Military administration

“ Although, as I have tried to explain, its system of administration is not altogether adapted to meet the requirements of parliamentary government, and although in some respects the Navy and Army are not in such close association as seems desirable, still these defects are capable of remedy, and, at all events, are in no way attributable to the chiefs of the various departments, military and civil, of the War Office, who are men of the highest character and experience, [Pg 294] and who carry out very difficult duties with loyalty and success, even under a somewhat imperfect system. ”

“ The power of the Executive to establish rules and regulations for the government of the army is undoubted. The power to establish implies necessarily the power to modify or repeal, or to create anew. The Secretary of War is the regular constitutional organ of the President for the administration of the military establishment of the nation ”

“ The constitutional chief of the army is the sovereign, or, in republics, the president, but in most countries the direct control of army matters by the representatives of the people extends over all affairs into which the well-being of the civil population, the expenditure of money, alleged miscarriages of military justice, &c., enter, and it is not unusual to find grand strategy, and even the technical deficiencies of a field-gun or rifle, the subject of interpellation and debate. ”

“ All the elements of war now existing belong to the National Government; nevertheless it is not to be understood that the States are prohibited from acquiring those that they may need for domestic defense. Article 98. The National Government can not station troops nor military officers with command in a State, although they may be from that or another State, without permission of the government of the State in which the force is to be stationed. ”

“ In the Department of War a man might form a plan of a campaign and write judicious letters on military operations; but still these were nothing but essays,—everything would depend on the execution. I thought that with the army I should have better control over operations and events, and might even aid, so far as I could give aid at all, the person in the Department of War. ”

“ That objection would apply to any of the other departments; and whenever this rule of dividing business shall be adopted, we shall get men of inferior talents to do it. When the Government was established, it was thought that a War Department would be equal to the military and naval concerns of this country. But it was said a navy was not then thought of; it was, however, doubtless thought of when the frigates were ordered to be built, and it was not then gone into. ”

“ The administration asserts the right to fill the ranks of the regular army by compulsion. It contends that it may now take one out of every twenty-five men, & any part or the whole of the rest, whenever its occasions require. Persons thus taken by force, & put into an army, may be compelled to serve there, during the war, or for life. They may be put on any service, at home or abroad, for defence or for invasion, accordingly to the will & pleasure of the Government. The power does not grow out of any invasion of the country, or even out of a state of war. ”

“ As indicated at the beginning of the second chapter, a number of Administrative Services are required, to provide the Fighting Troops with all they need to keep up their strength and efficiency. An army cannot act without a service of communication for transmission of Orders; it cannot exist without a supply of food and clothing, fight without ammunition, or move without transport to carry these stores. To maintain its discipline there must be Police, and a department of Military Justice. ”

“ The military government is established upon a system of wonderful regularity. When the great council determines on going to war, they proceed immediately to elect a commander-in-chief, who is in some measure the dictator of the country during his continuance in office. ”

“ If this position is sound to the extent claimed, then when war exists, foreign or domestic, and the country is subdivided into military departments for mere convenience, the commander of one of them can, if he chooses, within his limits, on the plea of necessity, with the approval of the Executive, substitute military force for and to the exclusion of the laws, and punish all persons, as he thinks right and proper, without fixed or certain rules. ”

“ As long as I’m Commander-in-Chief, we will do whatever we must to protect those who serve their country abroad, and we will maintain the best military the world has ever known. ”

“ In order to promote the establishment and maintenance of international peace and security with the least diversion of the world's human and economic resources for armaments, the Security Council, with the assistance of the Military Staff Committee referred to in Chapter VIII, Section B, paragraph 9, should have the responsibility for formulating plans for the establishment of a system of regulation of armaments for submission to the members of the Organization. ”

“ The lesson which his practice may teach every Government engaged in war is, that while the Statesmen alone can direct all the Departments of State, and combine Navy, Army, Diplomacy, and Finance to the common end, those responsible for the actual operations must be unfettered in their decisions, and in their method of carrying them out. ”

“ The army must be the rallying point; the army must furnish example, must furnish instruction, must give us the principles on which that national system [Pg 267] of defence must be formed; and by which the voluntary forces of this country, though in a military view inferior to a regular army, would, fighting on their own soil, for everything dear to individuals and important to a State, be invincible.'
These quotations will, I think, give a general idea of the views which were uppermost in the mind of the Minister for War when he gave vitality to the principle of localisation. ”

“ All the business of preparing for the military registration of 10,000,000 men, of providing quarters and instructors for nearly 50,000 prospective officers, for finding arms and equipment for millions of troops yet to be organized, of expanding the regular army to full war strength, of preparing and recruiting the National Guard for war was at hand. ”

“ And when we do send our men and women into harm’s way, we must also clearly define the mission, prescribe concrete political and military objectives, seek out advice of our military commanders, evaluate the intelligence, plan accordingly, and ensure that our troops have the resources, support, and equipment they need to protect themselves and fulfill their mission. ”

“ Even those of them which have, in other respects, coupled the chief magistrate with a council, have for the most part concentrated the military authority in him alone. Of all the cares or concerns of government, the direction of war most peculiarly demands those qualities which distinguish the exercise of power by a single hand. The direction of war implies the direction of the common strength; and the power of directing and employing the common strength, forms a usual and essential part in the definition of the executive authority. ”

“ The Adjutant-General earnestly recommended the establishment of a trained and disciplined military body, to be subject to its own rules, and to be distinct from any civil force, though acting as an addition to whatever civil force might also be formed. ”

“ And instead of a War Office and Naval and Military departments, there will be a Peace Ministry studying the belligerent possibilities of every new invention, watching for armed disturbances everywhere, and having complete control of every armed force that remains in the world. All these world ministries will be working in co-operation with local authorities who will apply world-wide general principles to local conditions. ”

“ Nor does preparation mean a policy of militarizing. Our people and industries are solicitous for the cause of 0111, country, and have great respect for the Army and Navy and foil the uniform worn by the men who stand ready at all times for our protection to encounter the dangers and perils necessary to military service, but all of these activities are to be taken not in behalf of aggression but in behalf of peace. They are the instruments by which we undertake to do our part to promote good will and support stability among all peoples. ”

“ All officers in command of corps and fixed military posts will assume the highest military powers allowed by the laws of war and Congress. They must maintain the best possible discipline, and repress all disorder, alarms, and dangers in their reach. Citizens who fail to support the Government have no right to ask favors and protection, but if they actively assist us in vindicating the national authority, all commanders will assist them and their families in every possible way. ”

“ Governments have not always been wise in their control of the Military Commander or in their direction of operations. Glaring instances may240 be found in history, notably in the conduct of war by the younger Pitt, by the Aulic Council in Vienna, and by Abraham Lincoln. ”

“ Demands that the Military Command takes immediate steps to restore and respect constitutional order, including a democratic electoral process, by ensuring that all soldiers return to the barracks, and that members of the "Military Command" relinquish their positions of authority ”

“ These measures can hardly be more than temporary--to last until our revenues are in better condition and until the whole question of the expediency of adopting a definite military policy can be submitted to Congress, for I am sure that the interests of the military establishment are seriously in need of careful consideration by Congress. The laws regulating the organization of our armed forces in the event of war need to be revised in order that the organization can be modified so as to produce a force which would be more consistently apportioned throughout its numerous branches. ”
