Barbarians are urged by the love of war; the citizens of a free republic may be prompted by a principle of duty; the subjects, or at least the nobles, of a monarchy, are animated by a sentiment of honor; but the timid and luxurious inhabitants of a declining empire must be allured into the service by the hopes of profit, or compelled by the dread of punishment. ”

“ In Italy, on the breaking up of the Roman Empire, society might be said to be resolved into its original elements, — into hostile atoms, whose only movement was that of mutual repulsion. ”

“ Does society expand from inherent laws of development, or from influences altogether foreign to man? Is it the settled destiny of nations to rise to a certain height in wisdom and power, and then pass away in ignominy and gloom? Is there permanence in any human institutions? May there not be the highest triumphs of art, literature, and science, where the mainsprings of society are sensuality and egotism? ”

“ It is a fact, clearly established by history, that to the Romans we are greatly indebted for the introduction of a much higher order of civilization than that which they found existing when they took possession of the country. They were the pioneers of social and religious progress. Previous to the Roman invasion, the inhabitants were unacquainted with the laws and arts of civilized life;—painted their bodies,—despised p. 3the institution of marriage,—clothed themselves in skins,—knew very little of agriculture,—were furious in disposition, and cruel in their religious superstitions. ”

“ What policy shall the government adopt toward corporations? How can the cost of living be kept down? What effect have private benefactions on the character of a people? Shall a nation try to introduce its own language into the territory of a subject people, or shall it allow the native language to be used, and, if it seeks to introduce its own tongue, how can it best accomplish its object? The Roman attacked all these questions, solved some of them admirably, and failed with others egregiously. ”

“ In the history of the ancient world the Romans played the part that men of our race have played in the history of the modern world. They knew, as we claim to know, how to govern: how to govern themselves, and how to govern other people. To this day much in our laws and in our system of government bears a Roman stamp. They were great soldiers and could conquer: they could also hold and keep their conquests and impress the Roman stamp on all the peoples over whom they ruled. ”

“ Under the latter head we consider the Roman as a citizen, and we examine the several classes of citizens, their obligations and their privileges; we study the form of their government, its officers and machinery, its legislative, judicial, and executive procedure, its revenues and expenditures, etc. It is evident that no hard and fast line can be drawn between the two branches of the subject: they cross each other at every turn. One scarcely knows, for example, under which head to put the religion of the Romans or their games in the circus. ”

“ A jealous solicitude for the rights of the average citizen is a marked trait of the Roman character. A clear understanding of what the rights of the common man were and an ingrained purpose to protect him in the exercise of them determine the development of judicial procedure in Rome, of law, and of political organizations. Perhaps the Romans have bequeathed to us no greater heritage than their conception of citizenship. ”

“ The Roman state was reproduced in miniature in these societies, with their popular assemblies, and their officials, who bore the honorable titles of quæstor, curator, prætor, ædile, and so forth.
To read these twenty-five hundred or more inscriptions from all parts of the Empire brings us close to the heart of the common people. We see their little ambitions, their jealousies, their fears, their gratitude for kindness, their own kindliness, and their loyalty to their fellows. ”

“ Universal dominion, therefore, at last rested with the people who practised this art with the Romans; who, whatever were their other devices, always either began or ended by taking a great part of the land to enrich their own leading citizens, and by adopting into the governing body the principal possessors of the remainder. It is unnecessary to dwell on the melancholy economical history of the Roman empire. ”

“ When the mists of legend clear away we see a community which, if we do not take slaves into account, consisted of two parts—the governing body, or patres, to whom alone the term Populus Romanus strictly applied, and who constituted the Roman State, and the governed class, or clientes, who were outside its pale. ”

“ Under the shadow of the walls of the Eternal City all the great races were associated and mingled—Latins, Trojans, Greeks, Sabines, and Etruscans. The Roman civilization was the product of all that had gone before, as it was destined to be the father of all that should follow it. The Roman had no peer either in courage or fortitude. Aspiring to universal dominion, he toughened himself to achieve it. Dooming his enemy to death or slavery, he was not less self-exacting, his own life, through the cup of poison, the sword, or the opened vein, becoming the forfeit equally of misfortune and shame. ”
