Safety equipment

“ Progress is being made in developing technology that makes farm and ranch work safer. Safety equipment features for tractors, such as roll- over protective structures, bypass starter covers, and hazard warning lights, aid in the prevention of injuries and save lives. ”

“ Education and training programs, including "hands-on" intensive activities, have created an awareness among farmers and ranchers that personal safety equipment is a good investment for preventing injuries and illnesses related to their work. ”

“ To this primary purpose of protecting the life and limb of employees is added the purpose of protecting the lives of passengers and of securing the safety of property by requiring uniform standards as to other equipment of cars, such as coupling appliances, brakes, and the like. ”

“ But at least the purpose is plain that where one vehicle is used in connection with another, that portion of the equipment of each that has to do with the safety and security of the attachment between them shall conform to standard. ”

“ The occupier of a workplace in which an accident, a dangerous occurrence or an occupational disease occurs shall take all reasonable measures to prevent any person from—
(a) altering, replacing, removing or adding to any machinery, equipment, plant or article which may have contributed to the cause of the accident resulting in the death of any person or the dangerous occurrence or occupational disease ”

“ Almost all the safety devices that have been added to the running-gear of the passenger equipment have been added to the freight equipment also, to the great safety and peace of mind of the railroad employee. The car itself remains the simple essential of the very beginnings of the railroad. ”

“ Nearly everything used on a railroad has an economic or mechanical value, and if it promotes safety that is but part of its duty. The great source of safety in railroad working is good discipline. Of all the train accidents which have happened in the United States in the last [192] sixteen years, nearly ten per cent. were due to negligence in operation, and seventeen per cent. were unexplained. Of these no doubt many were due to negligence, and many that were attributed to defects of track and equipment would have been prevented, had men done their duty. ”

“ Most accidents and work illnesses can be prevented, often by simple and inexpensive or no-cost measures. Protective equipment, used in many industries to help assure worker safety and health, proves equally useful on farms and ranches if always used when jobs or working conditions call for it. Complex preventive measures are rarely required, and safety and health information is available from many local sources. ”

“ Safety leaders have demonstrated that accidents and injuries can be effectively reduced by greater caution in work habits, by consistent use of protective equipment, and by careful planning for emergencies. ”

“ Manufacturers continue to improve the safety features of farming equipment; protective clothing and safety gear can reduce the exposure of workers to the health threats posed by chemicals, noise, dust, and sun; training in first-aid procedures and access to good health care can often mean the difference between life and death. ”

“ In my last annual Message the attention of the Congress was called to the necessity of enlarging the safety-appliance law, and it is gratifying to note that this law was amended in important respects. With the increasing railway mileage of the country, the greater number of men employed, and the use of larger and heavier equipment, the urgency for renewed effort to prevent the loss of life and limb upon the railroads of the country, particularly to employees, is apparent. ”

“ Avoid storing and consuming food or beverages in workplaces where nanomaterials are handled [NIOSH 2009a] .
2.5 Personal Protective Equipment (PPE)
PPE (e.g., respirators, gloves, protective clothing) is the least desired option for controlling worker exposures to hazardous substances. PPE is used when engineering and administrative controls are not feasible or effective in reducing exposures to acceptable levels or while controls are being implemented. It is the last line of defense after engineering controls, work practices, and administrative controls. ”

“ It's an enormously, enormously important issue for those of us who are involved in the aviation safety business to be dealing with, and it's something that I personallyspend a great deal of my time working on and something that the industry I think is more and more focusing on as one of the real places where we can make gains in safety.
So, we'll be talking here about a number of issues that relate to controlled-flight-into-terrain. These include issues that can be dealt with by airlines, by air traffic control authorities, by equipment manufacturers. ”

“ The people's governments of provinces, autonomous regions, or municipalities directly under the Central Government may, in light of the actual situation of their respective regions, formulate and promulgate specific catalogs to eliminate the techniques or equipment that present threat to work safety other than those prescribed in the preceding paragraph.
No production and operation entity may use techniques and equipment threatening work safety which ought to be eliminated. ”

“ For the use of new techniques, technologies, materials or equipment, production and operation entities shall learn and master their safety related technical features and adopt effective protective measures for safety, and the entities shall provide their employees with specific education and work safety training. ”

“ Remember also that any new equipment requirement takes many years to implement across the entire industry, and in many ways, it's the areas of the world that have the least problem that will fit the equipment first, and it's those other areas of the world where the greatest problem exists that will fit it last. ”

“ But real progress in safety must start with the individual. Most farm accidents can be prevented if safe work methods are followed and appropriate protective equipment used. If our farmers and ranchers develop strong safety habits while at work, in the home, in recreational pursuits, and while driving on the road, our safety record will improve further. ”

“ PORTABLE MAINTENANCE GROUND EQUIPMENT. 1-74. Various items of maintenance ground equipment are portable and are used above and below ground at the launch complexes. 1-75. PROTECTIVE CLOTHING. Protective clothing is utilized when personnel are required to investigate or perform operations in certain hazardous or potentially hazardous areas. Protective clothing is described in paragraph 1-262. 1-76. SAFETY NETS. Safety nets are installed over launch duct openings for personnel safety when the missile is removed and work platforms are lowered. ”

“ Put the goggles or nostril-guard, or other device, on the worker, that will insure to him clean air and decent working conditions. Make a scientific attack upon the problem later, but put in a safety device now, even if you have to change some of it next week. You will gain the immediate return that will make the investigation pay from every standpoint in the changed attitude of your workers, if in nothing else. The Museum of Safety Devices, with its energetic and enthusiastic secretary, will show you what has been done and what can be done in the line of safety. ”

“ My experience leads me irresistibly to the conclusion that after all it is the man, not the safety appliance, that we must depend on to prevent accidents, as has been demonstrated by any number of cases that have occurred at points where the track has been lined with safety appliances. ”

“ As this service is charged for at a rate which makes it self-sustaining, this means something more than interest—it means enthusiasm on the part of employers in our accident prevention campaign.
The work of the safety engineers consists of inspection of factories and making special reports for improving existing conditions which manufacturers have almost uniformly acted upon; advice regarding safety devices, shop safety organization and other means of preventing work accidents; practical instructions to superintendents, foremen, engineers and workmen in regard to safety devices ”

“ Columns of water and of air have been so arranged that should the car fall the fall will be broken by the water or air cushion made to yield gradually to the pressure. So many safety devices have been invented that there is now no excuse for accidents. They result by a criminal neglect of builders or engineers to provide themselves with such devices, or by a most ignorant or careless management and operation of simple actuating mechanisms. ”

“ Our pressmen wouldn't think of starting up a machine which was out of order, or which they didn't understand—they'd report it to me at once."
"What has been the result of all this Safety training—has it got the men to 'thinking Safety,' so you don't have so many accidents?" asked Uncle Jack.
The foreman's face glowed with pride. "Why, it's got so now, sir, that even the youngsters are too wise to scuffle or play jokes on each other here in the shop. They've come to see how easy it is to fall against dangerous machinery or down a shaft or stairway. ”

“ Professionals in the engineering safety and rural health fields have made significant progress in preventing accidents in agricultural settings. To protect machinery operators, industry has made great strides to incorporate safeguards to prevent rollovers, entanglements, and other accidents. ”

“ Provisions of factory acts relating to the sanitary condition of factories and workshops and the safety of employés have been enacted in nearly all the manufacturing states of the Union. They prohibit overcrowding, and require proper ventilation, sufficient light and heat, the lime-washing or painting of walls and ceilings, the provision of exhaust fans and blowers in places where dust or dangerous fumes are generated, guards on machinery, mechanical belts and gearing shifters, guards on elevators and hoistways, hand-rails on stairs, fire-escapes, &c. ”

“ Mines, entities for metal smelting, construction and transportation as well as the entities for manufacturing, operating or storing, and loading or unloading dangerous articles shall set up dedicated organizations or appoint full-time persons for the management of work safety. ”

“ They are, however, bound to use all reasonable care and prudence for the safety of those in their service, by providing them with machinery reasonably safe and suitable for the use of the latter. If the employer or master fails in this duty of precaution and care, he is responsible for any injury which may happen through a defect of machinery which was or ought to have been known to him, and was unknown to the employe or servant. ”

“ The apparatus which has been described, though a great improvement on anything which had preceded it, was still but a clumsy affair, and naturally [191] the friction of the levers on the locks was so great that they soon became worn, and when worn they could not be relied upon to move the switch-points with the necessary accuracy. The new appliance of safety had, therefore, as is often the case, introduced a new and very considerable danger of its own. ”

“ But while the program called for more protections for workers from open machinery, hazardous fumes, and other dangerous conditions, a survey in 1944 noted that workers were rarely disciplined for safety violations, machines lacked guards, and most workers did not wear their hard hats, goggles, or ear protection. ”

“ Great loss of life and injury occur through the ignorance, carelessness and recklessness of the men themselves. who fail to take the necessary precautions for their own safety, even when warned to do so. Mining laws have proved chiefly serviceable in securing the introduction of efficient ventilation, the use of safety-lamps, and of proper explosives, to lessen the danger from tire-damp and coal-dust in the coal-mines, the inspection of machinery for hoisting and haulage, and prevention of accidents due to imperfection in design or in working the machinery. ”

“ The share of workplaces where workers are exposed to excessive exposure to harmful and / or dangerous production factors has increased significantly in the Russian Federation. This growth has made the use of personal protective equipment (PPE) an important way to protect the health of workers. ”

“ In the workplace, in those cases where it is impossible to apply the technological, technical and sanitary preventive measures (or their low efficiency) [59] for the protection of workers from harmful substances in workplace air in concentrations exceeding the PEL, use RPE. To adequately protect people working in hazardous conditions, requires information on the effectiveness of respiratory protective equipment of various types (designs) . ”

“ We do not allow any possibly injurious games, shows, or occupations. Our people are not allowed to work at any machine or industry where there is a hazard to health, or a possibility of [Pg 136] injury. No machine is adopted until it has been absolutely injury proofed. We have safeguarded them 100%. We are reasonably sure that every person in his employment has the utmost in safety and healthy surroundings. ”

“ In case of an emergency, all boat operators and riders should know how to use their craft's safety devices and be certain they will work as intended; for example, life jackets should be cheeked, tested, and properly fitted. ”

“ We held in Shields that if a safety appliance is provided by the railroad or the makers of the car and used by the railroad as an appliance necessary for the use of the car, it must be safe.
One man is dead and another is crippled for life because the dome lid on the tank car furnished by the respondents was defective. The dome lid was provided by the respondents as a safety appliance ”
