(1)
The security services of the Republic consist of a single defence force, a single police service and any intelligence services established in terms of the Constitution. (2)
The defence force is the only lawful military force in the Republic. (3)
Other than the security services established in terms of the Constitution, armed organisations or services may be established only in terms of national legislation. ”

“ Private security officer.—The term ``private security officer''— (A) means an individual other than an employee of a Federal, State, or local government, whose primary duty is to perform security services, full or part time, for consideration, whether armed or unarmed and in uniform or plain clothes (except for services excluded from coverage under this Act if the Attorney General determines by regulation that such exclusion would serve the public interest) ”

“ Apart from defence, the Armed Forces may be employed only to the extent expressly permitted by this Basic Law.
(3) During a state of defence or a state of tension the Armed Forces shall have the power to protect civilian property and to perform traffic control functions to the extent necessary to accomplish their defence mission. Moreover, during a state of defence or a state of tension, the Armed Forces may also be authorised to support police measures for the protection of civilian property; in this event the Armed Forces shall cooperate with the competent authorities. ”

“ In order to maintain or restore public security or order, a Land in particularly serious cases may call upon personnel and facilities of the Federal Border Police to assist its police when without such assistance the police could not fulfil their responsibilities, or could do so only with great difficulty. In order to respond to a grave accident or a natural disaster, a Land may call for the assistance of police forces of other Länder or of personnel and facilities of other administrative authorities, of the Armed Forces, or of the Federal Border Police. ”
