“ The subject presents itself to my mind in three different aspects: as a question of principle, a question of constitutional construction and a question of policy. I have often heard men sneer at general principles when applied to practical questions of policy. Our government, they say, has grown and developed itself out of facts, not out of abstractions; specious political theories are invented in order to give the results of history an artificial meaning and to befog the practical sense of the people. ”

“ But if something is to be ascribed to the manners of the times, much more may be traced to that science of politics, which sought for mastery in an undefinable struggle of ungovernable political power ”

“ If, in connection with these solid foundations for a natural religion, we add the important fact, that this is a republic, in which the wish of the majority, should become the law of the mass; we shall discover that politics become the natural channel, through which the wishes of the majority are expressed; that corrupt politics, result in bad government; that pure politics, insure good government; that a wise, just government, is the greatest political benefit which can be conferred on the people governed. ”

“ New and Old Conceptions of Government.—To draw such a distinction between Government and people as if two separate spheres of power, a stronger and higher, and a weaker and lower, negotiated and came to terms with each other, is a remnant of transmitted political sentiment, which still accurately represents the historic establishment of the conditions of power in most States. ”

“ They go to the form and substance of government, not to its policy, as in America, where every party cry, radical or conservative, is attuned to the music of a republican federation, and which is the sine qua non to all political conclusions. How can a nation progress until its people have chosen, or are competent to choose, a stable form of government, and are satisfied with certain organic political principles? ”

“ Just how great must be the advance of society and just what must be the character of the advance, preliminary to its advantageously assuming the autonomous—republican—form of political organisation, must be admitted to be an open question. ”

“ The views of those who looked mainly to the highest development of political life in a single small society, have to be modified if the object sought for is the extension of political life to the largest number of people. ”

“ Is it not obvious, then, that the student who seeks for the explanation of democracy in the social and economic forces that underlie political forms must make inquiry into the conditions that have produced our democratic institutions, if he would estimate the effect of these vast changes? ”

“ Supposing then the individual to have decided that some command of a 'political superior' is not for the common good, how ought he to act in regard to it? In a country like ours, with a popular government and settled methods of enacting and repealing laws, the answer of common sense is simple and sufficient. ”

“ Finally, when the state becomes a democratic organisation and co-operates with the individual in all spheres of his activity, the movement for political democracy has ripened and has produced its natural social fruits. ”

“ This is the position in which, according to the principles we have laid down, the rich and the poor, the much and the little educated, and all the other classes and denominations which divide society between them, ought as far as practicable to be placed; and by combining this principle with the otherwise just one of allowing superiority of weight to superiority of mental qualities, a political constitution would realize that kind of relative perfection which is alone compatible with the complicated nature of human affairs. ”

“ The people have constituted themselves into two associations; of states, and of their union. As these moral or political beings, infuse in- to our government its spirit, one for some purposes, the rest for others; and as all of them are composed of the same intellectual beings; a construction which supposes, that our policy expected both democratical and aristocratical influence to proceed from the same intellectual source, is as unphilosophical, as to expect hot and cold breath at the same time, from the same nostril. ”

“ As strangers in the land, it is presumable that they wisely and honorably avoided entangling themselves in the political contentions involved with it. Yet the theoretic principles, as they were drawn into discussion, could not fail to arrest their attention, and must have assisted them to form accurate ideas concerning the origin and extent of authority among men, independent of positive institutions. ”

“ The Growth of Radicalism.—Two working principles have hitherto furnished the basis for political and economic organizations in such countries as the United States, Great Britain, and France. |Democracy and individualism.| Democracy, by which we mean the control of government by the whole people, acting chiefly through their representatives, has been the accepted basis of political institutions. ”

“ Any one, who looks through these facts and facts akin to them for the truth they imply, may see that forms of government are valuable only where they are products of national character. No cunningly-devised political arrangements will of themselves do any thing. No amount of knowledge respecting the uses of such arrangements will suffice. Nothing will suffice but the emotional nature to which such arrangements are adapted—a nature which, during social progress, has evolved the arrangements. ”

“ Such a task, sometimes small in its details, but difficult and grand in its comprehensiveness, required that creative, organizing, building kind of statesmanship, which to large and enlightened views of the aims and ends of political organization and of the wants of society must add a practical knowledge of details, a skilful handling of existing material, a just understanding of causes and effects, the ability to compose distracting conflicts and to bring the social forces into fruitful coöperation. ”

“ In the domain of politics, which is here meant to include all organised action of a public and political character, as well as the making and the administration of laws, the only positive functions or actions which can be performed by the co-operation of the average faculties of men, or by absolute and unadulterated democracy, are very simple destructive actions and the formulation of, and the insistence on, very simple demands. ”

“ If, however, we consider the underlying conditions and forces that create the democratic type of government, and at times contradict the external forms to which the name democracy is applied, we shall find that under this name there have appeared a multitude of political types radically unlike in fact. ”

“ The principles I am enquiring into, regard the cool administration of their government; it belongs to another branch of politics, to contrive bulwarks against their passions, vices and weaknesses, as men. ”

“ And in addition, it is particularly a business for some irresponsible writer, outside the complications of practical politics, some man who, politically, "doesn't matter," to provide the first tentatives of a political doctrine that shall be equally available for application in the British Empire and in the United States. ”

“ The spirit of analysis is scientific, but never political. In politics, whether dealing with rights or powers, the object is to create real vital forces, capable either of enforcing obedience or resisting oppression. ”

“ In the attempt we are almost certain to be landed in absurdity, so complicated are the relations of life, especially in governmental and political science. What doctrine of civil or political economy would be applicable in all ages and all countries and all conditions? Like the ascertained laws of science, or the great and accepted truths of the Bible, political axioms are to be considered in their relation with other truths equally accepted, or men are soon brought into a labyrinth of difficulties, and the strongest intellect is perplexed. ”

“ Our government differs from the governments of Europe both in principle and form, but the governmental influence is only one of many influences which unite to mould social habits. The democratic principle, adopted as the foundation of our political institutions, has not served to counteract the tendency to the formation of social class distinctions. ”

“ Thus the general doctrine, that all kinds of government exercised over men were at first one government—that the political, the religious, and the ceremonial forms of control are divergent branches of a general and once indivisible control—begins to look tenable. ”

“ There are economic and sociological causes for our political vitality and vigor, for the ease and elasticity of our social relations, and for our industrial power and success. Those causes have also produced democracy, given it success, and have made its faults and errors innocuous. ”

“ To make fully manifest the different social types that had been evolved under these different conditions, we have to compare not only the respective political constitutions but also the respective systems of social control. ”

“ The desirable democratic object, implied in the traditional democratic demand for equality, consists precisely in that of bestowing a share of the responsibility and the benefits, derived from political and economic association, upon the whole community. ”

“ But this not being clearly realised, it was possible to represent the law of nature as antecedent to the laws imposed by a political superior, without its being observed that this implied the antecedence of a condition of things in which the result supposed to be obtained through the formation of political society—the establishment, viz. of reciprocal claims to freedom and equality on the part of members of a society—already existed. ”

“ But the distinction is nevertheless real, because this is only one of the means by which political institutions improve or deteriorate the human mind, and the causes and modes of that beneficial or injurious influence remain a distinct and much wider subject of study. ”

“ In like manner, if we would attempt to judge of the effect which any political institution would have, supposing that it could be introduced into any given country, we must be able to show that the existing state of the practical government of that country, and of whatever else depends thereon, together with the particular character and tendencies of the people, and their state in respect to the various elements of social well-being, are such as the institutions they have lived under, in conjunction with the other circumstances of their nature or of their position, were calculated to produce. ”

“ Every political party based upon real principles (rather than upon a desire for spoils) , is organized as the result of the radiation of those principles held in the self-reliant hearts of a few men. Every school of thought, in philosophy, theology, medicine, law, ethics, or political economy, is based upon the radiation of ideas from self-reliant men. ”

“ Their complete development and reduction to practical operation constitute the progress which all liberal statesmen desire to promote, and the end of that progress will be complete political equality among ourselves, and the extension and perfection of institutions similar to our own throughout the world. ”

“ In the eyes of reason, governments and parties are merely the mise en scène of the fundamental concepts of society, a realization of abstractions, a metaphysical pantomime, from which the direction is Liberty. ”

“ The gradual transfer of political power from groups and limited classes to the community, and the constant seething of the public mind, in fermentation upon a vast mass of moral and social, as well as merely political, interests, offer conditions of action, in which it is evident that the statesman, in order to preserve the same amount of consistency as his antecessors in other times, must be gifted with a far larger range of foresight. ”
