“ The rulers and the wars of the Empire seem to have formed the chief interest of the historiographers of the succeeding century, and 2even in this department of political history, though the public acts of the Emperors may be fairly well known, for we can check them by records and inscriptions, when we come to their private acts and motives we find ourselves no longer on the ground of history, but for the most part in the atmosphere of prejudice, scandal, and speculation. ”

“ Where the historian uses the press or pounder of his historical learning, documentary lore, abstracts, synthesis, statistics, and other professional devices, to squeeze thousands and hundreds of thousands of little vital personal incidents into a dense and arbitrary conglomerate known as "a historical fact," "a social phenomenon," "a mass movement," "evolution," "the mind of the race," or "historical truth" in general, the chronicler sees only the individual cases and even finds them pleasing in themselves. ”

“ In our time, when the study of history threatens to become almost an impossibility—such is the mass of details which historians collect in archives and pour out before us in monographs—it seems to me more than ever the duty of the true historian to find out the real proportion of things, to arrange his materials according to the strictest rules of artistic perspective, and to keep completely out of sight all that may be rightly ignored by us in our own passage across the historical stage of the world. ”

“ Then for later periods, no country of the Western world possesses such magnificent materials for history as our own. In the vast quantity of public and private documents which are gradually being made accessible to the student there exists material for the illustration and elucidation of almost every side and every period of national life, and no branch of historical research is more fruitful of results than the comparison of the records of the professed historian with the documents which have not come from the historian's hands. ”

“ The historian, on the other hand, is exposed to the danger of dealing with the complex and interacting social forces of a period or of a country from some single point of view to which his special training or interest inclines him. If the truth is to be made known, the historian must so far familiarize himself with the work, and equip himself with the training of his sister-subjects that he can at least avail himself of their results and in some reasonable degree master the essential tools of their trade. ”

“ Another remark is, that these authentic records of early history only begin to appear when civilization is so far advanced as to have established powerful dynasties and priestly organizations. The history of a nation is at first the history of its kings, and its records are 9 enumerations of their genealogies, successive reigns, foundation or repair of temples, great industrial works, and warlike exploits. These are made and preserved by special castes of priestly colleges and learned scribes, and they are to a great extent precise in date and accurate in fact. ”

“ Most of the principal facts mentioned by ancient historians, as well as many particulars of less importance, are confirmed by evidence that is altogether independent, both in its nature, and in the channels through which it has reached us. In truth, although the narratives of historians serve to connect and explain the entire mass of information that has descended to modern times, relative to the nations of remote antiquity, they are far from being the sole sources of that information:—perhaps they hardly furnish so much as a half of the materials of history. ”

“ As, however, the earlier civilization lies very much out of the beaten track of history, the place of direct records has to be supplied in great measure by indirect evidence, such as Antiquities, Language, and Mythology. This makes it generally difficult to get a sound historical basis to work on, but there happens to be a quantity of material easily obtainable, which bears on the development of some of the more common and useful arts. ”

“ We all know how large a debt modern and medieval History owes to the ecclesiastical writers. From the very beginning of the middle ages, Annals, Chronicles, and Histories poured in comparative abundance from the religious houses of England and the Continent, records which serve to check and correct one another at almost every turn, and which, for some of the more dramatic incidents of History, enable us to reconstruct a picture of the event, viewed by different minds from different points and in different lights, in a perfection which has no parallel at all in ancient history. ”

“ The creation of a school of accomplished historians was left for the next century, when the opportunity of such a subject as the French Revolution in the immediate past, the stimulus of the precepts and views of the great writers on the philosophy of history, and lastly the disinterring of the original documents of mediaeval and ancient history, did not fail to produce their natural effect. The number of historians of the first and second class born towards the close of the eighteenth century is remarkable. ”

“ I am the last man to stand up for an unscholarlike treatment of history, or of anything else. But as I do not call a man a scholar who simply copies and collates MSS., makes indices or collects errata, I doubt whether mere Quellenstudium will make a historian. Quellenstudium is a sine quâ non, but it is not everything; and whereas the number of those who can ransack archives and libraries is large, the world has not been rich in real historians whom it is a delight to listen to, such as Herodotus, Thucydides, Livy and Tacitus, Montesquieu, Gibbon, and, may we not add, Macaulay and Froude? ”

A book which, in spite of what is called the dryness of its style, I took great pleasure in, was the Ancient Universal History, through the incessant reading of which, I had my head full of historical details concerning the obscurest ancient people, while about modern history, except detached passages, such as the Dutch War of Independence, I knew and cared comparatively little. A voluntary exercise, to which throughout my boyhood I was much addicted, was what I called writing histories. ”

“ The scholars of that country, in a truly patriotic spirit, have devoted themselves of late years to exploring their own archives, as well as those of Simancas, for the purpose of illustrating their national annals. The results they have given to the world in a series of publications, which are still in progress. The historian has reason to be deeply grateful to those pioneers, whose labors have put him in possession of materials which afford the most substantial basis for his narrative. For what basis can compare with that afforded by the written correspondence of the parties themselves? ”

“ Whatever exhibits to us the artistic skill, the ingenuity, and the personal habits of a past age, cannot be without interest to the historian; but we manifestly stand in a very different position in relation to those accessories of history when dealing with comparatively recent and literate ages. ”

“ If a so-called historical fact be brought into notice—as is very possible—by one or more facts which are not historical at all, and are for that very reason unknown, how is the historian going to establish the relation of these facts one to another? ”

“ The ordinary reader was compelled to read secondary history or none. Now secondary history is among the most valuable of literary efforts; where evidence is slight, the judgment of an historian who knows from other reading the general character of the period, is most valuable. Where evidence is abundant, and therefore confusing, the historian used to the selection and weighing of it performs a most valuable function. Still, the reader who is not acquainted with original authorities does not really know history and is at the mercy of whatever myth or tradition may be handed to him in print. ”

“ A talent for History may be said to be born with us, as our chief inheritance. In a certain sense all men are historians. Is not every memory written quite full with Annals, wherein joy and mourning, conquest and loss manifoldly alternate; and, with or without philosophy, the whole fortunes of one little inward Kingdom, and all its politics, foreign and domestic, stand ineffaceably recorded? ”

“ The historian may busy himself deciphering hieroglyphics on an Egyptian obelisk, describing a mediæval monastery, enumerating the Mongol emperors of Hindustan or the battles of Napoleon. He may explain how the Roman Empire was conquered by the German barbarians, or why the United States and Spain came to blows in 1898, or what Calvin thought of Luther, or what a French peasant had to eat in the eighteenth century. We can know something of each of these matters if we choose to examine the evidence which still exists; they all help to make up history. ”

“ As there is no country where statesmen have been so much under the influence of the past, so there is no country where historians have been so much under the influence of the present. Between these two things, indeed, there is a natural connection. Where history is regarded merely as a picture of life and manners, or as a collection of experiments from which general maxims of civil wisdom may be drawn, a writer lies under no very pressing temptation to misrepresent transactions of ancient date. ”

“ From the disciplinary point of view, the study of history is supposed to give one the mastery of a special method of reasoning. Historical method involves, above all else, the careful sifting of evidence, the minutest scrutiny of sources in order to judge whether or not the records are authentic, and the utmost care in coming to conclusions. Now it will be generally agreed that these are desirable types of skill to possess whether one is an historian or a lawyer or a teacher or a man of business. ”

“ Thus at all times historians, so far as they have aimed at being more than mere chroniclers, have done their best to show not merely succession, but connexion, among the events upon their record. Moreover, they have striven to elicit general principles of human action, and by these to explain particular events, stating expressly or taking tacitly for granted the existence of a philosophy of history. ”

“ The questions we ask of the dead, only we ourselves can answer. Herodotus wrote with these practical and moral difficulties at a maximum. We have learned systematically to [Pg 10] combat them. There has grown up for our benefit an abundant literature which would instruct the historian how best to proceed. The methods of historians, their failures and successes, have been carefully studied with the result that we have an elaborate science of writing history which we call historiography. ”

“ The facts of the past, the stuff out of which men write their Histories, are used for many things besides the manufacture of history. The economist, the politician, the musician, the ecclesiastic—in fact, specialists of all sorts, have their own use for the facts that make up history;8 they make themselves more expert in their special departments by studying the historical side of those departments, but they are not historians any more than is the architect who tries to make himself a better architect by finding out how houses used to be ventilated. ”

“ Each age finds it necessary to reconsider at least some portion of the past, from points of view furnished by new conditions which reveal the influence and significance of forces not adequately known by the historians of the previous generation. Unquestionably each investigator and writer is influenced by the times in which he lives and while this fact exposes the historian to a bias, at the same time it affords him new instruments and new insight for dealing with his subject. ”

“ And just as historical facts require readjustment by posterity, so our critical estimate of intellectual and æsthetic evolution requires strict revision. We must not accept the glib statement of the historian, especially of the contemporary historian, that at certain periods intellectual activity and artistic expression were decaying or did not exist. If a convention in one field of intellectual activity is said by the historian or chronicler to be approaching termination or to be decaying, as he calls it, we should test carefully his data and his credentials. ”

“ With a set of facts about the social conditions of England in the Middle Ages the historian will seek to make a generalisation, to find a formula; the novelist will seek a different sort of synthesis and will try to reconstruct a world, to particularise, to catch a glimpse of human nature. Each will notice different things and follow different clues; for to the historian the past is the whole process of development that leads up to the present ”

“ The task of the historian, as here explained, is not merely to tell us the story of the past, and thus gratify our curiosity, but, pursuing a practical object, to seek to modify our views of the present and help us in our forecasts of the future, and this the historian is to do, not unconsciously and incidentally, but deliberately and of set purpose. One can well understand how history, so written, will usually begin with a maxim, and invariably end with a moral. ”
