“ The national resources, then, are unexhausted, and, as we believe, inexhaustible. The public purpose to re-establish and maintain the national authority is unchanged, and, as we believe, unchangeable. ”

“ Our work in promoting economic development, national integration, sports exchanges and so on is featured there, as are explications of the political strategies currently being pursued by the government. ”

“ I go on to show the obligation of nations to contribute to the well-being and civilization of man, from a consideration of the moral ends and duties of nations.
The primary ends of civil government are the conservation of men's lives, bodies, and goods. ”

“ The government on the one hand should employ its armed force to eradicate all internal obstacles and, on the other, disseminate its doctrines to enlighten the people as well as to promote national unity. 7. As soon as a province is completely restored to order, the period of political tutelage will commence and the military period will come to an end. 8. In the period of political tutelage the government should send persons, qualified through training and examination, to various counties to assist the people in the preparation of self-government. ”

“ Whether they are technically in the Union or out of the Union, it is the national duty to deal with these States in such manner as will most surely exalt the lower and middle classes of their inhabitants. The nation must teach them a knowledge of their own rights, while it also teaches them respect for its rights and the rights of man as man. ”

Government can never rise higher than the ideals of the people who compose the government. Good governments are the products of good people. ”

“ To all general purposes we have uniformly been one people each individual citizen everywhere enjoying the same national rights, privileges, and protection. ”

“ To establish the condition of things essential to the recognition of this fact there must be a people occupying a known territory, united under some known and defined form of government, acknowledged by those subject thereto, in which the functions of government are administered by usual methods, competent to mete out justice to citizens and strangers, to afford remedies for public and for private wrongs, and able to assume the correlative international obligations and capable of performing the corresponding international duties resulting from its acquisition of the rights of sovereignty. ”

“ In any event, it is obvious that the development in this country of two such powerful and unscrupulous and well-organized special interests has created a condition which the founders of the Republic never anticipated, and which demands as a counterpoise a more effective body of national opinion, and a more powerful organization of the national interest. ”

“ A liberal and enlightened policy, a knowledge of national rights, duties, and interests, a familiarity with foreign governments, and diplomatic history, and a wide survey of the operations of commerce, agriculture, and manufactures, seem indispensable to a lofty discharge of his functions. [174] A knowledge of the peculiar interests, and products, and institutions of the different states of the Union, is doubtless of great value ”

“ In like manner, as a manifestly indispensable condition of the perpetuation of the Union and of the realization of that magnificent national future adverted to, does the duty become yearly stronger and clearer upon us, as citizens of the several States, to cultivate a fraternal and affectionate spirit, language, and conduct in regard to other States and in relation to the varied interests, institutions, and habits of sentiment and opinion which may respectively characterize them. ”
