“ They go to the form and substance of government, not to its policy, as in America, where every party cry, radical or conservative, is attuned to the music of a republican federation, and which is the sine qua non to all political conclusions. How can a nation progress until its people have chosen, or are competent to choose, a stable form of government, and are satisfied with certain organic political principles? ”

“ New and Old Conceptions of Government.—To draw such a distinction between Government and people as if two separate spheres of power, a stronger and higher, and a weaker and lower, negotiated and came to terms with each other, is a remnant of transmitted political sentiment, which still accurately represents the historic establishment of the conditions of power in most States. ”

“ The Growth of Radicalism.—Two working principles have hitherto furnished the basis for political and economic organizations in such countries as the United States, Great Britain, and France. |Democracy and individualism.| Democracy, by which we mean the control of government by the whole people, acting chiefly through their representatives, has been the accepted basis of political institutions. ”

“ No other method has yet been discovered by which effectively to express political opinion, to secure stability in governmental administration and policies, and to effectuate the real and permanent judgment of the people and promote their best interests. ”

“ POLITICAL AND SOCIAL INSTITUTIONS The idea that institutions can remedy the defects of societies, that national progress is the consequence of the improvement of institutions and governments, and that social changes can be effected by decrees— this idea, I say, is still generally accepted. ”

“ Principles are inherent in government by the people, and parties are engines created by the people through which to voice the principles they espouse. Parties have divided on one line in this country from the beginning of our national existence to the present time. ”
