“ In industry each factory is to be free to control its own methods of production by means of elected managers. The different factories in a given industry are to be federated into a National Guild which will deal with marketing and the general interests of the industry as a whole. ”

The broad scope of industry. What is Industry?—Industry comprises the whole process of converting raw materials into finished products. It includes the production of goods by hand in the workshops, and by machinery in the factories. Agriculture, mining, and forestry furnish the raw materials; industry works them up; commerce distributes them. ”

“ By protective duties and bounties on exportation, by subsidies of all sorts to manufactures and national navigation, by the acquiring of transmarine colonies, by the creation of privileged commercial companies, by the inspection of manufacturing processes, by the perfecting of means of transportation and the suppression of interior custom-houses, every state strives to increase its means of production, to close its market to its competitors, and to make the balance of trade incline in its favor. ”

“ On the contrary, the number of manufactories and the amount of capital invested in them is steadily and rapidly increasing, affording gratifying proofs that American enterprise and skill employed in this branch of domestic industry, with no other advantages than those fairly and incidentally accruing from a just System of revenue duties, are abundantly able to meet successfully all competition from abroad and still derive fair and remunerating profits. ”

“ It is often suggested that if the state assumed control of industry the blight of business could be removed. But in the transfer we would not necessarily gain opportunity to enjoy the adventure which industry holds out. ”

“ A third group of functions embraces the direct participation in industry by the Government itself, as the post-office, gas, electric, and water works, canals, roads, sewers, parks, etc. In other countries, when the functions of government are more extended than in the United States, it conducts railroads, telegraph and telephone systems, tenements, pawn shops, theaters, industrial insurance, or various other activities. The line which divides public from private enterprise varies greatly in different countries. ”
