of a register is to declare the nationality of a vessel engaged in trade with foreign nations, and to enable her to assert that nationality wherever found. ”

“ So a registered vessel may be enrolled, or an enrolled vessel registered, on the master giving up to the collector the registry or enrolment, as the case may be; and if such vessel shall be in any other district than the one to which she belongs, the collector of such district, upon the master taking an oath that, according to his best knowledge and belief, the property remains as expressed in a registry or enrolment proposed to be given up, and on giving the bond required, shall make the exchanges above mentioned ”

“ A registrant whose application for apportioned registration has been accepted shall preserve its operational records for a period of three years after the close of the registration year. Such records shall be made available to the Division of Motor Vehicles or its designee upon request for an audit as to the accuracy of computation, payments and assessments for deficiencies or allowances for credit during the normal business hours of the day. ”

“ The Registrar or any officer of the Trade Marks Registry shall not, in any legal proceedings to which he is not a party, be compellable to produce the register or any other document in his custody, the contents of which can be proved by the production of a certified copy issued under this Act or to appear as a witness to prove the matters therein recorded unless by order of the court made for special cause.
Power to require goods to show indication of origin. ”

“ We have further held that, in advance of the operation of a motor vehicle on its highways by a nonresident, a state may require him to take out a license and to appoint one of its officials as his agent, on whom process may be served in suits growing out of accidents in such operation. ”

“ Another provision requires, that all persons applying for license shall be examined under oath as to their age and residence, and that if they are under the age of twenty-one years, the application for license, must be accompanied by the consent of their parents and guardians, personally given to the license clerk, or certified to in writing by the parents and guardians, duly acknowledged before a notary public. ”

“ Every person driving a licensed 'express' is to be 'licensed as such driver, and every application for such license shall be indorsed, in writing, by two reputable residents of the city of New York, testifying to the competence of the applicant' (§ 315) . Every vehicle 'kept or used for the conveyance of baggage, packages, parcels, and other articles within or throught the city of New York for pay' is to be deemed a public express (§ 330) . ”

“ An Excise officer may stop and examine any dray or lorry carrying liquor, or railway wagon, and the driver or other official must produce his certificate so that his load may be checked by it. All such what I may call surprise examinations, together with the signature of the officer making them, are recorded on the back of the certificate. When the stuff is delivered, the certificate is handed over with it to the consignee. ”

“ Notwithstanding the issuance or non-issuance of a certificate of approval, the obligation to ensure that a vehicle is in a proper and safe condition rests with the owner, operator or lessee, as appropriate, of the vehicle. ”

“ Provided also, That every person, who shall purchase a horse or horses, under such license, before he exposes such horse or horses for sale, and within fifteen days after they shall have been brought out of the Indian country, shall make a particular return, to the superintendent, or other person, from whom he obtained his license, of every horse by him purchased, as aforesaid, describing such horses, by their color, height and other natural or artificial marks, under the penalties contained in their respective bonds. ”

“ Before any person shall be entitled to carry on any such manufacture in bond, he must apply for and obtain a license so to carry on the manufacture of some certain kind or kinds of goods to be mentioned in the application and license, in some certain premises to be therein described ”

“ An hourly record is kept of the movements of the latter cars from the time they leave the consignor until they are delivered to the consignee. For every freight car moved a way bill is issued, which gives the number and owner of the car, a description of its contents, with the weight and address of every package, the names of the consignors and consignees, the starting-point and destination, charges, and every detail in regard to routes and the proportions of charges due the different carriers. ”

This appeal concerns the scope of a contract carrier permit granted appellant by the Interstate Commerce Commission under the 'grandfather clause' of the Motor Carrier Act of 1935. [1] The Commission interpreted 'stock in trade of drug stores,' a commodity description in appellant's permit, to authorize carriage of only those goods which at time of movement are, or are intended to become, part of the stock in trade of a drugstore. ”

“ And be it further enacted, That the chief officer of inspection within whose survey any of the said spirits shall be landed, shall give to the proprietor, importer or consignee thereof, or his or her agent, a certificate to remain with him or her, of the whole quantity of the said spirits which shall have been so landed; which certificate, besides the said quantity, shall specify the name of such proprietor, importer or consignee, and of the vessel from on board which the said spirits shall have been landed, and of the marks of each cask, vessel or case containing the same. ”

“ It shall be unlawful for any 'contract motor carrier of property or passengers' or 'private motor carrier of property' to operate as a carrier of property or passengers within this state either in intrastate commerce or in interstate commerce without first having obtained from the public service commission a license therefor. ”

“ Resolved, That section 8, Rule V, General Rules and Regulations, all classes, be struck out and the following substituted therefor:
8. Whenever an officer shall apply for a renewal of his license for the same grade, the presentation of the old license with oath of officer shall be considered sufficient evidence of his title to renewal, which old license and oath of office shall be retained by the inspectors upon their official files as the evidence upon which the license was renewed. ”
