“ To train and instruct the commander to use the unit with intelligence and efficiency. In order to handle the unit with intelligence and efficiency, utilizing to the greatest extent possible the power of all the rifles under his command, not only must the commander be able to control the unit, having it respond at once to his every command, but he must also know tactics, and be thoroughly familiar with the technical principles of infantry fire. ”

“ To remove obstacles, repair the road, and favor in every way possible the steady march of the column.
STRENGTH AND COMPOSITION
Subject to variation according to the situation, one twentieth to one third of a command may be assumed as a suitable strength for the advance guard. The larger the force, the larger in proportion is the advance guard, for a large command takes relatively longer to prepare for action than a small one. In large commands it is usually composed of all arms, the proportions depending on the nature of the work, character of the country, etc. ”

“ Thus troops are said to be under arms, when assembled in a state of military array, and having the necessary weapons of offense and defense, as rifles, swords, etc. To be under command is being liable to be ordered on any particular duty. To be under cover is to be shielded or protected. To be under contribution is being liable to give, in money or kind, what may be authoritatively called for. ”

“ The militarized security forces consists of the Frontier Command, the Alert Police, and the Security Guard Regiment. These forces are organized into military units, and they are trained for small-unit combat in addition to their specialized infantry functions. ”

Armies will obey him on his personal account. There is no other way of securing military obedience in this state of things. ”

Taking the infantry organization as an example, we find that in the lowest stage, that of the 'section', the command is both personal and direct, in that the corporal controls and commands the six men composing his fighting unit personally and directly by word of mouth. ”

“ The Federal commander recognized, perhaps not less than his opponent, the importance of the simple old tactic—bringing a superior force to bear on detached or weak points of the adverse line—which has entered, under one form or another, into most great military combinations since war became a science ”

“ Army and Navy.—The general principle of the military defence of the Empire in the 4th century consisted in large forces stationary on the frontiers, and reserve forces, stationed in the interior provinces, which could be moved to any point that was in danger. ”

“ In the first disastrous year of the war, when the American army was beaten back at every point and an invading force of Germans was penetrating from the coast in three sections, he rose to the command of his regiment, with the reputation of being the finest disciplinarian in the army. ”

“ Large numbers of untrained men, without organization to embody them in, add little to actual military strength.
Armies of First Line
The Army which will take the field at the outbreak of war is the Regular Army, which is organized, kept up, and trained, year by year, in peace. The War Army will be this Peace Army mobilized, or brought up to war strength and completed in every essential, by calling up reserve officers and men to fill its ranks. ”

“ All the efficient parts of an army that may be brought into action are called effective, and generally consist of artillery, cavalry, and infantry, with their necessary appendages, such as hospital staff, wagon-train, etc. Effective forces of a country; all the disposable strength, vigor, and activity of any armed proportion of native or territorial population. The navy of a country must be looked upon as part of the effective force of the country, to which is added the marines.
Forcing. The operation of making a bullet take the grooves of a rifle. ”

“ An officer should know where his command is, and the command itself should know. Space is large. If you do not know where to send your troops, and how to direct them, to make them understand where they are to go, to give them guides if necessary, what sort of general are you? ”

“ The subordinate commanders must bring to fruit with all the means at their disposal the scheme of the higher command, therefore they must, above all, understand that thought and then make of their means the use best suited to circumstances—of which, however, they are the only judge. ”

“ Therefore every year shall be chosen a Soldier, like unto a Marshall of a City, and, being the Chief, he shall have divers soldiers under him at his command to assist in case of need. The work of a Soldier in times of peace is to fetch in Offenders, and to bring them before either Officer or Court, and to be a protector to the Officers against all disturbances. ”

“ Train teams on the order of battle--enemy warfighting doctrine and the integration of outside military influences on enemy doctrine, philosophies, and ideology. Additionally, key vehicles and equipment placement in organizations and formations. ”

“ Orders should not provide for maintaining communication, for protecting flanks, and for keeping up local reconnaissance, since these matters are attended to as a matter of course, every leader being held responsible for making proper dispositions, within the limits of his command, for the performance of these duties. The higher the rank of the commander, the farther he should stay away from the scene of battle. ”

“ First and Second Lines.—The organization into arms and units is of course maintained in peace as well as for war. Military forces are further organized, in peace, into active and reserve troops, first and second lines, &c., according to the power possessed by the executive over the men. Broadly speaking, the latter fall into three classes, regulars, auxiliary forces and irregular troops. ”

“ The officers of one corps were sometimes in the midst of the soldiery of the other, and vice versa—all fighting pell-mell like two hostile mobs, without order or command—individually rather than collectively—often wresting the arms from their opponents, and fighting with the weapons of their enemies! ”

“ The Armed Forces and the unified commands have achieved a remarkable degree of integration in organization and operations and remain the best-trained, best-equipped, and best-prepared fighting force in the world. ”

“ On account of the fact that extended order fighting predominates, leaders of all grades must be particularly careful to maintain connection between the several parts of their command, with each other, and with adjoining units, and to preserve their influence over their firing lines. Superior commanders should, in addition, see that their troops do not get out of hand, and all subordinate leaders, after carrying out a task assigned them, should endeavor promptly to rejoin their proper commands, or place themselves at the disposal of the commander of troops still engaged with the enemy. ”

“ In the technical sense it refers to the various services necessary for the maintenance, discipline, and regulation of armies,—as signal duty, staff duty, the duties of a sentinel, etc. To be on duty is to be in the active exercise of military functions; to be off duty is to have these functions temporarily suspended; to be put on duty is to be assigned to duty by order of a superior. Military duties are variously classed as duties of detail, which are recurring and governed by a roster, such as guard, fatigue, etc.; special duties which are determined by appointment, selection, or order ”

“ On these days let thine Amirs and Viziers and Chamberlains and deputies and captains and grandees and the rest of the troops and subjects have access to thee and submit their affairs to thee, and do thou their needs and judge between them and give and take with them and command and forbid. ”

“ Cadre Force, consisting of the General and Instructional Staff, a regiment of Artillery, small detachments of Engineers, Army Service Corps, Ordnance Corps, and of Army Medical Corps, for partially garrisoning the naval strategical bases, for technical duties, for maintenance of valuable stores and equipment, and, above all, for the instruction of the Militia and Volunteer forces during peace and for stiffening them in times of war. ”

“ Military Forces are of two distinct categories: Fighting Troops, which carry out the actual operations; Administrative Services, whose function is to provide the Fighting Troops with all that they require to keep up their strength and efficiency. ”

“ To-day, generals commanding armies rather search for honour in the field of duty—duty accomplished, orders obeyed. These simple formulæ have always been the watchwords of the soldier-unit, whether that unit be a man, a platoon, a company or a regiment. Now, with the limitless increase in the size of armaments, a unit may well be an Army Corps, or even a combination of Army Corps, and the highest aim of the general officer commanding such a unit must be—as of old—fulfilment of duty, obedience to orders. ”

“ The near approach of peace renders it improbable that you will again be called upon to undergo the fatigues of the toilsome march or the exposure of the battle-field, but should the assistance of keen blades wielded by your sturdy arms be required to hasten the coming of that glorious peace for which we have been so long contending, the General commanding is proudly confident that, in the future as in the past, every demand will meet with a hearty and willing response. ”
