Power struggle

“ By an infallible consequence of the struggle which infallibly arises in such societies, the possessor of power is continually called on to decide between the contrary impulses by which he is solicited to make himself the artisan of good or the accomplice of evil, the champion of order or the slave of disorder. ”

“ Meanwhile, the struggle of parties—the violence of each occasioning the weakness of all—became the stepping-stone to the man who, raising himself by the sword, and establishing and increasing his power by the same method, fell, when his weapon failed to be able to deal with all the enemies from the extremities of the earth whom he challenged to the contest. ”

“ These conditions existed in the Middle Ages, and have not passed away without a great struggle. It is thought by many—especially by the rich, who derive the greatest advantage from law and order—that any diminution54 in the power of the State might bring back a condition of universal anarchy. ”

“ Often, too--like the same power exerting itself to repress anarchy--his better judgment would rise up against the crowd of wild images presented by an irritable fancy, and after a short struggle would regain its power. ”

“ This dark, swelling, muttering mass along the social horizon, gathering strength with education, and ambitious to rise, will grow increasingly restless and sullen under repression, until at length conscious, through numbers, of superior power, it will assert that power destructively, and, bursting forth like an angry, furious cloud, avenge, in tumult and disorder, the social law broken against it. ”

“ You see men marshalling armies, and making war with one another to destroy each other, and take possession of their territory and wealth. One man who is in possession of wealth, power, and authority, sees oppression exercised by kings; so he follows the example, as do rulers who exercise authority under their sovereign; then others in a still lower degree do the same; thus oppression treads upon the heels of oppression, and distress follows distress. ”

“ Those who, being in office, commanding the arms and other property of the government, cause them to be removed so as to weaken its power and strengthen those in actual rebellion, or who are threatening the same ”

“ Thus the power is like the ball which is flung from hand to hand: it passes from kings to tyrants, from tyrants to the aristocracy, from them to democracy, and from these back again to tyrants and to factions; and thus the same kind of government is seldom long maintained. ”

“ To conduct this offensive and defensive war against the proletariat a public force was indispensable: the executive power grew out of the necessities of civil legislation, administration, and justice. ”

“ Real's face, "that are good to soothe sorrow; but I will sing you one of the battle-songs of my own unhappy land, in which liberty begat anarchy, and anarchy strife, and strife weakness, till foreign tyrants made a prey of nations who knew not that military and political power are the children of internal union and civil order--a land which, from sea to sea, has been one vast battle-field for ages past." ”

“ This awe of power, by the help of which social subordination has been, and still is, chiefly maintained—this feeling which delights to contemplate the imposing, be it in military successes, or be it in the grand pageantries, the sounding titles, and the sumptuous modes of living that imply supreme authority—this feeling which is offended by outbreaks of insubordination, and acts or words of a disloyal kind; is a feeling that inevitably generates delusions respecting governments, their capacities, their achievements. ”

“ They are offered reforms and concessions, which they take blandly, but without thanks. They move on and on, with the terrible, incessant, irresistible power of some eternal, natural force. They have been fought; yet they have never lost a single great battle. ”

“ The want of protection to general interests, the absence of the strong bond of experienced benefits; the oppressive nature of the conquering government; the sacrifice of the general interests to the selfish ambition or rapacious passions of a section of the community, whether civil or military, which had got possession of power. ”

“ At the same time it would be foolish to minimize the enormous and ever-increasing power it wields—a power that increases pari passu with the growing power of the masses and corresponding decrease in responsibility and intelligence of their chosen rulers. ”

“ The force with which despots and tyrants, enslavers and destroyers, have worked has always been the force of the people themselves. Vox populi vox Dei! If that means anything more than that majorities are the source of power, it is as absurd a superstition as the faith in Mumbo Jumbo. ”

“ If the glittering exploits of ambition and the pernicious lust of power claim our admiration, how much more so should an event in which oppressed humanity struggled for its noblest rights, where with the good cause unwonted powers were united, and the resources of resolute despair triumphed in unequal contest over the terrible arts of tyranny. ”

“ But if the first half-dozen revolts were successfully repressed, the vanquished would give up hope, and accept the subordinate place assigned to them by the victors in the great world-trust. As soon as the holders of power felt secure, they would grow less tyrannical and less energetic. ”

“ Is not your power Already vast enough? If the pale slave Whisper of you, he bends his brow to earth, Lifting in awe his trembling hand toward heaven, And mutters " Those above! " A power so boundless, Why would you make but tyranny? ”

“ Let your observations and comparisons produce in your mind an abhorrence of domination and power—the parents of slavery, ignorance, and barbarism. May you be led to an imitation of that disinterested patriotism and that noble love of your country, which will teach you to despise wealth, titles, pomp, and equipage, as mere external advantages, which cannot add to the internal excellence of your mind, or compensate for the want of integrity and virtue. ”

“ A demoralization of public sentiment more than ever fatal to public justice and eventually to public order and peace; unscrupulous struggles for the possession of power to be used in the exploitation of opportunities without regard to the rights of the defeated—that is, alternating despotisms. ”

“ The disorders and miseries, which result, gradually incline the minds of men to seek security and repose in the absolute power of an individual; and sooner or later the chief of some prevailing faction, more able or more fortunate than his competitors, turns this disposition to the purposes of his own elevation, on the ruins of Public Liberty. ”

“ They watch the hard and bitter struggles of the authors of each liberal movement, year by year,—watching them only to taunt and obstruct them,—until, at last, when they see that these have established their fact, that power is on the point of passing to them,—they strike in, with the voice of a monarch, astonish those whom they succor, as much as those whom they desert, and make victory sure. ”

“ Is an act of its own will sufficient for it in order to employ to its own liking under all circumstances, as it shall understand them, the power that has been confided to it? Government must have been thus exercised in early society, and in the infancy of the art of governing. But the power, exercised by men, may go astray in different ways, either through weakness or through excess of force. ”

“ For what objections may they not expect, my lords, when all the disadvantages which the nation suffers from the enemies of his majesty, are imputed to them; when daily endeavours are used to make them suspected of favouring arbitrary power, for maintaining an army which nothing has made necessary but the struggles of those men whose principles have no other tendency than to enslave their country. ”

“ What kind of power can the democratic opposition mobilize that will be sufficient to destroy the dictatorship and its vast military and police networks? The answers lie in an oft ignored understanding of political power. ”

“ We saw those in authority with tyrannical insolence thrust the hand of power through the vast machinery of the public service into local and private affairs, and we saw the innumerable mass of their adherents accept those encroachments upon their independence without protest or resentment. ”

“ We, unlike those who have to deal with most great rebellions, without hurting any one great permanent legitimate interest of society, can strike from under the faction its only foundation. Heretofore civil strifes have arisen between the poor and the rich; those who have, and those who have not, property; between those who are in power and those who are out of power, to acquire what they have not. ”

“ And such power could only be obtained by working outside the law. To play on the weaknesses of human nature, then on the weaknesses of nations—to get together and control a vast organization, and finally to overthrow the existing order, and rule! ”

“ But I am unable to perceive in this fact, which all sensible men acknowledge, any cause for the exercise of ungranted power. The greater its lawful power, the greater the reason for not usurping more. ”

“ We talk of absolute power; but all power hath limits, which, if not fixed by the moderation of the governors, will be fixed by the force of the governed. Sovereigns may send their opposers to dungeons; they may clear out a senate-house with soldiers; they may enlist armies of spies; they may hang scores of the disaffected in chains at every cross road; but what power shall stand in that frightful time when rebellion hath become a less evil than endurance? ”

“ There were bickerings, and heart burnings, and intense political struggles, in which the strong endeavored to extend their power, and the weak endeavored to throw off the shackles with which they were bound. ”

“ No power can resist ambitions so violent, so imperious, so absolute, as those of to-day. I am in favor of low levels and slowness in political change; I dislike these social overturns to which ambitious minds subject us. ”

“ Of course, where unlimited power is possessed by the political head—where, as victorious invader, his subjects lie at his mercy, or where, as divinely descended, his will may not be questioned without impiety, or where he unites the characters of conqueror and god—he naturally absorbs every kind of authority ”

“ Intoxicated as they often are with power and affluence, purchased with the blood and tears of their friends and countrymen, the hard task remains to them of chaining up and reducing to submission the many-headed monster, whom they have been forced to let loose and gorge with the spoils of the vanquished. Then, too, comes on the difficulty of dividing power where no one has a right, and every one a claim: of ruling those whom they have taught to despise authority; and of reviving that sentiment of patriotism, and that love of glory, which faction and self-interest have extinguished. ”

“ The aim of such activity is to break down the prestige of Governmental power, to furnish continuous proof of the possibility of carrying on a contest against the Government, to raise in that way the revolutionary spirit of the people, and inspire belief in the practicability of revolution, and, finally, to form a body suited and accustomed to warfare. ”

“ You cannot comprehend at a thought what is meant by that balance of power. If the record could be brought before you—but it is not possible to the eye of humanity to scan the scroll upon which are recorded the sufferings which the theory of the balance of power has entailed upon this country. ”

“ As fast as they closed on one victim, they opened to receive another. At a certain stage of all despotic governments, the small few in power live mainly for two reasons—to amuse themselves and to revenge themselves. ”

“ In a nation where the people through their chosen representatives and by established systems of procedure determine their own institutions, when agitators get beyond law and reason and lose sight too completely of the law of mutuality, there is a power backed by a force that it is mere madness to defy. ”

“ Such men, if they are not restrained by the organized will of the community, may either succeed in establishing a despotism, or, at any rate, make such a vigorous attempt as can only be defeated through a period of prolonged disturbance. And apart from the love of political power, there is the love of power over individuals. ”

“ Good political institutions would weaken the impulse toward force and domination in two ways: first, by increasing the opportunities for the creative impulses, and by shaping education so as to strengthen these impulses; secondly, by diminishing the outlets for the possessive instincts. The diffusion of power, both in the political and the economic sphere, instead of its concentration in the hands of officials and captains of industry, would greatly diminish the opportunities for acquiring the habit of command, out of which the desire for exercising tyranny is apt to spring. ”

“ After the long and tedious prosecution of a most unnaturall cruell, homebred war, occasioned by divisions and distempers amongst our selves, and those distempers arising from the uncertaintie of our Government, and the exercise of un-limited or Arbitrary power, by such as have been trusted with supreme and subordinate Authority, whereby multitudes of grevances and intolerable oppressions have been brought upon us. ”

“ To induce the lovers of authority to abuse their power, we have placed all the forces in opposition to each other, having developed their liberal tendencies towards independence. We have excited different forms of initiative in that direction; we have armed all the parties; we have made authority the target of all ambitions. ”

“ When a revolutionary situation develops, a revolutionary leader well-established in a community trembling on the brink of a revolutionary overturn may seize the reins of power and establish a regime founded on opposition principles, dedicated to another set of principles and practices. ”
