“ The certificates of approval, rejection stickers and waiver certificates shall be of a type, such as a windshield sticker or license plate decal, that can be attached to the vehicle or license plate in a location that is readily visible to anyone viewing the vehicle. If a certificate of approval cannot be issued, the driver shall be provided with a written inspection report describing the reasons for rejection and, if appropriate, the repairs needed or likely to be needed to bring the vehicle into compliance with applicable standards. ”

“ Automobiles, unlike homes, are subjected to pervasive and continuing governmental regulation and controls, including periodic inspection and licensing requirements. As an everyday occurrence, police stop and examine vehicles when license plates or inspection stickers have expired, or if other violations, such as exhaust fumes or excessive noise, are noted, or if headlights or other safety equipment are not in proper working order. ”

“ The serviceman who has not registered his car and obtained license plates under the laws 'of' his home State, whatever the reason, may be required by the host State to register and license the car under its laws.
The proviso is to be read, at the least, as assuring that § 514 would not have the effect of permitting servicemen to escape the obligation of registering and licensing their motor vehicles. ”

“ Private cars – fifty thousand ID;
b) Public cars and buses – fifty thousand ID;
c) Trucks and trailers – one hundred thousand ID;
d) Agriculture vehicles, construction vehicles, trailers (dragged vehicles) and
tourist caravan vehicles – fifty thousand ID;
e) Motorcycles – five thousand ID.

21. The following are fees for reissuing a driver license or registration certificate
when it is lost, stolen or destroyed:
a) The first time – ten thousand ID;
b) The second time – twenty thousand ID;
c) More than two times – forty thousand ID.

“ Normally it is used either for play streets (where vehicles are admitted only for access) or for shopping streets closed to vehicles and where even ridden pedal cycles would be a hazard to pedestrians. The sign must always be used in combination with a supplementary plate to either diagram 618 or 618.1. The signs are used where the prohibition applies to the whole of the road in both directions; they should not be used to indicate one-way or tidal-flow traffic systems. ”

“ Any individual who is driving will carry the driver’s license issued to that
person. Upon demand of a traffic police officer, a person who is driving a
vehicle shall produce the driver’s license to that person. ”

“ In general, the signs must be erected on each side of a single carriageway road or on each side of the carriageway in the direction of travel on a dual carriageway road. However, on a single carriageway road one sign only is required, together with any appropriate supplementary plate, if any of the following apply:
(i) the restriction applies only to one side of the road. This could apply to the pedestrian prohibited sign (diagram 625.1) where there is a footway on one side of the road only and pedestrians are prohibited from using the verge on the other side. ”

“ Units and individuals, other than the traffic control departments of the public security organs, shall not issue number plates for motor vehicles or require that other plates are used, except where otherwise provided for by this Law. ”

“ This problem in dealing with information overload increases with age, so that older drivers suffer disproportionately. Generally, therefore, not more than two signs should be erected on any one post when intended to be read from an approaching vehicle. This also applies to signs mounted at the same location on separate posts. Where a sign requires a supplementary plate, the combination of sign and plate may be regarded as one sign. Exceptionally, three signs may be mounted on one post, or at the same location, provided none requires a supplementary plate. ”

“ No person shall operate a motor vehicle under such license unless he has also obtained from the department of public utilities a certificate that public convenience and necessity require such operation. Any one operating under a license from local authority and a certificate from the department is declared to be a common carrier and subject to regulation as such. ”

“ In either circumstance we consider that drivers need some indication of the type of animal which they are liable to meet. We therefore recommend that where the danger of animals justifies a warning the appropriate sign as shown at figure 54, 55, 56 or 57 should be used; when erected on unfenced roads the signs should be supplemented by a plate as at figure 70. We think, however, that use of these signs should continue to be centrally controlled by the Minister to ensure reasonable and uniform use and particularly to prevent proliferation to an extent which might invalidate their usefulness. ”

“ By ordinance of Councils, we are required to locate each and every pole for telegraph, telephone, electric light, trolley, or whatever electrical purpose, to issue a license for the same, for which, with the exception of the trolley poles, a fee payable at the City Treasury is charged. No poles or wires can be erected within the city limits without a permit issued from this bureau, describing its location, if a pole, and its direction, if a wire. ”

“ It is now illegal to drive on any public highway with 1929 plates unless the driver can show he has made application for new plates.
After January 31st. drivers who have not applied for the new plates will have to pay double. In the ease of an ordinary passenger car this means a fee of $6 instead of $3. For commercial vehicles it means much more. ”

“ The entry signs may be supplemented by signs to diagram 660 or 660.3, used as reminders in the individual streets. In this case a special direction should be sought from the Department (see para 2.1) to allow the signs to be used without bay markings. Any part of a road may include a prohibition of waiting (which would apply equally to permit holders) and be signed and marked as described in section 6. Signs indicating the end of the permit holder parking area will be needed, unless it is a cul-de-sac, and again these will require authorisation. ”

“ Where the sign faces oncoming traffic and is intended to be read from a moving vehicle, its size needs to be appropriate to the circumstances. Signs need to be larger when the 85th percentile speed is higher, where there is a time plate that drivers need to read, and where there are no bay markings to make the footway parking more conspicuous. ”

“ Section 315 relates exclusively to drivers of a 'licensed hack or express.' There is no such provision as to drivers of wagons generally. While the driver's license is separate, the ordinance refers only to such drivers as are employed in the business for the carrying on of which a license may be required. Whatever might otherwise be the city's power as to the regulation of drivers, this provision cannot be divorced from the license scheme of which it is a part. ”

“ As the bay is not for the exclusive use of permit holders, it is not appropriate to vary diagram 1028.4 to PERMIT HOLDERS ONLY.
OTHER PARKING ARRANGEMENTS
7.40 Where signing and marking of certain on—street parking arrangements is not possible under the current Regulations and Directions, it will be necessary to seek authorisation from the Department (see para 2.1) . However, traffic authorities should carefully consider the signing requirements for proposed traffic regulation orders. It is very easy for signs to become over—complicated, resulting in sign overload and sign clutter. ”

“ Every motor vehicle shall display at least at the back on a special plate or on the vehicle itself, a registration number issued or allotted by the competent authority. In the case of a motor vehicle drawing one or more trailers the single trailer or the last trailer shall display the registration number of the drawing vehicle or its own registered number. ”

“ In our view such cases should be dealt with only by an appropriate Order or Regulation and by the erection of standard signs. If statutory prohibition is not justified and standard signs (e.g. “Narrow Bridge” “Hump Bridge” or solid white line) are not considered to meet the requirements of the case, the signs used should be of a warning or informative character, and not prohibitory.
Signs indicating that parking is prohibited
85. Although the public enjoy a right of passage over highways, we understand that there is no common law or general statutory right of parking on highways. ”

“ They therefore include not only roadside signs, but traffic signals, carriageway markings, 'catseyes' and indications on street bollards.
There are four classes of roadside traffic signs, mandatory, prohibitory, warning and informatory. Prohibitory signs (e.g. No entry) give notice of a Statutory Order or Regulation and entail penalties if ignored. Penalties are also entailed if a mandatory sign (e.g. Keep left) is ignored . ”

“ Where one-way traffic working imposed by statutory Order or Regulation requires all vehicular traffic to turn to left or right, it may be helpful to supplement the standard roadside signs with markings on the carriageway. ”

“ The provision, erection and maintenance of traffic signs is primarily the duty of the highway authorities, but the authorisation given to highway authorities to use or permit the use of signs supplied by certain approved organisations, viz. the Royal Automobile Club, the Royal Scottish Automobile Club, the Automobile Association and the Cyclists’ Touring Club, has worked well in practice and has been of particular value in connection with direction signposting, and we recommend that it be continued. ”

“ Then, every driver must be supplied with a personal license, at a cost of $25. In theory that is all, except a day or two of waiting in line at the municipal license bureau. In practice there are many little political wheels to be oiled if one would see the car free to go its way the same year it is purchased. ”

“ The larger signs are intended for use on main roads when an arrow has been added to the plate indicating a humped pedestrian crossing in the minor road leading from the junction ahead. Although permitted by the Regulations, diagrams 530 and 530A are unlikely to be used with the supplementary plates to diagrams 572 and 573 (see section7) . ”

“ A distance plate is not used as in most cases traffic can turn either left or right into the clearway. However, distance plates should be provided if the road is a slip road leading to a dual carriageway. For traffic turning into the side road and leaving the clearway it will normally be sufficient to provide a single sign to diagram 642 together with an "End" plate on the left hand side of the minor road. ”

“ Although there is no specific requirement to provide the sign, it is helpful to both pedestrians and drivers, particularly where the pedestrian zone has a carriageway and separate footways, as it indicates that normal traffic conditions resume. Where it is clear that a fully paved road has come to an end, and there are very few exceptions to the prohibition of vehicles, it might not be necessary to provide an end sign. Where a sign is provided, the roundel shown in the upper panel will be a grey—coloured version of that shown on the entry sign. ”

“ The Interstate Commerce Commission insists that its order authorizing the issuance to Willett of the certificates of convenience and necessity for the specified routes is valid. It bases its contention on the statutory provisions which authorize the Commission to act in regulation of motor carriers and asserts its compliance with them. Under the Interstate Commerce Act, part II, Sec. 206 (a) , 49 Stat. 551, 49 U.S.C.A. § 306 (a) , no motor vehicle subject to the act may operate on the highways without a certificate of public convenience and necessity. ”

“ Each Contracting State shall allow any driver admitted to its territory who fulfils the conditions which are set out in Annex 8 and who holds a valid driving permit issued to him, after he has given proof of his competence, by the competent authority of another Contracting State or subdivision thereof, or by an Association duly empowered by such authority, to drive on its roads without further examination motor vehicles of the category or categories defined in Annexes 9 and 10 for which the permit has been issued. ”

“ Knowledge of the new signs should be required at driving tests, and those already qualified to drive should be required to state, when renewing their licences, that they have read the latest edition of the Highway Code and that they understand the new signs. ”

“ At certain junctions where control is not exercised by traffic signals, police, or a Stop sign there will nevertheless be a need for a sign in addition to the new transverse carriageway marking which we advocate in paragraph 224. We therefore recommend for this purpose the sign at figure 8. Since avoidance of accidents will depend upon drivers obeying the sign we believe that it should be given a legal mandatory significance and the meaning of 'proceed so as not to cause inconvenience or danger to traffic on the major road'. ”
