“ The knowledge and applications of skill in the preparations for War are engaged in the creation, discipline, and maintenance of all the military forces; what general names should be given to them we do not enter into, but we see that artillery, fortification, elementary tactics, as they are called, the whole organisation and administration of the various armed forces, and all such things are included. But the theory of War itself occupies itself with the use of these prepared means for the object of the war. ”

“ In every army there are mighty warriors with strength to lift the Censer, swifter of foot than the war horse; who can take the enemy’s standard, or slay his general, If such men be selected, and set apart, cared for and honoured, they are the life of the army.
“Those who use the five arms [1] with skill, who are clever, strong and quick, and careless of the enemy, should be given rank and decoration, and used to decide the victory. Their parents and families should be cared for, encouraged by rewards, and kept in fear of punishment. ”

“ To place any dependance upon Militia, is, assuredly, resting upon a broken staff. Men just dragged from the tender Scenes of domestick life; unaccustomed to the din of Arms; totally unacquainted with every kind of Military skill, which being followed by a want of confidence in themselves, when opposed to Troops regulary train'd, disciplined, and appointed, superior in knowledge, and superior in Arms, makes them timid, and ready to fly from their own shadows. ”

“ After theory has fulfilled its mission of clearly indicating the purpose and object of an operation, as well as the means by which it may be attained, and applicatory practice has performed its office of developing initiative and professional skill, a third factor is still necessary—the study of military history. ”

“ Preparation for war among such nations requires not only the forming and training of the army, but vast provision in many various ways of the means and matériel of war. Much science and skill are also applied to the conduct of military operations, and the principles upon which they ought to be conducted have been carefully investigated and theories tested by an examination of the history of the most important campaigns. ”

“ While no practical soldier will underrate the value of discipline and the marvels it works—still the experience of the late war will make many officers believe that it is no match for native intelligence, zeal, and pride—when those qualities have become trained and used to the requirements of war. “ France has, say, three million soldiers; Germany, five; Austria, four—and England had, perhaps, a hundred thousand men, perhaps more, on board this fleet which defended the English land and lands far overseas without firing a shot. A battalion of infantry is more than sufficient in numbers to man a Dreadnought. How precious, then, the skill of that crew! Man-power is as concentrated as gun-power with a navy. Ride three hundred miles in a motor-car along an army front, with glimpses of units of soldiers, and you have seen little of a modern army. ”

“ All the efficient parts of an army that may be brought into action are called effective, and generally consist of artillery, cavalry, and infantry, with their necessary appendages, such as hospital staff, wagon-train, etc. Effective forces of a country; all the disposable strength, vigor, and activity of any armed proportion of native or territorial population. The navy of a country must be looked upon as part of the effective force of the country, to which is added the marines.
Forcing. The operation of making a bullet take the grooves of a rifle. ”

“ Tactical training, not omitting that required for joint operations (page 67) , is one of the vital factors of fighting strength, with respect, more especially, to its contributions to freedom of action.
A state of high and stable morale (page 9) , founded upon sound discipline, is an invaluable characteristic of fighting strength. An understanding of the human being is therefore an important feature of the science of war. ”

“ The great improvements made in the art of war in modern times, in weapons, drill, discipline, etc., has made warfare more of a science and less of a trial of brute force than formerly, and hence the necessity for a body of trained officers capable of moving, directing, and bringing into effective operation all the appliances of war with which modern armies are furnished. ”

“ I have described in the writing of Crécy how superior was its rate of delivery always, and often its range, to other missile weapons of the time. We must also remember that capital factor in warfare, lost with the [Pg 112] Romans, recovered with the Middle Ages, which may be called the instruction of infantry.
The strength of an armed body consists in its cohesion. When the whole body is in peril, each individual member of it wants to get away. To prevent him from getting away is the whole object of discipline and military training. ”

“ In this new field our training must seek to follow the demands of War. It must accustom the troops to the greatness of their mission both with regard to time and space, attain higher results with the individual, raise the education of its officers above the sphere of the technicalities special to the Arm, and give them a wider horizon of general military conditions. ”

“ You now know what sort of a pupil I (like the trainer) insist upon. He must not be weak either at understanding or at making himself understood, but a man of penetration, a capable administrator—potentially, that is, —with a soldierly spirit (which does not however exclude the civil spirit) , and some military experience; at the least he must have been in camp, seen troops drilled or manoeuvred, know a little about weapons and military engines, the differences between line and column, cavalry and infantry tactics (with the reasons for them) , frontal and flank attacks ”

“ Nevertheless, there is one thing which must not be forgotten. Though there is no military knowledge among them, though they are not trained soldiers, they are extremely clever with their war-machines. Nothing can stand against them! ”

“ We can be sure that the combat units of our Army and Navy are well manned, well equipped, and well trained. Their effectiveness in action will depend upon the quality of their leadership, and upon the wisdom of the strategic plans on which all military operations are based. ”

“ The application of power implies effort, i.e., the exertion of strength. The mental, moral, and physical power at the disposal of the armed forces depends on the effort which can be exerted by the human and material components of their fighting strength.
The skillful employment of fighting strength, as a weapon more effective than the enemy's under a given set of circumstances, is the goal toward which the armed forces direct their effort. The elements of the material [9] component—arms, ammunition, and other equipment—are indispensable. ”

“ But the war called for money, provisions, and supplies on a vast scale, and even more it demanded endurance, energy, and military experience on the part of the troops. In the almost entire absence of all these, you personally provided and organised everything, drilled those who had reached the age for military service, got together a force of cavalry to match the enemy's, and issued orders for the infantry to persevere in their training. ”

“ Accordingly, this understanding is an essential in the study of that aspect of command training which has as its purpose the development of ability to reach sound decision.
The ideal of military command combines the best of human qualities with sound knowledge of the capabilities and limitations of the armed forces. It recognizes in war a form of human activity whose conduct, like that of all other human activities, is subject to natural law. ”

“ He should possess a perfect knowlege of the power of artillery, together with all its evolutions. In the field he goes daily to receive orders from the brigade-major, and communicates them with the parole to his superiors, and then dictates them to the adjutant. He should be a very good mathematician, and be well acquainted with every thing belonging to the train of artillery, &c.
Major of engineers, should be very well skilled in military architecture, fortification, gunnery, and mining. ”

“ Moreover, the methods of warfare had undergone great improvement; in most branches of the army the trained skill of the professional soldier was really necessary; and it was not possible to leave the olive-yard or the counting-house and become an efficient fighter without more ado. ”

“ In these various ways different degrees of military efficiency are obtained, but, generally, experience shows that the more thorough and intelligent this training in arms, the greater the development of the requisite military qualities in the units; and the more these qualities become a second nature, the more complete will be their warlike efficiency. ”

“ Drilling and instruction in the use of arms were carried on almost night and day, and in a very short time the military element seemed to have pretty well swallowed up the civil, while each hour found the people more ready to meet the first rush of the dogs of war. ”

“ To train and instruct the commander to use the unit with intelligence and efficiency. In order to handle the unit with intelligence and efficiency, utilizing to the greatest extent possible the power of all the rifles under his command, not only must the commander be able to control the unit, having it respond at once to his every command, but he must also know tactics, and be thoroughly familiar with the technical principles of infantry fire. ”

“ If we are going to have universal military and naval training, an essential part of that training should be the instruction of the prospective soldiers and sailors in the art of relieving their own pain; and in the event of war every one who goes to the front, in whatever capacity, from the generals and admirals down to the ambulance drivers, should understand palming. Everyone in the war zone, no matter how far behind the lines, may need this knowledge to relieve his own pain, and everyone may need it to relieve the pain of others. ”

“ The idea of utilizing our numerical superiority and the efficiency of our troops in a vigorous and rapid offensive pervaded all our minds, this principle having been imbibed with the very air of our military school. ”

“ But it may be asked, how are we to secure this combination of military instruction and military energy; how are we to fill the higher grades of our army with young and active men possessing due military instruction and talent? ”

“ Every man within the barriers being on guard every fourth night; thus the whole citizens had to perform military service in rotation, armed as infantry soldiers of the period, with helmet, corslet and steel gloves, arquebuse and dagger, or with sword, pole-axe, and partizan. ”

“ Soldiers have carried out, so skillfully as to earn the special commendation of their superiors, highly complicated processes of giving orders, directing operations, showing personal skill in attack and defence while afterwards their memories have been a blank for the whole series of events and their own behaviour in relation to it. ”

“ He is familiar with the types of vessels and aircraft constituting his command, and with their military characteristics; with the capabilities and cooperative qualities of his commanders; with the degree of training of his various units; and with the geographical location of physical objectives. He recognizes that each task requires adequate strength for its accomplishment. Because these requirements have been thoroughly considered during the study of the effective apportionment of fighting strength, he is able to make adjustments as necessary. ”

“ For success in war depends upon the troops being armed with the best weapons of the day, upon their being trained to use them in the most appropriate manner, upon the amount of knowledge and practice possessed by the generals; upon a correct estimate of the enemy's forces, of their armament and tactics, and upon a true insight into the policy of the Powers with which quarrels are possible. ”

“ An army composed of men of property, who have been all their days inured to labour, will generally equal the best veteran troops, in point of strength of body and firmness of mind, and when fighting in defence of their religion, their estates, their liberty, and families, will have stronger motives to exert themselves, and may, if they have been properly disciplined, be not much inferior to them in the skill of arms. ”

“ For such duties those qualities are required which equally combine to make a good gunner and a good soldier, whether afloat or on shore—a fair share of physical strength and activity, intelligence, and, above all, courage and patriotism. ”

“ He knew just enough of military science, as he expressed it himself, to measure the extent of his ignorance, and with a handful of men he was marching, in rough winter weather, into a strange country, among a hostile population, to confront a largely superior force under the command of a distinguished graduate of West Point, who had seen active and important service in two preceding wars. ”

“ Then came field maneuvers, attacks in open formation upon intrenched positions, finishing always with terrific bayonet charges. There were mimic battles, lasting all day, with from ten to twenty thousand men on each side. Artillery, infantry, cavalry, air craft—every branch of army service, in fact—had a share in these exciting field days when we gained bloodless victories or died painless and easy deaths at the command of red-capped field judges. ”
