“ Good offices and mediation, either at the request of the parties at variance, or on the initiative of Powers strangers to the dispute, have exclusively the character of advice and never have binding force. ”

“ By “general consent,” that is, if no one objects, the rules can at any time be ignored without the formality of a motion.
(d) Questions of Order. It is the duty of the chairman to enforce the rules and preserve order, and when any member notices a breach of order, he can call for the enforcement of the rules. In such cases, when he rises he usually says, “Mr. Chairman, I rise to a point of order.” ”
