“ In order to facilitate the disposal of business in the Supreme Court, the President, if he, acting in his discretion, concurs with the advice of the Prime Minister, may appoint a person qualified for appointment as a Judge of the Supreme Court to be a Judicial Commissioner of the Supreme Court in accordance with Article 95 for such period or periods as the President thinks fit; and a Judicial Commissioner so appointed may, in respect of such class or classes of cases as the Chief Justice may specify, exercise the powers and perform the functions of a Judge of the High Court. ”

“ The High Court must enforce a judicial settlement only if—
(a) the judicial settlement— (i) was approved by a chosen court designated in an exclusive choice of court agreement between the parties to the settlement; or (ii) was concluded before the chosen court mentioned in sub‐paragraph (i) in the course of proceedings before that court; and (b) the judicial settlement is enforceable in the same manner and to the same extent as a judgment in the State of origin. ”

“ Where on the appointed day, a person has been convicted of and sentenced for murder under section 302 of the Penal Code and the appeal which has been lodged in relation to that conviction is not yet heard, or has been heard but is not yet determined, the following provisions shall apply:
(a) the appeal by the person against his conviction shall be deemed to be withdrawn; (b) the person so convicted or the Public Prosecutor may apply to the High Court to hear further arguments or admit further evidence for the purpose only of determining the meaning of murder that the person is guilty of ”

“ Provided that where the conviction is by a court of law in Malaysia, the person shall not be so disqualified unless the offence is also one which, had it been committed in Singapore, would have been punishable by a court of law in Singapore ”

“ If any excluded section 9 (4) (a) matter arises as a preliminary question in any proceedings resulting in a foreign judgment, the High Court may refuse to recognise or enforce the foreign judgment, or may set aside an order (made pursuant to an application under section 13 (1) ) that recognises or enforces the foreign judgment, to the extent that the judgment was based on a ruling on that question. ”

“ Where the person who commits contempt of court under section 4 is legally bound to obey or comply with the judgment, decree, direction, order, writ or other process of a court or an undertaking given to a court, regardless of whether the disobedience or failure to comply occurred in Singapore or elsewhere. ”

“ If the High Court is satisfied that any adverse domestic or international impact that a disclosure of restricted information might have on any current or future collection and availability of transport safety related information is outweighed by the public interest in the administration of justice, the High Court may order the disclosure of the restricted information. ”

“ An appeal from a Family Court exercising civil jurisdiction shall not operate as a stay of execution or of proceedings under the judgment or order appealed from, unless the Family Court or the High Court so orders. ”

“ When any fine is imposed on an agent who is or has been licensed to carry on a business of moneylending in Singapore on behalf of a principal not resident in Singapore in respect of an offence under this Act committed by the agent in the course of carrying on the business, the fine shall, unless the court imposing the fine otherwise directs, be recoverable out of the property belonging to the principal or the agent, or to both, and situated within Singapore. ”

“ Where the Court makes an order under subsection (4) , it may make such further order as it thinks fit with respect to any additional costs of the arbitration resulting from its order.
(6) The Court may order the applicant or appellant to provide security for the costs of the application or appeal, and may direct that the application or appeal be dismissed if the order is not complied with.
(7) The power to order security for costs shall not be exercised by reason only that the applicant or appellant is—
(a) an individual ordinarily resident outside Singapore ”

“ Nothing in this Act shall be deemed to prevent the prosecution, conviction and punishment of any police officer according to the provisions of any other written law for the time being in force in Singapore.
(2) No person who has been acquitted by a court of any offence shall be tried on the same charge under this Act.
(3) A sentence upon a police officer shall not be affected by such person ceasing to be a police officer by discharge or otherwise. ”

“ Without prejudice to Article 8 of the Model Law, where any party to an arbitration agreement to which this Act applies institutes any legal proceedings in any court in Singapore against any other party to the agreement in respect of any matter which is the subject of the agreement, any party to the agreement may, at any time after appearance and before delivering any pleadings or taking any other steps in the proceedings, apply to that court to stay the proceedings. ”

“ Division 2—Reviewing Tribunals for section 92 appeals
Reviewing Tribunals—composition
94.— (1) One or more bodies each called a Reviewing Tribunal is established by this section.
(2) Every Reviewing Tribunal consists of 3 individuals, each of whom is appointed by the President on the advice of the Cabinet subject to subsections (3) and (4) .
(3) An individual must not be, or be appointed, a member of any Reviewing Tribunal if he or she is not a citizen of Singapore.
(4) The chairperson of every Reviewing Tribunal must be a Supreme Court Judge. ”

“ In deciding whether it is just and equitable for any order to be made under subsection (1) , the court is to consider all the following matters:
(a) the impact of the order, if made, on— (i) the respondent; (ii) any individual who, at the time of the making of the order, resides in the same place of residence as the respondent; and (iii) any other person who can reasonably be expected to be affected by the order; (b) the ordinary instances of daily living that can be expected to be tolerated by reasonable persons living in Singapore; (c) any other matters as the court deems fit. ”

“ No court shall have jurisdiction to question the opinion of any tribunal or the validity of any law, or any provision therein, the Bill for which has been the subject of a reference to a tribunal by the President under this Article. ”

“ No officer of the Family Justice Courts charged with the duty of executing any writ, summons, warrant, order, notice or other mandatory process of the court shall be liable to be sued for the execution of or attempting to execute such writ, summons, warrant, order, notice or other mandatory process, or in respect of any damage caused to any property in effecting or attempting to effect execution, unless he knowingly acted in excess of the authority conferred upon him by such writ, summons, warrant, order, notice or other mandatory process of the court. ”

“ The conditions mentioned in subsection (1) are—
(a) in the case of an accused person, he or she makes an appearance or gives evidence— (i) during the specified period; and (ii) from a place within a court or a prison in Singapore, using the remote communication technology; (b) in the case of a witness (whether in Singapore or elsewhere) , he or she makes an appearance or gives evidence during the specified period from a place specified by the court using the remote communication technology, but only if he or she— (i) is an expert witness ”

“ Section 2 of the Public Order and Safety (Special Powers) Act 2018 is amended—
(a) by deleting paragraph (a) of the definition of “subversive document” in subsection (1) and substituting the following paragraphs: “ (a) that has a tendency to excite persons in Singapore to attempt to procure in Singapore, the alteration (otherwise than by lawful means) of any matter established by law; (aa) that has a tendency to bring into hatred or contempt or to excite disaffection against the administration of justice in Singapore;” ”

“ Upper Burma is not ripe for even the mild sway of the Chief Court. For both litigants and Judges it is better to remain under the sympathetic control of the Judicial Commissioner, whose learning is tempered by sympathy with the people. It would also be disastrous for suitors from Upper Burma to have to come to Rangoon, practically a foreign city, instead of Mandalay, where they are at home. Besides these objections, the establishment of a High Court would involve the appointment on every occasion of a barrister Chief Justice, which I hope I have shown to be inexpedient. ”
