“ In general.--The purpose of the relationship under subparagraph (B) shall be to permit each Federal agency and department described in subparagraph (B) to take full advantage of the capabilities of the National Infrastructure Simulation and Analysis Center (particularly vulnerability and consequence analysis) , consistent with its work load capacity and priorities, for real-time response to reported and projected natural disasters, acts of terrorism, and other man-made disasters. ”

“ In general.--No agency or subdivision of an agency which is transferred to the Department pursuant to this Act shall be excluded from the coverage of chapter 71 of title 5, United States Code, as a result of any order issued under section 7103 (b) (1) of such title 5 after June 18, 2002, unless-- (A) the mission and responsibilities of the agency (or subdivision) materially change; and (B) a majority of the employees within such agency (or subdivision) have as their primary duty intelligence, counterintelligence, or investigative work directly related to terrorism investigation. ”

“ The provision of information for persons seeking guidance on how to pursue proposals to develop or deploy technologies that would enhance homeland security, including information relating to Federal funding, regulation, or acquisition. (c) Miscellaneous Provisions.-- (1) In general.--Nothing in this section shall be construed as authorizing the Secretary or the technical assistance team established under subsection (b) (3) to set standards for technology to be used by the Department, any other executive agency, any State or local government entity, or any private sector entity. ”

“ To coordinate training and other support to the elements and personnel of the Department, other agencies of the Federal Government, and State and local governments that provide information to the Department, or are consumers of information provided by the Department, in order to facilitate the identification and sharing of information revealed in their ordinary duties and the optimal utilization of information received from the Department. ”

“ Consultation on grants.--To ensure input from and coordination with State, local, and tribal governments and emergency response providers, the Administrator shall regularly consult and work with the National Advisory Council on the administration and assessment of grant programs administered by the Department, including with respect to the development of program guidance and the development and evaluation of risk-assessment methodologies, as appropriate. ”

“ Special Assistant to the Secretary The Secretary shall appoint a Special Assistant to the Secretary who shall be responsible for—
(1) creating and fostering strategic communications with the private sector to enhance the primary mission of the Department to protect the American homeland; (2) advising the Secretary on the impact of the Department’s policies, regulations, processes, and actions on the private sector; (3) interfacing with other relevant Federal agencies with homeland security missions to assess the impact of these agencies’ actions on the private sector ”

“ The term ``intelligence component of the Department'' means any element or entity of the Department that collects, gathers, processes, analyzes, produces, or disseminates intelligence information within the scope of the information sharing environment, including homeland security information, terrorism information, and weapons of mass destruction information, or national intelligence, as defined under section 3 (5) of the National Security Act of 1947 (50 U.S.C. 401a (5) ) , except-- (A) the United States Secret Service ”

“ Increased use of information-sharing partnerships that include appropriate State and local personnel, such as the Joint Terrorism Task Forces of the Federal Bureau of Investigation, the Anti-Terrorism Task Forces of the Department of Justice, and regional Terrorism Early Warning Groups. ”

“ Scope of reviews.--Each quadrennial homeland security review shall be a comprehensive examination of the homeland security strategy of the Nation, including recommendations regarding the long-term strategy and priorities of the Nation for homeland security and guidance on the programs, assets, capabilities, budget, policies, and authorities of the Department. ”

“ Leveraging of Existing Resources.--To maximize efficiency and effectiveness in carrying out the Program, the Administrator shall use existing Department-reviewed Master's Degree curricula in homeland security, including curricula pending accreditation, together with associated learning materials, quality assessment tools, digital libraries, exercise systems and other educational facilities, including the National Domestic Preparedness Consortium, the National Fire Academy, and the Emergency Management Institute. ”

“ To lift the standards of our public schools, we achieved historic education reform - which must now be carried out in every school, and every classroom, so that every child in America can read, and learn, and succeed in life. To protect our country, we reorganized our government and created the Department of Homeland Security - which is mobilizing against the threats of a new era. To bring our economy out of recession, we delivered the largest tax relief in a generation. To insist on integrity in American business, we passed tough reforms, and we are holding corporate criminals to account. ”

“ Evaluation of grants management and oversight.--Not later than 1 year after the date of enactment of the Implementing Recommendations of the 9/11 Commission Act of 2007, the Inspector General of the Department shall review and evaluate the grants management and oversight practices of the Federal Emergency Management Agency, including assessment of and recommendations relating to-- (i) the skills, resources, and capabilities of the workforce ”

“ I know there’s Border Patrol agents quoted in a lot of your stories, and you speak to frequently. And that’s something we support. It’s — obviously, there’s a long tradition of coordinating with Department of Homeland Security. But if we are — if our — if our policy is — is keeping people quiet, we are not successful. And it is not our policy to prevent people from talking. ”

“ It is DHS policy to facilitate agency-related communications by managing a cost-efficient process for providing business cards to employees who have extensive dealings with the business community, the public, and other government entities. In order to facilitate this policy, DHS headquarters and DHS agencies may lawfully obligate a general or lump-sum appropriation for the purpose of purchasing business cards for such employees, provided that the primary purpose of the business card is to facilitate necessary DHS-related communications. ”

“ Responsibilities.--In carrying out this subsection, the responsibilities of the Chief Information Officer shall include-- (i) coordinating the geospatial information needs and activities of the Department; (ii) implementing standards, as adopted by the Director of the Office of Management and Budget under the processes established under section 216 of the E-Government Act of 2002 (44 U.S.C. 3501 note) , to facilitate the interoperability of geospatial information pertaining to homeland security among all users of such information within-- (I) the Department ”

“ Joint training exercises of first responders. (C) Exchange of expertise on terrorism prevention, response, and crisis management. (2) To identify areas for homeland security information and training exchange where the United States has a demonstrated weakness and another friendly nation or nations have a demonstrated expertise. (3) To plan and undertake international conferences, exchange programs, and training activities. (4) To manage international activities within the Department in coordination with other Federal officials with responsibility for counter-terrorism matters. ”

“ We've created a new department of government to defend our homeland, focused the FBI on preventing terrorism, begun to reform our intelligence agencies, broken up terror cells across the country, expanded research on defenses against biological and chemical attack, improved border security, and trained more than a half-million first responders. Police and firefighters, air marshals, researchers, and so many others are working every day to make our homeland safer, and we thank them all. ”

“ Transfer of Plum Island Animal Disease Center, Department of Agriculture. Sec. 311. Homeland Security Science and Technology Advisory Committee. Sec. 312. Homeland Security Institute. Sec. 313. Technology clearinghouse to encourage and support innovative solutions to enhance homeland security. Sec. 314. Office for Interoperability and Compatibility. Sec. 315. Emergency communications interoperability research and development. Sec. 316. National Biosurveillance Integration Center. Sec. 317. Promoting antiterrorism through international cooperation program. ”
