“ We have arid lands in the West, cut-over lands in the Northwest, Lake States, and South, and also swamp lands in the Middle West and South, which can be made available through the proper development. Much of this land can be made suitable for farm homes if properly handled. But it will require that each type of land be dealt with in its own particular fashion. The arid land will require water ”

“ What is needed in the matter of utilization of our great tracts of marshy or swampy land is some such systematic study and the development of some such adapted system as is in progress of development in the systems of "dry farming" in the arid or semi-arid regions of the west—a system which will intelligently conserve and utilize our heritage of water, not throw it ignorantly away and reduce our uplands to a condition of sterility. ”

“ Permanent settlement encourages accumulation in every form, and under growing pressure of population slowly reveals the possibilities of every foot of ground, of every geographic advantage. These are the fibers of the land which become woven into the whole fabric of the nation's life. ”

A simple and massive land structure lends the same trait of the simple and massive to every kind of historical movement, because it collects the people into large groups and starts them moving in broad streams, as it were. ”

“ Sir Oliver Lodge recently presided at an important meeting held in Birmingham to consider the question, and it was agreed that, now that 164 the mineral wealth of the locality had been exhausted, it was only right that the surface of the land should be altered for good by a system of tree-planting, the land itself being rendered useless for mining, agriculture, and habitation. ”

“ As one effect of the subdivision of the land, the soil, so far as nature permits, is highly cultivated, its appearance fertile, finished, beautiful, and in striking contrast with the dominating vast, bare mountain rocks and snowbeds. Prominent among these changes has been the clearing of the dense woodlands that once covered so large a proportion of the surface. Innumerable bogs and fens have been drained and converted into arable land; lakes have been silted up by natural causes or have been emptied by artificial drainage. ”

The same result follows where no barrier on the land side exists, but where a granitic or glaciated soil in the interior discourages agriculture and landward expansion, as in Brittany, Maine, and Newfoundland. ”

This land can be made to produce the finest crops in the world; and the tremendous volumes of water that flow from the mountains to the sea, once harnessed and piped or ditched to this land, will transform it into beautiful gardens and farms. ”

“ We gave the greatest land-grant ever given to an individual or a corporation in the history of the world—sixty millions of acres; when I say to Mr Hill, of course I mean the Northern Pacific. We gave outright a strip of land 2000 miles long, 20 miles wide in the States and 40 miles wide in the Territories! Worse than that: instead of giving it in a solid body, we gave every even section, so that in timber lands it carried an immense advantage over anybody else coming in from the outside. ”

“ But it is not consistent with the laws of nature, and the limits and quality of the earth, that this state of things should continue. Diversities of soil and situation must necessarily exist in all countries. All land cannot be the most fertile: all situations cannot be the nearest to navigable rivers and markets. ”

“ Probably there is no portion of the globe, of equal extent, that contains as much of soil fit for cultivation, and which is capable of sustaining and supplying with all the necessaries and conveniences, and most of the luxuries of life, so dense a population as this great Valley. Deducting one third of its surface for water and desert, which is a very liberal allowance, and there remains 866,667 square miles, or 554,666,880 acres of arable land. ”

“ A littoral population barred from its hinterland by mountain range or steep plateau escarpment or desert tract feels little influence from the land; level or fertile soil is too limited in amount to draw inland the growing people, intercourse is too difficult and infrequent, transportation too slow and costly. Hence the inhabitants of such a coast are forced to look seaward for their racial and commercial expansion, even if a paucity of good harbors limits the accessibility of the sea ”

“ The best use of the public grazing lands requires the careful examination and classification of these lands in order to give each settler land enough to support his family and no more. While this work is being done, and until the lands are settled, the Government should take control of the open range, under reasonable regulations suited to local needs, following the general policy already in successful operation on the forest reserves. ”

“ Thus it happened that a man would have several non-contiguous strips. The fact was, that in the common field system the land was held, not by the individual, but by the community; and this is further shown by the practice of throwing the whole field open, when the crops were got in, and using it as common pasture for half the year. The period when the land is thrown open always has reference to the crop the field or meadow is devoted to during the close time. ”

“ Every advance to a higher state of civilization has meant a progressive decrease in the amount of land necessary for the support of the individual, and a progressive increase in the relations between man and his habitat. The stage of social development remaining the same, the per capita amount of land decreases also from poorer to better endowed geographical districts, and with every invention which brings into use some natural resource. The following classification122 illustrates the relation of density of population to various geographic and socio-economic conditions. ”

“ Make better use of the other land by dividing it into smaller farms. Further, why not try a scheme of afforestation on some portion of these Crown lands, which, after all, were the lands of the people? ”

“ Thus on some parts of our coast-line there has been a great destruction of land, in others the land has gained on the sea. But man himself has become a geological agent, and has in that capacity greatly modified the surface of many of the countries which he has inhabited. The progress of agriculture has led to the draining of mosses, the felling of forests and the transformation of heaths and wastes into arable land. The increase of sheep and cattle has been the means of clothing the hills with pasture, in place of their former rough herbage and copsewood. ”

“ From time to time it has been necessary to make changes in the land laws, as when the discovery of mineral lands, reserved by congress called for the substitution of lieu lands, but there has been no diminution in quantity or value. ”

“ From the physical features of a country it is an easy transition to the capacities of the soil. The character of the products of a region determines the numbers of its inhabitants and the kind of life they lead. A land of forests breeds hunters or lumbermen; a land of pasture, which is too rough or too arid or too sterile for tillage, supports shepherds or herdsmen probably more or less nomadic. Either kind of land [Pg 31] supports inhabitants few in proportion to its area. Fertile and well-watered regions rear a denser, a more settled, and presumably a more civilised population. ”

“ It is a remarkable fact, that hardly a lot of land containing two hundred acres, in British America, can be found without an abundant supply of water at all seasons of the year; and a very small proportion of the land itself is naturally unfit for cultivation. ”

“ Let our government instead take over all private, state, or federal unproductive lands, whether it is fertile, arid or marsh. Statistics from the United States Department of Agriculture Bureau of Agriculture Economics on federal rural lands, on page 7, shows that the federal lands, swamps and marshes are 3,000,000 acres, barren and brush land 40,000,000 acres, non-forested range land 234,000,000 acres, crop land 4,000,000 acres ”
