“ All proper municipal functions should be exercised by the municipality itself, and not delegated to others. We favour municipal ownership and municipal control of all municipal franchises. We oppose the granting of any public franchise in perpetuity. We oppose the granting or extending of any such franchise, or the bestowal of any new privilege upon a corporation holding such franchise, without adequate compensation. ”

“ ARGUMENTS FOR MUNICIPAL OWNERSHIP.—Those favoring municipal ownership, as opposed to regulation, declare that the conditions affecting rates change so rapidly that no public service commission can fix rates fairly or promptly. Public ownership would save the cost of regulation, in many cases a considerable item. It is maintained that regulation is inevitably a failure, and that in view of the social importance of public utilities, ownership is a logical and necessary step. ”

“ The Question of Municipal Ownership.—The opinion is gaining ground that no amount of municipal control will cure the evils of private ownership in these industries. Since they are "natural monopolies," it is argued they should be operated by the city government. This opinion is seen to have great weight when we consider the corruption and the lack of attention to the public welfare that accompany the granting of franchises to corporations. The bribery of aldermen and the granting of valuable privileges without compensation are frequent occurrences. ”
