Military power

“ But bearing it in mind, and contrasting it with the policy of our fellow nations, no one will have the hardihood to contend that, memorable as our achievements have been, military organisation has been our special attribute, that our power is principally due to our concentration on national discipline, and that our heart and genius is in war. ”

“ THE WHOLE NATION AN ARMY
The Power against which we are arrayed has sought to impose its will upon the world by force. To this end it has increased armament until it has changed the face of war. In the sense in which we have been wont to think of armies there are no armies in this struggle, there are entire nations armed. ”

“ Let us figure to ourselves a republic, armed for a war, undertaken on the principle of a just defence; and let us also proceed to examine by the light of reason, the impulse which animates men’s hearts to expose their lives in the quarrel. Among the private men, some inlist for the pay and the plunder, others with the hopes of bettering their fortunes, and acquiring military honour and preferment; but the greatest part, from motives of obedience, and fear of the Prince or the General. He who commands the army, is instigated by his interest and his glory. ”

“ A national force should be organized primarily for civil duty in time of peace. It should be organized in such a way that it could at a moment's notice be converted into a military machine for national defense in case of war. ”

“ It may, perhaps, be said that the army estimates are increasing; and my reply is that as the Empire is expanding, it requires not only more men, but more numerous and costly armaments for defence, than in the past. ”

I shall urge that the general government have exclusive power over the sword, to establish certain corps of infantry, artillery, cavalry, dragoons, and engineers, a general system of land fortifications, establishment of arsenals and magazines, erection of founderies and manufactories for arms, of ports and maritime fortifications—with many details with which I will not bore you. ”

“ The Empire is sound and united. So far the omens are good. But as the days pass the colossal task of the Allies becomes increasingly apparent. Peace-loving nations are confronted by a Power which has prepared for war for forty years, equipped in every detail as no Power has ever been equipped before, with a docile and well-disciplined people trained to arms, fortified by a well-founded belief in their invincibility, reinforced by armies of spies in every country, hostile or neutral. ”

“ Still less is there any authoritative military doctrine concerning them, and, if the stratagems in debate are excluded from ‘good’ war by the military honour of to-day, the above study of warlike artifices has been made to little purpose if it has not taught us how changeable and capricious that standard is, and of what marvellous adjustment it is capable. ”

“ Movements and manoeuvres were criticised, attacked, defended, ridiculed, and condemned, with a degree of acuteness and knowledge that showed the enormous progress the nation had made in military science, and with what ease the Republic could recruit her officers from the ranks of her soldiers. ”

“ Of these, I mention two only.
A vital element in keeping the peace is our military establishment. Our arms must be mighty, ready for instant action, so that no potential aggressor may be tempted to risk his own destruction. ”

“ He must also inform himself exactly of the state of the military forces both on land and sea, of the number and strength of fortified places, whether they are always kept in a high state of efficiency and well supplied with ammunition, of the condition of the sea-ports, of his vessels of war, and of his arsenals, of the number of troops which he can put into the field at once, both of cavalry and of infantry, without stripping his fortresses bare of their garrisons. ”

“ Therefore, whether the State be a monarchy, an empire, or a republic, its rulers have an interest in keeping up obligatory military service for all, in order that they may command an army, instead of governing a nation.
“And, while the rulers have no desire for disarmament, the people have lost all wish for it, too. The masses endure military service quite willingly, for, without being exactly pleasurable, it gives an outlet to the rough, crude instincts of the majority and presents itself as the simplest, roughest and strongest expression of their sense of duty. ”

“ Perhaps until there is formed an international army and navy, it will be necessary for the most civilized and pacific nations to keep armed, since the less scrupulous nations would remain armed and acquire the balance of power. ”

“ The Federal commander recognized, perhaps not less than his opponent, the importance of the simple old tactic—bringing a superior force to bear on detached or weak points of the adverse line—which has entered, under one form or another, into most great military combinations since war became a science ”

“ And there are not only the regulations governing each army to be considered, but their traditions, their habits, their doctrines; the study of diplomatic activities, with their perpetual action or reaction upon military activities, must not be neglected either. ”

“ It is not an army that we must shape and train for war; it is a nation. ”

“ This force is proving its military value to the Empire by the willing subordination of personal feelings to the public good in the acceptance of whatever duty may be assigned to it in any portion of the Empire. ”

“ When you rise in your strength, remember, the reason for your rising will be that the government is in the hands of the trusts. Therefore, against your strength the government will turn the regular army, the navy, the militia, the police—in short, the whole organized war machinery of the United States. ”

“ Little had he imagined that the small, widely spread body of regulars, that figured in the blue-books, almanacs and army-registers of America, as some six or seven thousand men, scattered along frontiers of a thousand leagues in extent, could, at the beck of the government, swell into legions of invaders, men able to carry war to the capitals of his own states, thousands of miles from their doors, and formidable alike for their energy, their bravery, their readiness in the use of arms, and their numbers. ”

“ At present there is no similar international force to call on, and I do not as yet see how it could at present be created. Hitherto, peace has often come only because some strong and on the whole just Power has by armed force, or the threat of armed force, put a stop to disorder. ”
