“ Water is plenty and excellent; but timber, as already indicated, is found only on the mountains. It is bounded on the east by the Blue Mountains, in which the Walla Walla and Umatilla Rivers have their sources. The wheat output of this county in some years is as much as sixty thousand tons.
Pendleton, the county-town, on the river, and on the O. R. and N. Railway, is also the terminus of a branch of the Oregon
and Washington Territory Railroad, or of what is known as the “ Hunt System,” which connects it with the Northern Pacific System, giving it access by two trans-continental roads. ”

“ It has a population of four thousand, good public buildings, and the best hotel in Oregon out of Portland,—the Hotel Pendleton,—besides several others of less proportions. There are two flouring-mills, foundry and machine-shops, sash- and door- factory and planing-mill, city water-works, telephone connection with every part of East Oregon, three banks, seven churches, good common school, a Protestant and a Catholic academy, and numerous substantial and costly business houses, not the least imposing of which is the office of the East Oregonian newspaper. ”

“ Already, the newspaper under the terrific competition provided by Sam Jackson's East Oregonian, was paying none too well. Mr. Dodd appears to have forecast both the Pendleton and the general situation accurately.
During his conduct of the Tribune Mr. Dodd for a time ran the Baker Herald also for nearly a year. He used to spend three days a week in Pendleton and three in Baker. He finally sold the Herald to his former manager, B. E. Kennedy, who had recovered his health, and Bruce Dennis. Mr. Dodd also started the Freewater Times, in 1901, using the old Pendleton Republican plant. ”

“ PENDLETON, Umatilla County. George Hunt Pendleton, of Ohio (1825-89) , was Democratic candidate for vice-president in 1864. Pendleton was named in his honor, in 1868, by the commissioners of Umatilla County, J. S. Vinson, James Thompson and Samuel Johnson, on suggestion of G. W. Bailey, then county judge. ”

“ C. S. Jackson had not burned his Pendleton bridges when he bought the Oregon Journal in 1902. Having moved to Portland, he employed Fred Lockley, who had been manager of the Pacific Monthly in Portland, to drive (horses, not a car) through eastern, central, and southern Oregon to enlist support for the Journal. Jackson, far from patting Fred on the back for lining up a lot of subscribers for the Journal in Pendleton, objected that he didn't want so many, since the Journal was not yet what he wanted to make it and it wasn't wise to antagonize so many potential readers. ”

“ Harold Young, a graduate of the department and an instructor in the high school at Pendleton, believes that newspapers are far more profi
table as a high school publication than are magazines, and so he has changed the Pendleton high school publication, the “Lantern,” into a small newspaper. “ I would like,” said he, “to see the number of high school newspapers increase in Oregon, as I think they are certainly more satisfactory.” ”

“ Deadman Pass is a gap on Emigrant Hill southeast of Pendleton and its formation is shown at the east edge of the USGS map of the Pendleton quadrangle. This is not a pass for east-west travel on the Oregon Trail but is a transverse pass across the ridge, hence a dip on the highway. ”

“ Other Pendleton publications can be given brief mention. There was the weekly Home Press, an independent publication, issued Fridays by J. E. McQuary & Son, which was launched in 1884 and ran for six years.
Lee D. Drake recalls publishing the Skeptic in 1896, when he was a boy of 14. This was a three-column letter-size weekly printed in Thomas Nelson's shop and it ran until the publisher moved to a less eminent position on the staff of the E. O. Blaine Hallock was another Pendleton boy publisher. ”

“ During September and October, 1918, the section between Pendleton and the County Poor Farm was graded and macadamized on a six per cent development over Grave Yard Hill. This work, both grading and macadamizing is of excellent character and will soon be opened to traffic. W. C. Crews, engineer for the State Department made the relocation on this section and was resident engineer during construction. The following is a statement showing quantities and total and unit costs:
An additional four miles from the County Poor Farm south was graveled by the County with an expenditure of $2,000.00. ”

“ What he lacked in experience, however, he made up in energy and intelligence. He had graduated from Indiana University after having had a year in an Iowa academy and one year at Stanford.
Young Mr. Dodd had grown up in the saddle in southern Idaho and knew cattle, wide-open spaces, the rule of the range, livestock, markets, and a lot of such things that made pretty fair background for a Pendleton editor. He found the Tribune, a daily morning paper, in wabbly financial condition. ”

“ In March, 1919, Tyra Allen, of Pendleton, started discussion of the subject by asking "Where was Blue Bucket?" in a letter printed in the Canyon City Eagle. Numerous responses came forth in several newspapers, especially in the Portland Oregonian. ”

“ Very likely, and quite probably, it will support the Democratic nominees be forehand. Its first business is to furnish the people with a newspaper which shall be a credit to a small inland town like this. Politics it will certainly be interested in; and readers may depend upon it for all political news; but politics is after all a secondary consideration.

The people of Pendleton responded, and the Daily East Oregonian has been running ever since, without a miss.
The Daily East Oregonian started out as a six-column, four-page paper. ”

“ A peculiar feature of the Round^Up at Pendleton is its absolute freedom from commercialism. Citizens of. that community own the stock. The officials tender their services wrathbut compensation; they purchase their own tickets of admission; and all profits are expended in improving the performances and the stadium. It is thus that the Pendleton Round-Up hcu been safeguarded from criticism and preserved from decay. Oregon's Grand Old Man. ”

“ It purports to be the “biggest edition of any newspaper ever published in Eastern Oregon” and is replete with pictures and stories of Pendleton’s annual celebration.
A. Whisnant, editor of the Bend Press, was recently in an auto accident and sustained injuries to his right hand when it went through the wind shield. Although badly cut, the injured member is healing rapidly.
W. H. Warren, formerly private secretary to Mayor Albee, has returned to the local staff of the Oregonian as general assignment man. Mr. ”

“ Thus the situation rested, with Cox running the paper, until January 20, 1882, when young Jackson was back in the picture. On page 1 there appeared the firm name Guyer & Jackson as publishers. J. A. Guyer had provided the financial backing that the young son needed. On the editorial page was a 400-word article by Cox saying he was turning the paper over to the new owners February 1.
Thus was introduced into the journalism of Pendleton and of Oregon a character which has been one of the most influential in the history of Oregon journalism—"Sam" Jackson. ”

“ Save for a brief period he had served the State of Oregon, first at the Oregon State Hospital at Salem and then at the Eastern Oregon State Hospital from its beginning, throughout his professional life. Doctor Donald Wair, who had been assistant superintendent at Pendleton since 1933, was appointed superintendent as his successor. Due no doubt to the constant demands for additional build ing space because of the continual increase in number of patients from the beginning, the other facilities of the institution had not developed as rapidly as was desirable. ”

“ Out of 6055 teaching in the state, only 791 are normal graduates. This is only 13% of the total ; therefore 87% are not properly trained.
"In 1903, 80% of the applicants for certificates had had no training above the eighth grade.
"1,000 new teachers are needed every year.
"Oregon students are now going to normals in Washington

“ This work was done under the direction of the State Highway Department and the entire cost was defrayed from County funds. The total cost to the County was $9,975.00. Oscar Cutler of the State Highway Department was resident engineer in charge.
Pendleton-Pilot Rock Section—Grading and Macadamizing
Upon the completion of the survey by the State Highway Department of the section of the Oregon-Washington Highway between Pendleton and Pilot Rock, the Umatilla County Court started grading. Where the construction is light the road grader was used to great advantage. ”

“ J. W. Johnson of Marion prosecuting attorney of the third judicial district, and James H. Slater of Union prosecuting attorney of the fifth judicial district.
On March 19, 1868, the democratic state convention met at Oro Fino Hall, in Portland, Oregon, and nominated Joseph S. Smith of Marion for congress; S. F. Chad wick, John Burnett, and J. H. Slater presidential electors, and instructed the delegates to the national convention to vote for George H. Pendleton for president. The convention met and nominated W. G. T'Vault for prosecuting attorney of the first judicial district ”

“ Doc. 40. ↑ 26th Cong., 1st Sess., Sen. Doc. 231. ↑ The settlement of the Maine boundary, so long deferred, the right of search, the liberation of slaves, and the burning of the Caroline, besides others. Only a few of the affairs were settled by the treaty of 1842, known as the Ashburton treaty. ↑ That part of the president's message relating to the establishment of a chain of posts from the Missouri to the Pacific was referred to the committee on military affairs, of which Pendleton of Ohio was chairman. ”

“ Mercer says that the Tualatin plains is as nice a country as he ever see, and so does a most every one say, it being so well divided with Timber & Prairia land. The southern part of Oregon is a most all mountains, and the vallies that people settle in are very narrow and broken, but the climate is said to be beautiful, healthy and a good stock country. I have traveled the road from here to Portland a number of times, and that is no more uneven than the road from your old place to Homer is, yet I do not know as that is a good specimine. ”

“ William Johnson, the first settler within the present limits of old Portland, had taken the land south of the Overton tract, claimed by Lovejoy and Pettygrove, for the reason that the river valley south of the line of Caruthers street was open grass land, and furnished pasturage for cattle and horses. Etienne Lucier, one of the two Canadian French Catholics that stood up to be counted for American institutions at Champoeg, was the first settler within the boundaries of East Portland, and the first man to open a farm in Oregon, which he did on East Portland townsite in that year, 1829 ”

“ At Forest Grove, reside some of the earliest settlers of the valley—persons who have seen their children, born in Oregon, grow up to manhood's estate, and have sent them back to "the States" to learn something of an older civilization than that of the mountains and plains of Washington County. There is always a great charm in hearing the annals of a State from the lips of its founders. Many walking cyclopedias of Oregon history belong to the population of the Tualatin Plains, and to their influence is due much of the good order and good morals of the community. ”

“ Sellwood, named after the episcopalian ministers of that name, was laid off in 1882, during the land speculation consequent upon railroad building. St John, six miles below East Portland, is an old settlement, with a few man ufactories. Troutdale, six miles east of Portland, Mount Tabor, Powell Valley, Arthur, Leader, Pleasant Home, Rooster Rock, and Willamette Slough are the lesser settlements of Multnomah county. ”

“ After the native red man, according to all reliable evidence, the first white man to come upon the Portland townsite and say, ' ' This is my land, here will I build my hut, here will I make my home, ' ' was William Overton, a young man from the state of Tennessee, who landed there from an Indian canoe in 1843, and claimed the land for his own. ”

“ The funds of the society were to consist of $200,000, subscribed stock, divided into shares of $100, each share entitling the holder to 160 acres of land, besides deposit money and such donations as should be obtained from public-spirited men and the governor. Ten years after Kelley had left Oregon, hoping yet to return and realize his dreams of establishing upon the shores of the Pacific a virgin state which should grow into an empire in the progress of time and events, most of the formative ideas set forth in his circular were actually being carried out by emigrants from the United States. ”

“ The Oregonian, based on its merits as a newspaper alone, would command attention in San Francisco, in Chicago, in Philadelphia, in Boston, even in New York. No future history of Portland, no history of Oregon, no history even of the Pacific Coast will ever be complete unless it contains more than passing notice of the Oregonian and the work its management has done during forty years or more towards shaping the destinies of a field that some day will be one of the most prosperous and one of the most densely populated parts of the United States. ”
