“ The MNF and the Government shall cooperate with respect to sanitary services and
shall extend to each other the fullest cooperation in matters concerning health,
particularly with respect to the control of communicable diseases, consistent with
relevant international law. ”

“ Dissemination of Information Through Providers- The Secretary, acting through the Centers for Disease Control and Prevention, shall develop and implement a plan for the dissemination of health promotion and disease prevention information consistent with national priorities, to health care providers who participate in Federal programs, including programs administered by the Indian Health Service, the Department of Veterans Affairs, the Department of Defense, and the Health Resources and Services Administration, and Medicare and Medicaid. ”

“ Article 56 The State shall consolidate and develop the system of universal free medical service, and consolidates the section doctor system and the system of preventive medicine to protect people's life and improve working people's health. ”

“ The health department of a modern city is charged with a double duty: it has to care for cases of disease, and it has to suggest and enforce laws to keep the city sanitary. The former task—the treatment of sickness—is much more widely recognized as the proper function of the medical profession ”

“ Article 36
⁠Medical and healthcare institutions of all types and at all levels shall divide responsibilities and cooperate with each other to provide citizens with such all-round and full-life-cycle medical and healthcare services as disease prevention, healthcare, treatment, nursing, rehabilitation, and palliative care. ”

“ Boards of health have accordingly extended their control over infectious diseases, established sanatoria and all sorts of clinics, distributed much information, and maintained nurses and physicians to visit the poor in their homes and give them oral instruction. ”

“ Our physicians are employed by the State, and each one has the supervision of a district, and reports to the central government of the State in which he is located the outbreak of any disease of an infectious or contagious character, and also furnishes periodical accounts of the general health of the people. ”

“ We believe that every State should have wisely ordered health laws, with officers empowered to enforce them, and also that a National Department of Health should be created, comporting with the dignity and importance of the cause. This department should work effectively for the promotion of the physical and hence the moral and intellectual health of the people. ”

“ We can be proud that the Federal Government has contributed to the fight against heart disease by supporting the efforts of the National Heart, Lung, and Blood Institute, part of the National Institutes of Health, and by promoting new dietary and health guidelines. ”

“ Between the years 1922 and 1932 we may expect to have established a National Board of Health, with a chief officer in the cabinet and an organization similar to that of the Army, in which every physician and every pharmacist will be an officer of the United States Government. For several years now, health care stood high in our people's esteem because service delivery is sustained and dedicated. We have moved to improve these services further. “ It is important that Care Committees should act in coöperation with local authorities, insurance committees, and charitable agencies, and should have representatives of these bodies on them. The medical officer of health and tuberculosis should also be ex-officio members of their committee. ”

“ Article 88
⁠People's governments at the county level and above shall organize health, medical security, drug administration, development and reform, finance and other relevant departments to establish a mechanism for communication and consultation among them, strengthen institutional collaboration and work coordination, and improve the efficiency and security level of medical and healthcare resources. ”

“ The State guarantees the inviolability of the places of learning.
Article 8 [Health Care] a. Every citizen is entitled to health care. The State cares for public health and the State ensures the means of prevention and treatment by establishing a variety of hospitals and healthcare institutions. ”

“ Executive Order No. 9 of January 17, 1873, is hereby amended so as to permit officers of the Public Health Service, upon recommendation of the Surgeon General of the Public Health Service and the approval of the Secretary of the Treasury, to hold office in State, Territorial, or local health organizations, in order to cooperate with and aid State, Territorial, or local health departments ”

“ There is in the city one principal sanitary officer, a duly qualified medical man elected by the Municipal Council, whose sole duty it is to watch over the sanitary welfare of the place. Under him, as sanitary officers, are all the medical men who form the poor law medical staff. ”

Large powers have been given to local authorities, and obligation expressly imposed on them, as regards their respective districts, to suppress all kinds of nuisance, and to provide all such works and establishments as the public health primarily requires; while auxiliary powers have been given for more or less optional exercise in matters deemed of less than primary importance to health.... ”

“ To develop and implement comprehensive, whole-government multisectoral policies and strategies for the prevention and management of diseases, including through the strengthening of health systems, the promotion of effective universal health coverage implementation, the distribution of medical and drug supplies, education and public awareness and incentivizing people to lead healthier lives through a healthy diet, good nutrition, sports and education ”

“ Article 72 The health of the people shall be guaranteed. The State shall give full consideration to disease prevention and medical cares. Poor people shall receive free medical consultations in public hospitals, infirmaries and maternities. ”

“ A properly organized system of public health services including medical and dental care, which would stress the prevention rather than the cure of illness should be extended to all our people in both rural and urban areas. This is an enterprise in which Dominion, Provincial and Municipal authorities, as well as the medical and dental professions can cooperate. ”

“ It endeavours to provide health care for every citizen and to encourage the establishment of private hospitals, clinics and other medical institutions under State supervision and in accordance with the rules laid down by Law. ”

“ Medical treatment is needed for school children and for the poor generally. Why separate this into two administrations? Hospitals are required for paupers with tuberculosis, and for non-paupers with tuberculosis. Why have two authorities for this work? The separate existence of Education and Poor-Law Authorities qûa medical attendance on those children needing it erred, not only in this fundamental respect, but also because neither of these authorities had the preventive facilities and powers possessed by Public Health Authorities, who were also partially engaged in the treatment of disease. ”

“ Article 39 The State makes investment in, ensures the development of, and exercises unified management over the protection of the people's health; it mobilises and organises all social forces in the building and development of Vietnamese medicine following a far-sighted orientation; prevention shall be combined with treatment, traditional medicine and pharmacology with modern medicine and pharmacology, State health services with people's health services; the State shall see to the organisation of health insurance and create the necessary conditions for all citizens to enjoy health care. ”

“ National security priority– On a periodic basis consult with, as applicable and appropriate, the Assistant to the President for National Security Affairs, to provide an update on, and discuss, medical and public health preparedness and response activities pursuant to this Act and the Federal Food, Drug, and Cosmetic Act, including progress on the development, approval, clearance, and licensure of medical countermeasures. ”

“ At the last meeting of the British Medical Association at Sheffield, it was most truly said that independent medical officers of health would before long change the character of disease throughout the nation, and save future generations much misery. It is to be hoped that the country, which will reap the benefit of their endeavours, will strengthen the hands of those whose efforts are directed to raising the standard of national health. ”

“ They urged on all parents and educational, philanthropic, and religious organizations the pressing necessity for a sustained campaign, in co-operation with the medical profession, in order to inculcate in the community higher ideals of personal hygiene and health. ”

“ We already carry on a large program in this country. for research and health.
In addition, regional medical centers can provide the most advanced diagnosis and treatment for heart disease and cancer and stroke and other major diseases. ”
