“ The Army may be regarded, in consequence of the small number of the rank and file in each company and regiment, as little more than a nucleus around which to rally the military force of the country in case of war, and yet its services in preserving the peace of the frontiers are of a most important nature. ”

“ The military organizations, such as companies, regiments, brigades, divisions, corps d'armée, are always kept up; the officers are ever ready, and in case of war it is only necessary to call in the men. ”

“ Army and Navy.—The general principle of the military defence of the Empire in the 4th century consisted in large forces stationary on the frontiers, and reserve forces, stationed in the interior provinces, which could be moved to any point that was in danger. ”

“ The military element is represented by officers of all grades from generals to sub-lieutenants, in morning coats, with breeches and high boots, forbidden under the Second Empire, but the rule at present. ”

“ Military Forces are of two distinct categories: Fighting Troops, which carry out the actual operations; Administrative Services, whose function is to provide the Fighting Troops with all that they require to keep up their strength and efficiency. ”

“ Never before in time of peace has our country maintained so large and effective a military force. as it now has. The Army, Navy, Marine Corps, National Guard, and Organized Reserves represent a strength of about 558,400 men. These forces are well trained, well equipped, and high in morale. ”

“ Every army is composed of lower grades of the service—the rank and file—of whom there are always the greatest number; of the next higher military rank—corporals and noncommissioned officers of whom there are fewer, and of still-higher officers of whom there are still fewer, and so on to the highest military command which is concentrated in one person. ”

“ VIII. VARIATION OF TACTICS
1. Sun Tzŭ said: In war, the general receives his commands from the sovereign, collects his army and concentrates his forces.
2. When in difficult country, do not encamp. In country where high roads intersect, join hands with your allies. Do not linger in dangerously isolated positions. In hemmed-in situations, you must resort to stratagem. In a desperate position, you must fight. ”

“ But so few of our faculties are of a truly military turn, and these wax indolent and unwary from disuse like troops during long times of peace. We all come to recognize sooner or later, of course, the unfailing little band of them that form our standby, our battle-smoked campaigners, our Old Guard, that dies, neversurrenders. ”

“ The military service near his person, that which takes place in time of war, and, in general, all the jobs or escorts, are performed by the subjects at their own expence, and they are obliged to execute his orders, and follow him wherever he chooses to lead them. ”

“ An army composed, as that I have in view, ought not to be officered by men who can get forward, as at present, by purchasing over the heads, too often, of much better soldiers than themselves, in point of gallantry, [Pg 22] military science, and experience. ”

“ We can be sure that the combat units of our Army and Navy are well manned, well equipped, and well trained. Their effectiveness in action will depend upon the quality of their leadership, and upon the wisdom of the strategic plans on which all military operations are based. ”

“ The more you hear or read of tactics, the clearer you will see that the better they are understood the more likely is an army to be successful. It is generally agreed that there are some principles which should always be strictly attended to in the formation of all military bodies.
“First, Each regiment, or integral part of an army, must be under the uniform command of one man, interested in its good appearance, efficiency, and success, who must be responsible for his charge, and removeable when not found equal to his duty. ”

“ Many serjeanties were connected with warfare, such as light horsemen, infantry, bowmen, captains of the national militia, leading the infantry of certain hundreds, military transport, carriage of armour on a horse, munitions of war such as lances, arrows or knives. ”

“ To bow in meek submission to the uneducated authority of the civilian, or to the soldier whose record was such as not to command the respect of his fellows, was the lot of thousands of intelligent and brave soldiers, the superiors in all respects, save that of military rank alone, of these self-same officers ”

“ In some nations the method has been to trust for defence and security to what is called a Standing Army; a number of men paid by the public, to devote themselves wholly to the military profession; while the body of the people followed their peaceable employments, without paying any attention to the art of war. ”

“ First and Second Lines.—The organization into arms and units is of course maintained in peace as well as for war. Military forces are further organized, in peace, into active and reserve troops, first and second lines, &c., according to the power possessed by the executive over the men. Broadly speaking, the latter fall into three classes, regulars, auxiliary forces and irregular troops. ”

“ The work of a General Staff may be taken as consisting in preparation for war, and this again, both in Great Britain and abroad, consists of military policy in all its branches, staff duties in war, the collection of intelligence, mobilization, plans of operations and concentration, training, military history and geography, and the preparation of war regulations. ”

“ Large numbers of untrained men, without organization to embody them in, add little to actual military strength.
Armies of First Line
The Army which will take the field at the outbreak of war is the Regular Army, which is organized, kept up, and trained, year by year, in peace. The War Army will be this Peace Army mobilized, or brought up to war strength and completed in every essential, by calling up reserve officers and men to fill its ranks. ”

“ The instant the line is formed, and the enemy appears in sight, every general officer must be found at the head of his division, actively employed either in leading on the troops, entrusted to his skill and valor, or in speedily remedying every symptom of disorder which may occur throughout the whole extent of his command. ”

“ Cadre Force, consisting of the General and Instructional Staff, a regiment of Artillery, small detachments of Engineers, Army Service Corps, Ordnance Corps, and of Army Medical Corps, for partially garrisoning the naval strategical bases, for technical duties, for maintenance of valuable stores and equipment, and, above all, for the instruction of the Militia and Volunteer forces during peace and for stiffening them in times of war. ”

“ By method and discipline are to be understood the marshaling of the army in its proper subdivisions, the graduations of rank among the officers, the maintenance of roads by which supplies may reach the army, and the control of military expenditure. ”

“ We will suppose war to be declared, and the army to be just entering upon a campaign. The political and military authorities of the state determine upon the nature of the war, and select the theatre of its enterprises. The chief selects certain points, on or near the borders of the seat of war, where his troops are to be assembled, and his materiel collected. These points, together, form his base of operations. ”

“ Accordingly, this understanding is an essential in the study of that aspect of command training which has as its purpose the development of ability to reach sound decision.
The ideal of military command combines the best of human qualities with sound knowledge of the capabilities and limitations of the armed forces. It recognizes in war a form of human activity whose conduct, like that of all other human activities, is subject to natural law. ”

“ Civil officers should discharge diplomatic duties, and military officers the conduct of war. And the collection of information is one of the most important of military duties. Our Pathan Sepoys, the Intelligence Branch, and an enterprising cavalry, should obtain all the facts that a general requires to use in his plans. ”

“ The Armed Forces and the unified commands have achieved a remarkable degree of integration in organization and operations and remain the best-trained, best-equipped, and best-prepared fighting force in the world. ”

“ Within the military organization itself, we may note the increasing assimilation of the volunteer forces to the regular army, now going to the extent of a movement for making them available abroad, so that, instead of defensive action for which they were created, they can be used for offensive action ”

“ The business of the General Staff is, in war, to regulate the movements of the army and to attend to the correct registration of material for war history. In peace, the time of the officers who compose it is devoted to a profound post-graduate study of the science and the art of warfare. ”

“ Most of the officers in the American army and navy, and most of the rank and file, had probably entered the service with no expectation of ever shedding the blood of men. The navy and army were looked on as instruments of peace ”

“ A general falling back toward his native land along his line of magazines and supplies may keep his troops together and in good order, and may effect a retreat with more safety than one compelled to subsist his army in cantonments, finding it necessary to occupy an extended position. ”

“ Many commanders-in-chief have been so limited in their ideas of warfare, that when events have brought the contest to issue, and two rival armies have been drawn out for action, their whole attention has devolved upon a straight alignment, an equality of step, or a regular distance in intervals of columns. ”

“ They have taken the matter into their own hands; they have brought themselves into order of battle and line, without the word of command from any political leader. Here they stand, with front rank, and rear rank, and rank of file-closers in position, with bayonets at a charge. ”

“ HOW AN ARMY IS FORMED. The making of an army—that is what it means to turn men of peace to men of war, to fit the mechanic or the business man, the farmer or the miner, for a passage at arms with a foreign foe—has been for the present generation a matter of conjecture and of lessons drawn from previous passages in the nation's chronicles. ”

“ An army, especially a defensive army, multiplies itself. The contagion of enterprise spreads from one heart to another. Zeal for a native, or detestation of a foreign sovereign, hope of sudden greatness or riches, friendship or emulation between particular men, or, what are perhaps more general and powerful, desire of novelty and impatience of inactivity, fill a camp with adventurers, add rank to rank, and squadron to squadron. ”

“ That in command of troops or men-at-arms, they would live in the utmost possible order and discipline, and especially in their own country, where they would never suffer any harm or violence to be done. ”

“ Pioneers must be sent forward to clear the roads, preceded by small detachments of light and select troops, together with estaffettes or mounted messengers and vedettes, who are to reconnoitre in front, rear, and round the wings of the army. To these must be added appropriate guards and escorts to accompany the artillery, and to protect the baggage. ”

“ Lastly, let our army be also perfectly organized, and in all respects prepared for a new and more rapid mode of warfare; and, under Providence, we may not only be still the most powerful of maritime nations, but also the means of promoting the tranquillity and happiness of the world in general. ”

“ True, a great European Commander has said that soldiers will become attached to any General; a remark true of the times perhaps—true of the troops of that day,—but far from being true of volunteers, who are in the field from what they consider the necessity of the country, and whose souls are bent upon a speedy, honorable, and victorious termination of the war. ”

“ Our army and navy, always thought of as instrumentalities of last resort, reserved almost wholly for defense against aggression from without, have on principle been always under the control and direction of civilians as such, and in peace time have been recruited by voluntary enlistment. ”

“ The army is a country itself, converted into a weapon of protection and defense, and is constituted not only of men who form the ranks of the present, but also of the glorious traditions of the men who have formed the ranks of days gone by. ”

“ The corps is the true unit for grand campaigns and battle, should have a full and perfect staff, and every thing requisite for separate action, ready at all times to be detached and sent off for any nature of service. The general in command should have the rank of lieutenant-general, and should be, by experience and education, equal to any thing in war. ”

“ It is not an army that we must shape and train for war; it is a nation. ”

“ On the other hand, it develops in its owner that most priceless quality of the soldier, initiative. Some of the finest work in this War has been accomplished by small bodies of troops—particularly British and American—working forward [171] under a young officer, or a sergeant, or very often under no leader at all, to the capture of some vital point long after they have lost touch with the directing force behind. ”

“ The officers and agents charged with supplies are placed under the orders of the general in command of the troops, that is, they are obliged both in war and peace to obey, with the single qualification above named, of first making their observations and securing the written order of the general. ”

“ His Majesty instructs me to recommend to you that the generals commanding the corps of army should have their troops reunited, and the isolated men should be reinstated, that the troops should be kept in the most perfect order, and that all the artillery and The ambulances they might have left behind. ”

“ Every part of the kingdom, and every man and every woman in every part of it, is called upon to make his or her contribution and to do his or her share, and our primary business is to fill the ranks. [Cheers.] There is, I find, in some quarters an apprehension that the recruiting for the new army, and the functions to be assigned to that army when it is formed and trained, may interfere with or may in some way belittle or disparage the Territorial Force. Gentlemen, believe me, no delusion can be more mischievous or more complete. ”
