Leopold I of Belgium

“ In my thoughts the future of Belgium has always been blended with my own, and I have always regarded it with the confidence inspired by the right of a free, honest, and brave nation, which wills its independence, which has won it, proved itself worthy of it, and will know how to preserve it. ”

“ Let us not suffer an affair, trivial in itself, to disturb the equilibrium of the world, and to unbridle the fiercest passions. All will be ended, all consummated on the day when France, conjointly with the four other Powers, shall declare that Belgium is to retain her old boundaries, her independence, and her neutrality. On that day the Dutch will be paralysed, the Germanic Confederation will halt, the Belgians will be subdued, the conference will choose Prince Leopold for king, and peace will be secured. ”

“ In 1846 he was created duke of Brabant and appointed a sub-lieutenant in the army, in which he served until his accession, by which time he had reached the rank of lieutenant-general. On attaining his majority he was made a member of the senate, in whose proceedings he took a lively interest, especially in matters concerning the development of Belgium and its trade. On the 22nd of August 1853 Leopold married Marie Henriette (1836-1902) , daughter of the archduke Joseph of Austria, palatine of Hungary, by his wife Marie Dorothea, duchess of Württemberg. ”

“ Shortly afterwards King Leopold came to England himself, and his reception was as cold at Windsor as it was warm at Kensington. "To hear dear Uncle speak on any subject," the Princess wrote in her diary, "is like reading a highly instructive book; his conversation is so enlightened, so clear. He is universally admitted to be one of the first politicians now extant. He speaks so mildly, yet firmly and impartially, about politics. Uncle tells me that Belgium is quite a pattern for its organisation, its industry, and prosperity; the finances are in the greatest perfection. ”

“ Most large corporations radiate from a lawyer's office. With the Forminiere it was otherwise. The center of inspiration was the stone palace at Brussels where King Leopold II, King of the Belgians, held forth. The year 1906 was not a particularly happy one for him. The atrocity campaign was at its height abroad and the [Pg 229] Socialists were pounding him at home. Despite the storm of controversy that raged about him one clear idea shone amid the encircling gloom. That idea was to bulwark the Congo Free State, of which he was also sovereign, before it was ceded to Belgium. ”

“ History knows the value of his work; she realizes what a profound politician he was. Official Belgium does not remember, but the people have never forgotten. I have confidence in the soul of Belgium, the Belgium who has shown her greatness in the years 1914-1918. King Leopold II will one day receive the recognition he merits in the country which he enriched, and which he always wished to fortify against the dangers of war.
The private failings of the man only harmed himself and his family; his people never suffered by reason of them. ”

“ In 1831, when Louis Philippe, under pressure from Lord Palmerston, declined the throne of Belgium for his son the Duc de Nemours, Prince Leopold received and accepted an offer of the Crown. A Dutch invasion followed, and the new King showed great courage and gallantry in an engagement near Louvain, in which his army was hopelessly outnumbered. But, though a sensitive man, the King’s high courage and hopefulness never deserted him. He ruled his country with diligence, ability, and wisdom, and devoted himself to encouraging manufactures and commerce. ”

“ It was here that Leopold suffered most from the foreign policy of Maria Theresa and Joseph, for it was indisputable that the prevalent discontent and insurrection in Belgium and Hungary was fostered by the Triple Alliance, and especially by Prussia. He had a serious war with the Turks on his hands; his ally, Catherine of Russia, was too much occupied with her wars with the Swedes and Turks and with the affairs of Poland, to come to his help; France, excited by her internal dissensions, and with the Assembly indisposed to the maintenance of the Treaty of 1756, might almost be reckoned an enemy ”

“ Nevertheless, although the British government might be unable to render him practical assistance, Leopold, Stockmar considered, should strive to gain its moral support. The prolonged occupation of Belgium by the French was to be deplored, because it engendered the suspicion in London that the King was over-anxious to place himself under the protection of France. In order effectually to put a check upon both Dutch and French intrigues Leopold, in Stockmar’s opinion, would be well advised to propose for the hand of a daughter of Louis Philippe. ”

“ The Dutch King refused to recognize the eighteen articles and, on August 2, twelve days after the accession to the [157] throne of Leopold, invaded Belgium. King Leopold displayed military skill and courage, but the Belgians had no strong army and their ill-trained troops were badly defeated at Louvain and at Hasselt. Impending disaster was prevented by the sudden arrival of a French army, sent by Louis-Philippe, to whom the Belgian King had appealed for help. The French repulsed the Dutch. This intervention of France seriously alarmed the other powers, and especially England. ”

“ Those who regret the expulsion of the King of Holland, look upon King Leopold merely as his involuntary successor, and whilst they condemn the incapacity of his ministers, and the violence of the party in the house and in the country by whom they are controlled—all seemed to regard the King as only borne upon a tide of circumstances, which he is equally unable with them to resist or direct. ”

“ How strongly the throne of Leopold I was established among his own people was shown by the fact that during the Revolution of 1848, which nearly resulted in the overthrow of all the thrones of Europe, Belgium alone kept herself aloof from the European turmoil, and some French adventurers who had tried to cross the frontier and, with the help of some unpatriotic Belgians, to proclaim a republic on Belgian soil, were quickly disarmed in the skirmish at Risquons-Tout, near Mouscron, in West Flanders. ”

“ Let him show that he went to Belgium under perfectly different conditions . . . Let the Belgian ministry cry out equally loud. But in the meantime let everything be done to induce the Chambers to accept the treaty.”
Leopold having let it be known that, were the deputies to refuse to agree to the terms imposed by the conference, he would be driven to abdicate, the Chambers, on November 3, authorized him to conclude a formal treaty of peace and separation upon the basis of the twenty-four articles. ”

“ King William and several of the despotic powers refuse to recognise Belgium's independence, and there is little or no intercourse between the two countries. Travellers are not permitted to enter Holland from this side, without special permission from his Dutch majesty, for a Belgian passport is good for nothing. Leopold, le premier, may thank his stars if he continues secure on the throne he acquired so easily; for there is apparently much discontent among the people, especially the trading classes, who feel the loss of the market for their goods at the Dutch sea-ports. ”

“ Because of the fact of the world's ethical development being at a very low stage, Leopold is king of Belgium for no other cause than that he happened to be Leopold. Among the savage and noble red men of America, the chief was selected because of his superior wisdom, or sagacity, or because he was more brave and daring than his fellows. ”

“ Leopold II.'s eyes were opened by the great African discoveries of 1878 to the possibility of realizing an ambitious scheme for acquiring in his country's interests a vast territory in the centre of the Dark Continent. Amid general scepticism, and aided by a mere handful of men, mostly officers, he had built up the independent state of the Congo. From 1895 onward the Belgian Government had associated itself in his work by opening credits to him, although Parliament remained hostile to the King's bold and enterprising policy. Belgian finance, however, took an interest in affairs on the Congo ”

“ They gave to the world a series of princes who were veritably made to rule. Their direct influence on Belgium, and indirectly on England, created a period of peace and an "Entente," of which the beneficial results are so well known.
Later, when my father continued the brilliant work bequeathed to him by King Leopold, Duke Ernest, Prince Regent of the Duchy of Saxe-Coburg-Gotha, proved himself no less inferior to his cousin at Brussels. In Vienna Prince Auguste, who was so good and with whom unfortunately I had very little to do as a father-in-law, also proved that he was a man of valour. ”

“ The long agony was at an end; it had lasted from August 22, 1567, when the Duke of Alva entered Brussels, until July 21, 1831, when Leopold I was crowned King of Belgium, a period of two hundred and sixty-four years. Other peoples and other states have been brought low, time out of mind; have suffered, disintegrated, and disappeared. ”

“ But has one ever estimated the cost of an invasion, even if it only lasted a week?" In 1850, Leopold II wrote to one of his ministers: "Without means of defence you will be the plaything of everyone."
A greater danger loomed ahead. Louis Napoleon had, by the coup d'état of December 1, 1851, imposed his dictatorship on France. Many prominent exiles and refugees came to Belgium, and the Brussels papers openly expressed their opinion of the new dictator. So that Belgium, which three years before had been branded as ultramontane, was now denounced as a nest of communists and rebels. ”

“ The next year he married Louise, the daughter of Louis Philippe, King of France. Leopold, Duke of Brabant, will succeed him. He has several other sons and daughters, among them Marie Charlotte, wife of Maximilian, Archduke of Austria, who has been elected Emperor of Mexico. Leopold is one of the richest men in Europe.

"Nearly all the people of Belgium are Roman Catholics, there being but about thirteen thousand Protestants and two thousand Jews ”

“ Gentlemen, within the last thirty-five years Belgium has witnessed the accomplishment of things which, in a country of the size of ours, have rarely been realized in a single generation; but the edifice of which the congress laid the foundations may rise, and will rise, higher still. ”

“ I have been gratified to recognize in these spontaneous manifestations the unanimous accord of the populations. On my part, I have never made any distinctions between Belgians; all are devoted to their country, and I comprise them in one common affection. ”

“ The Congo, a domain four times as large as the German empire, had been made the ward of Belgium at a convention in Berlin by the agreement of fourteen nations, America and thirteen European states. Leopold promptly seized the country for his personal advantage and the nations apparently found themselves powerless to depose him. No more terrible blunder was ever committed by an assemblage of civilized people. ”

“ Reports of a British Consular Officer, and of King Leopold’s Belgian Commission. Action of the British Government. Serious accusations of oppression and barbarity in the exploiting of the natural wealth of the so-called Independent Congo State, under the administration of its royal proprietor, King Leopold, of Belgium, were beginning to be made a dozen years ago, as will be seen by reference to the subject in Volume VI. of this work. The King and the companies which operated in the region under his grants were reputed to be taking enormous profits from it. ”

“ England and Holland understood that the new Emperor was a very different man from his predecessor, and Prussia dared not act without them. As he had promised, Leopold solemnly announced his intention to restore all94 the charters, laws, and arrangements, which had existed in Belgium in the time of his mother, Maria Theresa, under the guarantee of the three powers, and further promised a general amnesty if his authority was recognised by 21st November. The Belgian States-General made no reply to Leopold, and the Emperor proceeded to concentrate 45,000 men under Bender in Luxembourg. ”

“ Belgium had indeed advanced considerably during the reign of Leopold II. She had not only achieved a high degree of prosperity, but had also undergone an intellectual renascence, giving birth during the second half of the century to a school of writers, painters, and men of science worthy of comparison with those of the neighbouring countries. Furthermore, the development of trade, with its increase in the numbers of industrial workers in 1910 they numbered 1,270,484—raised social problems with increasing urgency. ”

“ Some day lovers of Right, the young and old of every country, will publish essays and works inspired by the documents concerning the estate of King Leopold II. They are priceless. Here are to be found a glowing romance of business, of magnificent conceptions, of astonishing forms of contracts, of statutes and entails, and finally a marvellous judicial discussion where morality and immorality are at variance. ”

“ Under the stress of the indignation aroused in Belgium by the English calumnies, an extensive association has been formed in this country under the title of Federation pour la defense des interets beiges a Testranger (Federation for defending Belgian interests abroad) which consists of prominent men in the army, and in commercial and industrial circles.
This association desired to submit to the enlightened mind of the President of the United States their protests against the audacious and untruthful statements contained in the Memorial which Mr. Morel has delivered to Mr. Roosevelt. ”
