Racial integration

“ For this is all that our intellects can do in the case of a racial problem—to help us to understand. The actual work of adjustment must be fought out or worked out; becomes, that is to say, a struggle to be settled by the contending races with forces more complex than the purely intellectual ones of argument and proof. Let us first consider, then, the conditions under which the relations between the black and white races were established in America. ”

“ Disguise it as we may, in business, politics, education or other departments of life, we as Negroes are compelled to fight for what we want to win from the white world.
It is easy enough for those colored men whose psychology is shaped by their white inheritance to argue the ethics of compromise and inter-racial co-operation. But we whose brains are still unbastardized must face the frank realities of this situation of racial conflict and competition. Wherefore, it is well that we marshal our forces to withstand and make head against the constant racial pressure. ”

“ Race Assimilation
Some Negro leaders have advanced the belief that in another few years the white people will make up their minds to assimilate their black populations; thereby sinking all racial prejudice in the welcoming of the black race into the social companionship of the white. Such leaders further believe that by the amalgamation of black and white, a new type will spring up, and that type will become the American and West Indian of the future. ”

“ The racial antipathy felt by the alien whites, along with their cultural repugnance and economic apprehensions, intrenched the negroes permanently in the situation. The most fertile Southern areas when once converted into black belts tended, and still tend as strongly as ever, to be tilled only by inert negroes, the majority of whom are as yet perhaps less efficient in freedom than their forbears were as slaves. ”

“ That point concerns the biological breed of persons who should be selected by Negroes as leaders of their race. We risk the offense this time because efficiency in matters of racial leadership, as in other matters, should not be too tender to these points of prejudice when they stand in the way of desirable results. For two centuries in America we, the descendants of the black Negroes of Africa, have been told by white men that we cannot and will not amount to anything except in so far as we first accept the bar sinister of their mixing with us. ”

“ The aim is merely to make apparent and objective its place and importance in race relations, to indicate some of the ways in which it has developed; how it expresses itself, how it affects both the white and Negro groups; how, in its present state, it is strengthened, weakened, polluted, or purified by deliberate agencies or even by its own action, and finally how it may be used to reduce, if not to prevent, racial unfriendliness and misunderstanding. ”

“ Organizations and associations for race betterment, heretofore assuming that the race issue must be settled in the South and not elsewhere, have given little attention to negro migrations, which have been haphazard affairs conducted along business and not along racial lines. With intelligent and sympathetic direction negro migration will be greatly accelerated ”

“ The adding to our territories of large areas populated by dark races, some of them already liberally dowered with Negro blood, will enhance the relative importance of the non-Caucasian elements of the population, and largely increase the flow of dark blood toward the white race, until the time shall come when distinctions of color shall lose their importance, which will be but the prelude to a complete racial fusion.
The formation of this future American race is not a pressing problem. ”

“ Within the area controlled by the United States are now to be found representatives of each of the grand divisions, or primary racial groups, and it would be a fascinating study to turn from the more practical topics before us and follow the races of man in their dispersion over the globe and their final gathering together again under the republic of America. First is the Aryan, or Indo-Germanic race, which, wherever it originated, sent its Sanskrit conquerors to the South to plant themselves upon a black race related to the Africans and the Australians. ”

“ They do not even camouflage the racial barricade which they have erected; they purposely expose it in its nakedness to full view, so that none may fail to see it. The dark natives maintain their tribal and racial frontiers by their inherited organizations, but the surveillance of the social barrier between them and the whites lies with the dominant race. ”

“ From the moment of initial contact between the mass of the American population and the country’s most important racial minorities—the Indian, the Jew, the Oriental, and the Negro—the self-congratulatory feelings of the majority have always found a partial or complete counterpart everywhere except among the slaves and the children of the slaves. The352 long delay in the inception of All-Africanism in America, and the groping uncertainty which still characterizes its manifestations, are due in large part to the cultural youthfulness of the American Negro. ”

“ There are those among the white race and those among the black race who assert, with a good deal of earnestness, that there is no difference between the white man and the black man in this country. This sounds very pleasant and tickles the fancy; but, when the test of hard, cold logic is applied to it, it must be acknowledged that there is a difference,—not an inherent one, not a racial one, but a difference [Pg 32] growing out of unequal opportunities in the past. ”

“ Then, when we rid ourselves of prejudice, or racial feeling, and look facts in the face, we must acknowledge that, notwithstanding the cruelty and moral wrong of slavery, the ten million Negroes inhabiting this country, who themselves or whose ancestors went through the school of American slavery, are in a stronger and more hopeful condition, materially, intellectually, morally, and religiously, than is true of an equal number of black people in any other portion of the globe. ”

“ Taking the country over, the Whites who have married Indians have not been of a high class. But the total number of Indians in the United States is so small that their future is probably that of being absorbed in the White race through miscegenation, unless it be for a few tribes cultivating a racial purity of their own and, with favorable economic conditions, perpetuating themselves for a long time to come. ”

“ Thus helped, those of both races in the South will soon throw off the shackles of racial and sectional prejudice, and rise above the clouds of ignorance, narrowness, and selfishness into that atmosphere, that pure sunshine, where it will be the highest ambition to serve man, our brother, regardless of race or previous condition. ”

“ The Struggle of the Future Having had the wrong education as a start in his racial career, the negro has become his own greatest enemy. Most of the trouble I have had in advancing the cause of the race has come from negroes. Booker Washington aptly described the race in one of his lectures by stating that we were like crabs in a barrel, that none would allow the other to climb over, but on any such attempt all would continue^11 to pull back into the barrel the one crab that would make the effort to climb out. Yet, those of us with vision cannot desert the race, leaving it to suffer and die. ”

“ There is patently no legitimate overriding purpose independent of invidious racial discrimination which justifies this classification. The fact that Virginia prohibits only interracial marriages involving white persons demonstrates that the racial classifications must stand on their own justification, as measures designed to maintain White Supremacy. [11] We have consistently denied [p. 12] the constitutionality of measures which restrict the rights of citizens on account of race. ”

“ Laying aside all prejudice in favor of or against race, looking at the negro as politically and socially related to the American people generally, and measuring the forces arrayed against him, I do not see how he can survive and flourish in this country as a distinct and separate race, nor do I see how he can be removed from the country either by annihilation or expatriation. ”

“ The relationship between those figures and the history of unequal treatment afforded to the Negro cannot be denied. At every point from birth to death, the impact of the past is reflected in the still disfavored position of the Negro.
In light of the sorry history of discrimination and its devastating impact on the lives of Negroes, bringing the Negro into the mainstream of American life should be a state interest of the highest order. ”

“ The denial of rights guaranteed the Negro by the Constitution and the refusal to grant him the ordinary privileges of a freeman have created what is called the “Negro Problem”—the most prominent, the gravest and the most important question in American affairs. Ten millions of people with African blood in their veins—“an undifferentiated part of the Nation”—are made the objects of the meanest discrimination and the most unjust treatment by a so-called superior race seven times their number. ”

“ Now, under the elevating and cherishing influence of the American Anti-slavery Society, the colored race, like the white, furnishes Corinthian capitals for the noblest temples. Aroused by the American Anti-slavery Society, the very white men who had forgotten and denied the claim of the black man to the rights of humanity, now thunder that claim at every gate, from cottage to capitol, from school-house to university, from the railroad carriage to the house of God. He has a place at their firesides, a place in their hearts—the man whom they once cruelly hated for his color. ”

“ It's a racial stalemate we've been stuck in for years. And contrary to the claims of some of my critics, black and white, I have never been so naïve as to believe that we can get beyond our racial divisions in a single election cycle, or with a single candidate—particularly a candidacy as imperfect as my own.
But I have asserted a firm conviction—a conviction rooted in my faith in God and my faith in the American people—that working together we can move beyond some of our old racial wounds, and that in fact we have no choice. ”

“ For one race to demand such a line of separation, is to consign the other race to a position of inferiority as humiliating as it is discouraging. Such is the demand of race prejudice, and such the position of inferiority in which it insists on placing the Negro. Slavery held the Negro there, and since emancipation, this race-separation is intended to accomplish the same purpose. The Southern white man makes no objection to the race or color of the Negro, but only to his position as an equal. He was not merely tolerated, he was more than tolerated, as a slave, and he is now as a servant. ”

“ And this is the ground upon which we of the South place our cherished institutions. We maintain that these justifying circumstances do exist in relation to our institution of negro slavery. They consist in the unfitness of the black race for a condition higher than that of slavery. Our proposition is, that when these two races are brought into contact, the supremacy of the white man must be acknowledged, and his right to govern both races with reference to the happiness of both. This is the principle upon which, until recently, the legislation of all your northern States was founded. ”

“ It is just as well, perhaps, that the Negro will have to work out his salvation under the Constitution as an individual rather than as a race, as the Jew has done it in Great Britain and as the Irishman will have to do it under the same Empire, as it is and has been the tendency of our law and precedent to subordinate race elements and to exalt the individual citizens as indivisible "parts of one stupendous whole." ”

“ Are we therefore under the influence of prejudice? If we are, it is a prejudice which duty prompts us exercise. But we have bestowed more attention to this objection than it deserves. Nothing can be plainer than that the colonization scheme has had a great influence in weakening this prejudice against the blacks, and creating an interest in their behalf, which must, in the nature of things, continue to increase until the whole race shall be restored to an equality with the whites. ”

“ Is it good policy? Have we in America a distinct mission as a race–a distinct sphere of action and an opportunity for race development, or is self- obliteration the highest end to which Negro blood dare aspire?
If we carefully consider what race prejudice really is, we find it, historically, to be nothing but the friction between different groups of people; it is the difference in aim, in feeling, in ideals of two different races ”

“ Not many years ago, the United States of America was divided by a civil war on the question of the treatment, of the negro population. Even to-day, the colour problem in that country is so acute that a negro convict is in grave danger of being lynched. ”

“ Let us all hope that the dark clouds of racial prejudice will soon pass away and the deep fog of misunderstanding will be lifted from our fear drenched communities, and in some not too distant tomorrow the radiant stars of love and brotherhood will shine over our great nation with all their scintillating beauty. ”
