“ No one shall force or instigate a driver to drive a motor vehicle in violation of the laws and regulations on road traffic safety or of the requirements for safe driving of motor vehicles, or connive at such violations. ”

In view of the well-known and necessary practice of connecting roads, we are far from saying that a valid law could not be passed to prevent the cost and loss of time entailed by needless transhipment or breaking bulk, in case of an unreasonable refusal by a carrier to interchange cars with another for through traffic. ”

“ We think it right to consider to what extent traffic signs are guilty in this respect and what should be done about sign clutter.
The increase in vehicles has perforce been accompanied by more traffic regulations and prohibitory and mandatory signs have multiplied. Clearly it is essential for safety and ease of travel, as well as to secure compliance with the law, that adequate traffic signs should be provided and maintained. But we believe they can be improved in siting, and in some places reduced in number, both in towns and in the country. ”

“ Article 38 Vehicles and pedestrians shall go by traffic lights; where traffic policemen direct traffic on the spot, they shall go by the direction of traffic policemen; and where there are no traffic signals, they shall follow the principles of ensured safety and unimpeded traffic. ”

“ When confronted with a situation in which motor vehicles are standing or running slowly in a queue at the section or junction of a road where the lanes are decreased, or at a road crossing where there are no traffic signal lights, traffic signs or traffic line markings or direction of traffic police, the motor vehicles shall take turns to pass in order. ”

“ When a motor vehicle cannot run normally on an expressway due to a breakdown or a traffic accident, it shall be pulled or towed away by a rescue vehicle or an obstacle-removing vehicle.
Article 69 No units or individuals shall intercept and inspect vehicles running on expressways, except the people's police of the public security organs who are performing emergency official duties according to law. ”

“ The proportion driven singly does not appear. Such convoys or caravans as there are usually consist of two or three cars. The evidence discloses no case of more than four. Coupling is negligible. Each car is in charge of a regularly employed and licensed driver. The intrazone movement is subject to other licensing and taxing provisions of the state law, and no showing is made that the differences in fees or taxes exacted from the two classes of traffic do not bear a fair relationship to the differences in the burden of the traffic for which the state must provide. ”

“ Whilst dealing generally with speed limit signs we deal here with the minimum speed limit sign although it is mandatory, not prohibitory.
On certain high speed roads abroad traffic is prohibited by law from moving slower than a certain specified speed. Powers were taken in the Road Traffic Act 1962 to impose minimum speeds on all-purpose roads in this country and powers have previously existed to impose them upon motorways though none have hitherto been imposed under Road Traffic Acts. Should minimum speed limits be required we recommend the sign at figure 30. ”

“ Article 29 Roads, parking lots and road supporting facilities shall be planned, designed and constructed in conformity with the requirements of road traffic safety and unimpeded flow of traffic, and shall be readjusted in a timely manner to meet traffic needs. ”

e) Failure to renew driving license or vehicle registration;

“ There are no traffic laws in Paris, so far as I could make out; vehicles certainly have the right-of-way and they go like mad. I have read of the Parisian authorities having imported a London policeman to teach Paris police the art of traffic regulation, but if so, the instruction has been wasted. ”

“ Light signals may be erected only after the approval of the Minister. Carriageway markings (e.g. warning lines) may be laid down at the discretion of the highway authority provided they are prescribed in Regulations or specially authorised.
There are estimated to be in the United Kingdom approximately:—
5. All-purpose roads are roads upon which by right of common law all classes of traffic are permitted, whereas from motorways certain classes of traffic such as learner drivers, cyclists and pedestrians are legally excluded.
There are 194,300 miles of all-purpose roads in the United Kingdom ”

“ Bingaman, supra, the evidence in the present case shows that coupled cars, under control of a single driver, subject the highways to increased wear and tear because of their tendency to skid and sway on curves and in passing other traffic, and that the length of the caravans and the inefficiency and irresponsibility of the drivers, casually employed, increase traffic congestion and the inconveniences and hazards of automobile traffic. These circumstances have caused the state to make increased provision for the policing of the traffic. ”

“ There is ample support for a legislative determination that the peculiar character of this traffic involves a special type of use of the highways, with enhanced wear and tear on the roads and augmented hazards to other traffic, which imposes on the state a heavier financial burden for highway maintenance and policing than do other types of motor car traffic. ”

“ It makes no exception in cases of a sudden congestion of traffic, an actual inability to furnish cars by reason of their temporary and unavoidable detention in other states, or in other places within the same state. It makes no allowance for interference of traffic occasioned by wrecks or other accidents upon the same or other roads, involving a detention of traffic, the breaking of bridges, accidental fires, washouts, or other unavoidable consequences of heavy weather. ”

“ We cannot say that there are not reasons applicable to the streets of large cities-such as their use by a great number of persons or the density and continuity of traffic-justifying measures to safeguard the public from dangers incident to the operation of motor vehicles which do not obtain in the case of the smaller communities. ”
