“ A Government official, official or employee of a Government agency, a State agency, a State enterprise or other State official shall have a duty to act in compliance with the law in order to protect public interests, and provide convenience and services to the public in accordance with the good governance principle. ”

“ An official though localized by his geographic activities and the mode of his selection may, when he enforces a statute which 'embodies a policy of statewide concern,' be performing a state function within the meaning of Section 266. ”

“ Every decision and measure of the administrative organs and of other state organs discharging political-executive and administrative business, as well as every decision adopted by organizations in the exercise of their public functions, shall be based on law or on other legally adopted regulations. ”

“ Section 161 of the Revised Statutes gives to the heads of the Departments the right to prescribe regulations, not inconsistent with law, for the government of their respective departments, the conduct of its officers and clerks, the distribution and performance of its business, and the custody, use, and preservation of the records, papers, and property appertaining to it. ”

“ These constitutions prescribe the powers and authority of the various officers in the government, and how and in what manner the several officers of the government shall be selected, elected and qualified. In our government, whether in a National, State, or Territorial form, all officers, of every grade, are requested to take a solemn oath to sustain and maintain the constitution of the United States, and of the State, or if a Territory, the organic act of the Territory as the case may be. ”

“ The agencies which have been added by this order to the lists of departments and agencies under subsections (a) and (b) of section 2 of Executive Order No. 10501, as amended, shall be deemed to have had authority for classification of information or material from the respective dates on which such agencies were established. ”

“ The Office shall encourage and invite the participation of State and local governments and private entities, as appropriate, in carrying out the Office’s functions. (k) Review of Legal Authorities and Development of Legislative Proposals. The Office shall coordinate a periodic review and assessment of the legal authorities available to executive departments and agencies to permit them to perform the functions described in this order. ”

“ The Council is authorized to secure directly from any department, bureau, agency, board, commission, office, independent establishment or instrumentality of the executive branch of the Federal Government information, suggestions, estimates, and statistics for the purpose of this title; and each such department, bureau, agency, board, commission, office, independent establishment or instrumentality is authorized to furnish such information, suggestions, estimates, and statistics to the extent permitted by law and within available funds. ”

“ Agency Responsibilities. Each agency head is directed to:
(a) Supplement, as necessary and appropriate the comprehensive executive branch-wide regulations of the Office of Government Ethics, with regulations of special applicability to the particular functions and activities of that agency. Any supplementary agency regulations shall be prepared as addenda to the branch-wide regulations and promulgated jointly with the Office of Government Ethics, at the agency's expense, for inclusion in Title 5 of the Code of Federal Regulations. ”

“ To formulate and define standards, qualifications, tests, examinations and salary scales for the personnel of all organs, departments, bureaus, offices, commissions and agencies of the World Government, in conformity with the provisions of this World Constitution and requiring approval by the Presidium and Executive Cabinet, subject to review and approval by the World Parliament. ”
