“ But successfully to intervene in order to prevent—whether to prevent sickness, to prevent the neglect of children, to prevent the multiplication of the mentally unfit, or to prevent unemployment—involves the discovery of causes, the formation of large schemes of policy, the purposeful planning of collective action in modifying the environment of the poorer classes, together with scientifically diversified treatment of those individuals who fall below the recognized standards of civilized life. ”

“ For it must be substituted an economic policy which will secure to the nation, and the individual the opportunities and the benefits of the existing organization, while at the same time seeking the diffusion of those benefits over a larger social area. ”

Our discussions, therefore, only show how far we are from having a social science adequate to bear its share of human interests by the side of the other sciences on which human welfare now depends, and, also, how great is our peril for lack of a harmonious development on this side. ”

“ The struggle for existence and well-being is regulated by social laws. If these were perfect, each individual could satisfy his wants in an equitable measure, that is to say in the measure of his faculties, his labor, and the service he renders to the community. ”

315. The Significance of National Life.—The nation is a group of persons, families, and communities united for mutual protection and the promotion of the general welfare, and recognizing a sovereign power that controls them all. ”

“ When, therefore, the instructed in general can be brought to recognize one social arrangement, or political or other institution, as good, and another as bad—one as desirable, another as condemnable, very much has been done towards giving to the one, or withdrawing from the other, that preponderance of social force which enables it to subsist. ”

“ And so the chief activity of a man wishing to serve society and ameliorate the condition of humanity must according to this doctrine be directed, not to the elucidation of the truth and its profession, but to the amelioration of the external political, social, and, above all else, economic conditions. ”

“ All new great monopolistic enterprises in transit, building and cultivation, for example, must from the first be under public ownership. And the chief work of social statesmanship, the secular process of government, must be the steady, orderly resumption by the community, without violence and without delay, of the land, of the apparatus of transit, of communication, of food distribution and of all the great common services of mankind, and the care and training of a new generation in their collective use and in more civilized conceptions of living. ”

“ Use of wealth individual.—It is necessary to realize that the social organization is maintained solely for the sake of individuals. All study of welfare and illfare is a study of individual human beings. The mutual relations of these human beings in society are means to individual life, growth and enjoyment. Even the total power of a generation in society is dependent upon how the individual wants of individual members of that society are met. ”

“ The civil government should guarantee the divine right of every laborer to the results of his toil, thus enabling the producers of wealth to provide themselves with the means for physical comfort, and facilities for mental, social, and moral culture ”

“ They believed that a levelling down of all political privileges, and the opening out of educational and social opportunities to all classes of the community, would bring in its train a large measure of economic equality. ”

“ The extension of the sense of public responsibility, the realization that reform must come in all the interlocking activities of a highly organized business, political and social life has tempted some people to think that the days of social work are numbered or to seek out for it some highly specialized or recondite function. But if we are right in ascribing to it this function of challenging all forms of service to reach and satisfy individual needs it may be more important in the future than in the past. ”

“ The growth—of our cities and the increasing complexity of our industrial life have greatly increased the number of activities which it is to our advantage to carry on, not individually, but collectively or through the agency of government. The spread of altruism and the widening of the concept of social service have caused the extension of governmental activity in such new fields as social insurance, recreation, and public health. ”

“ The working class and all working people shall through state power by means of generally-binding rules secure socialist social relations, the development of society and the management of social affairs on a self-management basis, protect the freedoms of man and the citizen, socialist self-management relations and the self-management rights of the working people, and shall settle social conflicts and protect the constitutionally-established order. ”
