Community organization

“ A large part of the program of the community organization is carried out by the voluntary agencies of the community. But a great many of its proposals must have the approval of the official town meeting, require appropriations which can only be made by the town meeting, and are finally executed by the public officials of the town. The organization naturally stimulates interest in the official government, and brings to its support all the organized agencies of the community working together. ”

“ It is for this reason that community organization will proceed most efficiently where it is initiated by the joint effort of several of its leading associations, the churches, the grange, the farm and home bureau, the Red Cross, the business men's association, etc., for without their support a divided loyalty will persist.
For the same reason, a community organization cannot be under the auspices of any one existing organization as a chamber of commerce or farm bureau. ”

Another phase of applied sociology of current significance is indicated by the term, community organization.XXIV-21 The idea of this movement originated in the failure of people to develop a democratic consciousness. Community organization refers to attempts of communities to organize themselves for neighborhood efficiency. When a community organizes its own recreations and amusements, it functions in two important directions. ”

Organization.—A community which is socially and educationally organized will need a central post office and town hall, a community store, a grain elevator, a church, and possibly other community agencies. All of these things tend to solidify and bring together the people at a common center. ”

“ A Community Plan for Socialization
Rural social life is simple and should be kept so. Elaborate organization is never necessary. What we need is that “touch of human nature which makes the whole world kin.” We do not need another institution, but possibly a social center and a working plan which can express and develop the common humanhood. ”

“ Should not our clubs and social organizations, for men and women, boys and girls, face the question, as to whether their aggregate activities are unduly competing with the home, and should they not give definite thought as to how they may assist and strengthen the basic institution of our social organization? If the home is the essential primary social institution, then its well-being should command the consideration of every institution of the community ”

“ A second cause for community organization arises from the increasing complexity of human relationships, even in a rural community. We have observed that in recent years there has been a rapid increase in the number of associations each of which is devoted to some one special interest. ”

“ Causes.—Usually the immediate cause of attempting community organization is the common desire to meet a need which cannot well be realized except through the united effort of the whole community. Improved roads are needed, a library or playground is desired, a Liberty Loan must be raised, a Fourth of July celebration or a pageant is to be undertaken, a band or baseball team needs financial support and patronage to prevent its disbanding, hard times or a fire make unusual aid necessary to certain families, an influenza epidemic compels a united effort for the care of the sick. ”

“ To prevent the indefinite multiplication of organizations.—The new interest in philanthropy and reform is creating a great number of unrelated societies, many of which overlap and develop friction, resulting in the waste of time, money and effort. What is much needed, in the interest of both economy and of effectiveness, is a common center where efforts to improve the community may be coordinated and adjusted to each other in some comprehensive plan—an organization which can survey the whole field and throw united effort into any one of many directions at the opportune moment. ”

“ The incorporation and increasing participation of the marginal sectors of the population, in both rural and urban areas, in the economic, social, civic, cultural, and political life of the nation, in order to achieve the full integration of the national community, acceleration of the process of social mobility, and the consolidation of the democratic system. The encouragement of all efforts of popular promotion and cooperation that have as their purpose the development and progress of the community ”

“ As soon as he forms part of a social organization which benefits by his particular activity, the organization compensates for the personal disadvantages by its collective activity, and a social community not only finds room for such special developments, but it even encourages and promotes them. ”

“ Public responsibility.—The organization of community is best for the mass of the people when all desires are allowed to give their proper impulse to action, and when every enterprise is encouraged by freedom until it is seen to infringe upon the general welfare. Any system of government which checks natural impulses and hinders individual enterprise, without clear evidence that all must suffer from such freedom, is harmful. ”

“ By proper organization, by exciting public interest and enlisting the sympathy and active support of the humane element, which is to be found in every community you will be able to bring about better conditions. ”

“ Ten years later a group of members in the National Conference of Social Work formed a division under the title "The Organization of the Social Forces of the Community." The term community, in connection with that of social forces, suggests that every community may be conceived as a definite constellation of social forces. In this form the notion has been fruitful in suggesting a more abstract, intelligible, and, at the same time, sounder conception of the community life. ”

“ CHARITY ORGANIZATION This lack of team work has been in large measure remedied, especially in city communities, by the establishment of CHARITY ORGANIZATION SOCIETIES. Such societies do not as a rule give direct relief, but act as a "clearing house" for existing charitable agencies in the community. That is, they organize the effort of the various existing agencies. ”

“ Participation by workers and communities in the running of public sector business enterprises, through self management and joint management methods. (5) Creation of community service enterprises, organizations and cooperatives as mechanisms to generate employment and social Welfare, providing for their permanent existence through the design of policies whereby these groups are given means of participating. ”

“ Of the two modes of operation by which a form of government or set of political institutions affects the welfare of the community—its operation as an agency of national education, and its arrangements for conducting the collective affairs of the community in the state of education in which they already are, the last evidently varies much less, from difference of country and state of civilization, than the first. ”
