“ Critical infrastructure defined- In this section, the term `critical infrastructure' means systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters. ”

“ Cathleen Dixon sent me pictures of the aging bridge she drives under when she takes her kids to school in Chicago every day. She worries about their safety, and writes, “I am angry that in this country of vast resources we claim that we cannot maintain basic infrastructure. ”

“ Our network of roads, bridges, air and sea ports is grossly overloaded and poorly maintained. Since the funding for our infrastructure development needs is immense, I propose the amendment of the Build, Operate and Transfer law to encourage greater participation from private capital. Such participation must now be motivated by risk reward for efficiency and without the guarantee of government. In energy, the dark time is almost over. ”

“ Private business, government, and the national security apparatus increasingly depend on an interdependent network of critical physical and information infrastructures, including telecommunications, energy, financial services, water, and transportation sectors. ”
