Command us to go and fight, and we will not budge; pursue us, and we will hardly run away; put us in prison, and we will only laugh. ”

(6) The term ``emergency response providers'' includes Federal, State, and local governmental and nongovernmental emergency public safety, fire, law enforcement, emergency response, emergency medical (including hospital emergency facilities) , and related personnel, agencies, and authorities. (7) The term ``executive agency'' means an executive agency and a military department, as defined, respectively, in sections 105 and 102 of title 5, United States Code. ”

[31] CHAPTER VI.
The Committee of Safety.
The Committee of Safety was in session. This important body was composed of the Selectmen of Eastham. In cases of extreme emergency the town fathers were empowered to call the leading citizens into council, and on this occasion there was a full attendance of representative men ready to hear the report of the messengers who had been sent to Provincetown for tidings of the captives. ”

“ These agencies — and the officers who serve within them — deserve recognition for their leadership and appreciation for setting a standard that others can follow. This order seeks to recognize these key reforms and implement them consistently across Federal law enforcement agencies. Through this order, the Federal Government will also seek to provide State, Tribal, local, and territorial law enforcement agencies with the guidance and support they need to advance their own efforts to strengthen public trust and improve public safety. ”

“ They were in a criminal state of unpreparedness, just like ourselves; but when they established their Committees of Public Safety throughout the length and breadth of this huge country they showed us something that we might do well to copy. The heart of the organization exists at the capital. “ The people's governments at or above the county level shall organize departments responsible for the supervision and administration of work safety to compile a checklist of well-defined power and responsibility in work safety, disclose the checklist to the society and accept public supervision. ”

“ The Department of Justice shall take the lead on Federal actions to support law enforcement efforts nationwide and to collaborate with State, tribal, and local jurisdictions to restore public safety to all of our communities. ”

“ That's it--now a committee of safety means a few of us, for instance, having the charge of the affairs of this settlement, in order to see that no harm shall come to anything, especially to the people. ”

“ Committees of Safety were organized in several towns of the Grants, and a convention of the settlers decreed that no New York officer should be allowed to take any person out of the district without permission of the Committee of Safety, and that no surveys should be made there, nor lines run, nor settlements made, under the authority of New York. ”

“ In addition to the authority provided under section 121 of the Legislative Branch Appropriations Act, 2002, at any time on or after the date of the enactment of this Act, the Capitol Police Board may accept contributions of comfort and other incidental items and services to support officers and employees of the United States Capitol Police while such officers and employees are on duty in response to emergencies involving the safety of human life or the protection of property. ”

“ That the excitement at present existing among the people renders it prudent for us to appoint a committee of the citizens of Barrington to recommend what measures (if any) should be adopted for the purpose of suppressing any unlawful or riotous outbreak in the town; and that the following named are hereby appointed a "Committee of Safety" who are respectfully requested to adopt such measures, or to recommend any measures for adoption by the citizens generally, as may seem to them proper and necessary for the preservation of good order. ”

“ The police agencies — all the way from municipal and state forces to the federal bureaus — are responsible for law enforcement and public safety in this country. I am proud of their efforts, which, in my view, are not fairly characterized by the Court's opinion. ”

“ Mr. Yellott in the Senate introduced a bill to appoint a Board of Public Safety. The powers given to the Board included the expenditure of the two millions of dollars proposed by Mr. Brune for the defence of the State, and the entire control of the military, including the removal and appointment of commissioned officers. It was ordered to a second reading by a vote of 14 to 8. The Board was to consist of Ezekiel F. Chambers, Enoch Louis Lowe, John V. L. MacMahon, Thomas G. Pratt, Walter Mitchell, and Thomas Winans. Gov. Hicks was made ex-officio a member of the Board. ”

“ Law enforcement officers are often a person’s first point of contact with our criminal justice system, and we depend on them to uphold these principles while doing the demanding and often life-threatening work of keeping us safe. We expect them to help prevent and solve crimes and frequently call upon them to respond to social problems outside their expertise and beyond their intended role, diverting attention from their critical public safety mission and increasing the risks of an already dangerous job — which has led to the deaths of law enforcement officers and civilians alike. ”

“ Where the personal safety of a supervisory officer or his close relatives is at risk due to performance of his duties in accordance with the law, the people's supervisory organs and public security organs shall take necessary measures such as to protect the personal safety of the supervisory officer and his close relatives, and to prohibit certain persons from approaching them. ”

“ May we say that notice would afford adequate protection of the public safety where the Legislature and the highest court of the state, with greater knowledge of local conditions, have declared, in effect, that it would not? If the public safety is imperiled, surely neither grant, nor contract, can prevail against the exercise of the police power. ”

“ Require supervisors to review all officer activity and review all officer reports before the supervisor leaves shift; Develop and implement system for regular review of stop, search, ticketing, and arrest data at supervisory and agency level to detect problematic trends and ensure consistency with public safety and community policing goals; Analyze race and other disparities shown in stop, search, ticketing, and arrest practices to determine whether disparities can be reduced consistent with public safety goals. ”

“ We will improve and implement the system of accountability, management, and evaluation for workplace safety to ensure that both CPC committees and governments are held accountable, officials take responsibility for workplace safety in performing their duties, and those who fail to uphold safety standards are held accountable. We will tighten oversight and law enforcement to guard against and prevent the occurrence of major workplace accidents and protect the lives and property of our people. ”

“ Subject to the directions of the Minister of Safety and Security, the National Commissioner shall be responsible for—
(a)
the maintenance of an impartial, accountable, transparent and efficient police service ”

“ Although the committee’s efforts are a work of love, the members receiving no compensation whatever, the association’s activity for workmen’s compensation and accident prevention has cost approximately $50,000 during the last three years. The board of directors consider this money well spent and, judging by present sentiment, will not only continue, but increase their efforts in future. Our safety campaign is too young and too widely spread as yet to give accurate figures for results. ”

“ Whereas the preponderance of accidents involving employees in the Federal service occur in field operations, the heads of executive departments and agencies, and through them, their supervisory staffs, including regional and field staffs, must exert leadership in the establishment of a sound accident prevention program at both the national and regional level ”

“ We must work together to ensure that law enforcement agencies have the resources they need as well as the capacity to attract, hire, and retain the best personnel, including resources to institute screening mechanisms to identify unqualified applicants and to support officers in meeting the stresses and challenges of the job. We must also ensure that law enforcement agencies reflect the communities they serve, protect all community members equally, and offer comprehensive training and development opportunities to line officers and supervisors alike. ”

“ It is the duty of the sub-committees to see that all safety rules are obeyed, and to make suggestions for furthering the cause of accident prevention, while the main committees receive and act upon these suggestions and attend to the financial and other aspects of the campaign. ”

“ Effective law enforcement is a crucial element to maintaining our quality of life; and we must continue to ensure that our police have the financial, technical, and civil support necessary to carry out their responsibilities. The more than 740,000 sworn law enforcement officers who are our first responders play a critical role in our Nation's safety and security.
Every American should also play a role in making our communities safer. ”

“ Constant vigilance alone can give security, and it is a small price to pay if the community is compelled to bear even the whole expense of such a health official. Community health is [147] often intrusted to the town fathers or a district board with little interest in the matter; on the other hand, the agent of a State board is not always a local resident, and is liable to overlook local conditions. It is desirable that the health official be an individual of good training, familiar with the locality, and with ample authority, for in this way only can safety be reasonably secure. ”

“ The emergency management departments shall, according to the requirements of supervision and control by classification and levels, formulate annual plans for supervision and inspection of work safety according to such annual plans, to carry out supervision and inspection. When discovering hazards that may lead to accidents, the departments shall deal with the matter in a timely manner. ”
