“ When an assembly has to consider a subject which it does not wish to refer to a committee, and yet where the subject matter is not well digested and put into proper form for its definite action, or when, for any other reason, it is desirable for the assembly to consider a subject with all the freedom of an ordinary committee, it is the practice to refer the matter to the "Committee of the Whole." ”

“ Or, in the second case,—the community may have made over to a committee composed of a few Individuals, or even to one Individual, the superintendence and direction of the whole;—and in this case they resign their own right of direction and judgment in the administration of Government,—but only so far as outward action is concerned, for in thought and speech they are still at liberty to do what they will,—and unconditionally subject their own practically active will to the will of their authorised committee or individual manager. ”
