Henry II of France

“ Now, when Henry was left without an ally, when the Scots were victorious in the North, when France was ready to launch an Armada against the southern coasts of England, now, surely, was the time for a national uprising to depose the bloodthirsty tyrant, the enemy of the Church, the persecutor of his people. Strangely enough his people did, and even desired, nothing of the sort. Popular discontent existed only in the imagination of his enemies; Henry retained to the last his hold over the mind of his people. Never had they been called to pay such a series of loans, subsidies and benevolences ”

“ And of such great authority in France
As his alliance will confirm our peace,
And keep the Frenchmen in allegiance.
GLOUCESTER. And so the Earl of Armagnac may do,
Because he is near kinsman unto Charles.
EXETER. Beside, his wealth doth warrant a liberal dower;
Where Reignier sooner will receive than give.
SUFFOLK. A dow'r, my lords! Disgrace not so your king,
That he should be so abject, base, and poor,
To choose for wealth and not for perfect love.
Henry is able to enrich his queen,
And not to seek a queen to make him rich. ”

“ CHAPTER II THE ANGEVIN EMPIRE The new kingdom which Henry had added to his dominions in France might well seem to a man of less inexhaustible energy to make the task of government impossible. The imperial system of his dreams was as recklessly defiant of physical difficulties as it was heedless of all the sentiments of national tradition. In the two halves of his empire no common political interest and no common peril could arise ”

“ The young Dauphin Louis took the nominal lead of the national party, and ruled supreme in Paris in great ease and self-indulgence.
The year before, Henry V. had succeeded to the throne of England,—a bright and vigorous young man, eager to be stirring in the world, brave and fearless, with a stern grasp of things beneath all,—a very sheet-anchor of firmness and determined character. Almost at the very opening of his reign, the moment he had secured his throne, he began a negotiation with France which boded no good. ”

“ Here we cannot but recal the words with which Henry afterwards, it is said, addressed the Cardinal des Ursins, who was sent by the Pope to mediate between him and Charles just before he laid siege to Rouen. "See you not that God hath brought me here as it were by the hand? There is no longer a King in France. I have a legal right over that realm. All is in confusion there; and no one dreams of opposing me. Can I have a more sensible proof that God, who disposes of crowns, has decreed that I should place on my head the crown of France?" ”

“ Before ten years were passed the King of France, the Count of Nevers, the Count of Boulogne, the Viscount of Aosta, the Archbishop of Reims, had knelt at his shrine among English prelates, nobles, knights, and beggars. The feast of the Trinity which Thomas had appointed to be observed on the anniversary of his consecration spread through the whole of Christendom. Henry, in fact, had to bear the full storm of scorn and hatred that falls on every statesman who stands in advance of the public opinion of his day. ”

“ The Work of Henry II.—The wisest and most powerful ruler can only assist the forces of nature; he cannot work against them. Those who merely glance at a map in which the political divisions of France are marked as they existed in Henry's reign, cannot but wonder that Henry did not make himself master of the (p. 158) small territory which was directly governed, in turn, by Louis VII. and Philip II. A careful study of the political conditions of his reign shows, however, that he was not really strong enough to do anything of the kind. ”

“ He could spare and reinstate Richard II's memory, as much as in him lay, though he owed the crown to his overthrow. That he furthered and advanced also in France the municipal and parliamentary interests, which were his mainstay in England, procured him the obedience which was there paid him, and a European influence. In his moral character Henry ranks above most of the Plantagenets. He had no favourites and let no unjust acts be imputed to him. He was stern towards the great and careful for the common people; at his first word men could tell what they had to expect from him. ”

“ Henry of Navarre was now Henry IV., King of France. But never did monarch ascend the throne under circumstances of greater perplexity [Pg 241] and peril. Never was a more distracted kingdom placed in the hands of a new monarch. Henry was now thirty-four years of age. The whole kingdom was convulsed by warring factions. For years France had been desolated by all the most virulent elements of religious and political animosity. All hearts were demoralized by familiarity with the dagger of the assassin and the carnage of the battle-field. ”

“ At the same time that Frederick was thus reasserting the imperial power, England had a strong king in Henry II. By wedding the most important feudal heiress in France, Henry added so many provinces to his ancestral French domain of Normandy that more than half France lay in his possession, and the French kings found that in this overgrown duke, who was also an independent monarch, they possessed a vassal far wealthier and more powerful than themselves. ”

“ On the death of Louis in 1180 the peaceful and timid traditions of his reign were cast aside by the warlike Philip, who had from childhood cherished a violent hatred against Henry, and who was bent on the destruction of rival powers, and the triumph of the monarchy in France. Henry's absorbing care, on the other hand, was to prevent war; and during the next four years he constantly forced reconciliation on the warring princes of France. "All who loved peace rejoiced at his coming," the chroniclers constantly repeat. "He had faith in the Lord, that if he crossed over he could make peace." ”

“ He broke up the siege in spite of the urgent advice of his chancellor Thomas; and for nearly forty years the quarrel lingered on with the French monarchy, till the question was settled in 1196 by the marriage of Henry's daughter Joanna to Count Raymond VI. Thomas, who had proved himself a mighty warrior, was left in charge of the newly-conquered Cahors, while Henry returned to Normandy, and concluded in May a temporary peace with Louis. His enemies, however, were drawn together by a common fear, and France became the battle-ground of the rival ambitions of the Houses of Blois and Anjou. ”

“ Henry was brave and adventurous, the nobles were longing for war, and France, at that moment divided against itself, almost invited attack. The old pretext did well enough; Henry laid claim to the throne of France and invaded the land, scorning all idea of compromise. Disease attacked his army, so that when he came face to face with his foe he had but 15,000 men to their 50,000. But his courage rose to the crisis, and when one of his knights sighed for the thousands of brave warriors in England, he said warmly—
"I would not have a single man more. ”

“ Henry, profoundly influenced by the feudal code of honour of his day, inheriting the traditional loyalty of his house to the French monarchy, too sagacious lightly to incur war with France, too politic to weaken in the eyes of his own vassals the authority of feudal law, and possibly mindful of the succession to the French throne which might yet pass through Margaret to his son Henry, refused to carry on war against the person of his suzerain. ”

“ Preparations for war.
Before he had been a year upon the throne, Henry had broken with France. It was in vain that the Dauphin and the Armagnac faction, who were at this time predominant, endeavoured to turn him from his purpose. They offered him the hand of the Princess Catherine, the daughter of their mad king Charles VI., and with her the lost provinces of Aquitaine and a dowry of 600,000 gold crowns. But Henry only replied by asking for all that his ancestors had ever held in France, the ancient realm of Henry II., extending from Normandy to the Pyrenees. ”

“ Henry III., with no energy of character, despised by his subjects, and without either money or armies, seemed to be now entirely at the mercy of the confederate princes. Henry of Navarre and the Duke of Alençon sent an embassador to the French court to propose terms to Henry III. The King of Navarre required, among other conditions, that France should unite with him in recovering from Spain that portion of the territory of Navarre which had been wrested from his ancestors by Ferdinand and Isabella. ”

“ A treaty was drawn up by which it was stipulated that the Duke should assist the English king in his proposed conquest of France, and should have in return a share of the spoil. But it was not executed. The Duke shrank from committing himself to a course of action so unprincipled, and indeed so perilous to himself, for his best hope of independence lay in the rivalry between France and England. But though the treaty was not executed, the very fact of the meeting at which it had been discussed did much to serve Henry’s purpose. ”

“ The league between Henry and the Emperor had been hollow from the first; nor had it then been easily adjusted, the objects of the allies being entirely different. Henry had foreseen, long before he entered on it, that his Scottish policy would involve a war with France; the Emperor desired, if he could not drive the Turks out of Hungary, at least to break up the shameful alliance between them and the French King. The Pope meanwhile was urging both the Emperor and Francis to peace, so that a General Council might meet to put down heresy-that of England most of all ”

“ Open war with France rendered Henry's designs on Scotland more difficult. To secure the aid of Arran he had made him the most splendid offers-that he should have the Princess Elizabeth as a bride for his son, and that he should himself be King of Scotland beyond the Forth. But Arran could not easily withstand the growing feeling of suspicion against England; and, though he ratified the treaty with Henry at Holyrood on August 25, in presence of a number of the nobility, he had even before that date resigned the charge of the infant Queen and her mother to the Cardinal and his friends. ”

“ The old Cardinal of Bourbon was now dead, and Philip II. considered his daughter Isabel, whose mother was the eldest daughter of Henry II., to be rightful Queen of France. He sent therefore his ablest general, the Duke of Parma, to co-operate with the Leaguers and place her on the throne. A war of strategy was carried on, during which Henry kept the enemy at bay, but could do no more, since the larger number of his people, though intending to have no king but himself, did not wish him to gain too easy a victory, lest in that case he should remain a Calvinist. ”

“ This claim the French princes wholly refused to consider. Henry then moderated his demands so far, at least, as to allow Charles to remain in nominal possession of his kingdom; but they were still conceived on a scale such as to render their acceptance impossible. France was to cede to England, no longer as a feudal superior making a grant to a vassal, but in full sovereignty, the provinces of Normandy, Maine, and Anjou, together with all that was comprised in the ancient duchy of Aquitaine. ”

“ The least hint to Francis of any hostile intent towards Henry would, thought Charles, be at once revealed to the English King, and the two would join in making war on himself. War he was determined to avoid, for, apart from the ruin of Flanders, which it would involve, Henry and Francis had long been intriguing with the Lutherans in Germany. A breach might easily precipitate civil strife in the Empire; and, indeed, in June, 1534, Würtemberg was wrested from the Habsburgs by Philip of Hesse with the connivance of France. ”

“ The part of Henry's life-work bequeathed to him by his English grandfather was so well in train that he could safely turn his attention to that other, and probably in his eyes more important work, which he had inherited from his paternal ancestors: the building up of an empire which, as had been foretold to one of them, was to spread from the rock of Angers to the ends of the earth. It spread now from the Flemish border to the Pyrenees, commanding the whole western coast of France, and covering more than half the soil whose nominal lord paramount was King Louis VII of France. ”

“ By the assassination of Henry III., Henry of Navarre became the legitimate King of France. The question was, whether he would make good his claim. Had he now been willing to declare himself a Roman Catholic, he would have at once won over the more conservative of the people, for the League was daily becoming more anarchical; the Cardinal of Bourbon, who was by it acknowledged as King Charles X., was but a puppet of Spain; and the Spanish alliance was ever growing more unpopular. ”

“ Even for his brethren in creed his triumph was a benefit secured, for it was an end of persecution and a first step towards liberty. There is no measuring accurately how far ambition, personal interest, a king’s egotism, had to do with Henry’s IV.‘s abjuration of his religion; none would deny that those human infirmities were present; but all this does not prevent the conviction that patriotism was uppermost in Henry’s soul, and that the idea of his duty as king towards France, a prey to all the evils of civil and foreign war, was the determining motive of his resolution. ”
