The type of normality will be questioned; the laws will be repealed and changed; enlightenment will prevail; belief will be seen to rest upon dogmas; illusion will fade away and give place to clearness of view; the bugaboos will lose their power to frighten. How will “the social guardians” induce women to bear a surplus population when all these cheap, effective methods no longer work? ”
