Rice farming

“ The first of the city's mistakes is its infamous policy of reducing rice acreage. To say that "since there's too much rice you must till fewer paddies" is nothing more than a kindergartner's idea for a solution. Is this the best idea that the elite bureaucrats in the Ministry of Agriculture could come up with? And when we see that the politicians representing the farming villages just let this pass, it is obvious that they are not much smarter. ”

“ Four months more are needed for the ripening of the grain, during which the fields are kept clear of weeds, the natives wading back and forth through the mud in their task. After cutting and heaping, the paddy is made into stacks. In six weeks more the grain is separated from the straw by treading or by the use of the flail, or by causing ponies to trot over it. It may be said that there is nothing in nature more beautiful than a valley of green ripening rice in the midst of verdant hills. In the flood of rich color beneath my eyes, I have gazed upon such a scene with inexpressible delight. ”

“ In the three main islands of Japan more than fifty per cent of the cultivated land produces a crop of water rice each year and 7.96 per cent of the entire land area of the Empire, omitting far-north Karafuto. In Formosa and in southern China large areas produce two crops each year. At the large mean yield used in the computation the estimated acreage of rice in China proper amounts to 5.93 per cent of her total area and this is 7433 square miles greater than the acreage of wheat in the United States in 1907. ”

“ While the place was being slowly reset in cane, it would doubtless be profitable to grow rice; but the negroes were unwilling to undertake it. Here, as in the rice lands of South Carolina and Georgia, there was every prospect that free labor would prove absolutely fatal to the culture. Men would not work in rice swamps except under compulsion. There is a species of rice, which grows like wheat, on uplands; but it only yields about one-fourth of a crop. On good rice lands the yield per acre varies from thirty-five to fifty bushels. Exceptional crops have run up as high as ninety bushels. ”

“ The first working of the rice fields after the transplanting, as we saw it in Japan, consisted in spading between the hills with a four-tined hoe, apparently more for loosening the soil and aeration than for killing weeds. After this treatment the field was gone over again in the manner seen in Fig. 166, where the man is using his bare hands to smooth and level the stirred soil, taking care to eradicate every weed, burying them beneath the mud, and to straighten each hill of rice as it is passed. Sometimes the fingers are armed with bamboo claws to facilitate the weeding. ”

“ It is not alone where rice is grown that cultural methods are made to conserve soluble plant food and to reduce its loss from the field, for very often, where flooding is not practiced, small fields and beds, made quite level, are surrounded by low raised borders which permit not only the whole of any rain to be retained upon the field when so desired, but it is completely distributed over it, thus causing the whole soil to be uniformly charged with moisture and preventing washing from one portion of the field to another. ”

“ Since that time select Japanese species, chosen for superior milling qualities, have been widely introduced, as the market prejudice in favour of head rice made the large percentage of broken rice a heavy handicap to the farmers. Hundreds of varieties have been tested by the state and federal agricultural experiment stations. A strong tendency to run to red rice (hardier, but not so marketable) has been a second great difficulty to overcome.
Irrigation is almost entirely confined to rice farms. In the prairie region there is abundant water at depths of 100 to 400 ft. ”

“ But where it is grown it is grown to the exclusion of all other crops. The rice crop is most important in Burma, Bengal and Madras, and there is an average of 20 million acres under rice in the other provinces of British India. In Bengal the area varies from 36 to 40 million acres according to the season. In Burma, where the large waste area is being gradually brought under cultivation, there has been an almost uninterrupted increase in the area of the rice crop, and the rice export is one of the main industries of the province. ”

“ In June the peasants were still spreading over the fields the decomposed oak-leaves used as fertilizer, but by early July the transplanting of rice began, soon to be followed by the weeding. Gangs pull up the closely grown seedlings and tie them in bundles, which they throw out across the fields to be planted with an expertness which reminds one that their national pastime, at least in pre-Japanese days, was stone-throwing. The earth-laden roots being much the heavier end, the bundles unfailingly land upright just where the thrower chooses to place them. ”

“ The upland rice requires much more care and labour in its cultivation. The land must be ploughed three or four times, and all the turf and lumps well broken up by the harrow.
During its growth it requires to be weeded two or three times, to keep the weeds from choking the crop. ”

“ The rice now may be left to itself, excepting for the necessity of keeping it constantly supplied with water, which is raised from the neighbouring river or creek by many ingenious appliances, and carried to the fields by pipes of bamboo or channels in the mud.
While the crop is growing the cattle have an idle time, for with the exception of the bullocks which draw the market-carts, and a few which may perhaps be working in the oil or sugar mills, there is nothing for them to do. ”

“ The rice-fields are usually very small and of all shapes. A quarter of an acre is a good-sized field. The rice crop planted in June is not reaped till November, but in the meantime it needs to be “puddled” three times, i.e. for all the people to turn into the slush, and grub out all the weeds and tangled aquatic plants, which weave themselves from tuft to p. 37tuft, and puddle up the mud afresh round the roots. It grows in water till it is ripe, when the fields are dried off. An acre of the best land produces annually about fifty-four bushels of rice, and of the worst about thirty. ”

“ The rice plant requires an abundance of water in the soil, and thrives best on land subject to overflow for a portion of the year, or which is artificially flooded. Rice is most largely grown in India, China, Japan and Egypt—India alone producing nearly thirty million bushels per year. The rice grown in this country is confined to eight states, with an area of 174,173 acres in 1879, and a yield of 110,131,373 pounds, averaging 632 pounds per acre. ”

“ Two crops of rice are commonly grown each year in southern China and during the winter and early spring, grain, cabbage, rape, peas, beans, leeks and ginger may occupy the fields as a third or even fourth crop, making the total year's product from the land very large; but the amount of thought, labor and fertilizers given to securing these is even greater and beyond anything Americans will endure. How great these efforts are will be appreciated from what is seen in Fig. 50, representing two fields thrown into high ridges, planted to ginger and covered with straw. ”

“ Recently, however, mills worked by gasoline engines are in operation for both hulling and polishing, in Japan.
The many uses to which rice straw is put in the economies of these people make it almost as important as the rice itself. As food and bedding for cattle and horses; as thatching material for dwellings and other shelters; as fuel; as a mulch; as a source of organic matter in the soil, and as a fertilizer, it represents a money value which is very large. Besides these ultimate uses the rice straw is extensively employed in the manufacture of articles used in enormous quantities. ”

“ Many of the high mountains showed cultivation to the very top, while the plains with their alternate groups of bamboo, cocoanut, and other palms, were green with the new rice crop, the cultivation of this commodity being different in Java from that in Burma. Great care is expended on the culture of the rice, the tiny plants first being put in small wet enclosures;168 then, when sufficiently developed, they are planted separately by the small army of workers, in receptacles made for them, and set with the greatest regularity. ”

“ The rice which they cultivate is to them an almost unknown luxury: millet is their staple food, and on high days and holidays they receive messes of barley or buckwheat. Where the mulberry-tree is grown, and the silkworm is "educated," there the labourer receives the highest wage.
The rice crop on good land should yield twelve and a half fold, and on ordinary land from six to seven fold only. Ordinary arable land is only half as valuable as rice land, which cannot be purchased for less than forty riyos per tan of 1,800 square feet. Common hill or wood land is cheaper, again, than arable land ”

“ China, Korea and Japan long ago struck the keynote of permanent agriculture but the time has now come when they can and will make great improvements, and it remains for us and other nations to profit by their experience, to adopt and adapt what is good in their practice and help in a world movement for the introduction of new and improved methods.
In selecting rice as their staple crop; in developing and maintaining their systems of combined irrigation and drainage, notwithstanding they have a large summer rainfall ”

“ We now have 27 national irrigation systems servicing over 117,000 hectares of rice lands in Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Tarlac, Nueva Ecija, Pampanga, Bataan, Bulacan, Laguna, Quezon, Camarines Sur, Albay, Leyte, Iloilo, Antique, and Zambales. Sixteen river control projects were completed last year and 35 more are now in varying stages of construction.
AGRICULTURAL PRODUCTION
The level of agricultural production for domestic consumption and for export continues to rise. This year we will be producing enough rice for our own needs. ”

“ If all the land in use now, or until recently, for paddy-raising were suitable for the cultivation of such crops as hemp, tobacco, cocoanuts, etc., for which there is a steady demand abroad, the abandonment of rice for another produce which would yield enough to enable one to purchase rice, and even leave a margin of profit, would be rather an advantage than otherwise. ”

“ It argues for the industry of a tropical race that they should grow this troublesome grain at all, the grain that demands more back-breaking toil and constant attention from planting to harvest-time than any other grain which grows. It would seem discouraging to rice-cultivation, too, when in old times the natives were taxed according to the area of their rice-lands only, and mulcted of a fifth of their rice when it was harvested—all in this happy land, where they might sit under the breadfruit- and banana-trees and doze at their ease, while those kindly fruits dropped in their laps. ”

“ Cartloads of their slender stems, two to four inches in diameter at the base and twenty or more feet long, were moving along the generally excellent, narrow, seldom fenced roads, such as seen in Fig. 223. On the borders and pathways between rice paddies many small stacks of straw were in waiting to be laid between the rows of transplanted rice, tramped beneath the water and overspread with mud to enrich the soil. The farmers here, as elsewhere, must contend against the scouring rush, varieties of grass and our common pigweeds, even in the rice fields. ”

“ This rice must be gathered at harvest time, as it is cheaper at that time, and can be obtained more easily and with less hardship to the natives, if sent in sacks from the districts having the best crops and where it is easiest to obtain it. And every year the rice in storage can be renewed with ease and profit, by selling it and buying other new rice at the season for it. ”

“ In the north there is but one annual crop, but in the south two crops are grown. The principal cultivation being rice, he is perforce constrained to the system of co-operation, as, there being no fences, all the rice crop of a large flat area, sometimes minutely subdivided, must be reaped at the same time, so that when the crop has been removed the cattle and buffaloes may roam over the flat for what pasturage they can pick up before the flooding of the land and preparation for the next crop. ”

“ The culture of rice occupies a part of Italy, and is a source of great profit to the owner of the soil. The difficulties in its cultivation are so trifling, that, contrary to the usual custom, the ground is let out at a fixed rent of one hundred and sixty francs the arpent; three crops are received every five years. As with us, these rice grounds are most unhealthy, and the stagnant water which covers them produces disease in all the surrounding country. ”

“ The object of the Kashmírí is to raise as much rice as he possibly can on the alluvium of his valley and on the rich soil deposited on the banks of mountain streams. Manure and facilities for irrigation exist in abundance, and full use is made of them in the cultivation of the favourite crop. Kangní takes the place of rice in many fields if there is any deficiency of water. On reclaimed swamps near the Jhelam heavy [Pg 319] crops of maize are raised. The tillage for wheat and barley is as careless as that for rice is careful. ”

“ By skilful use of fertilisers he has been able to raise good crops of rice on the same land during fifteen or twenty centuries. On the other hand, not only is the population increasing at the rate of half a million annually, but in proportion to the growth of general prosperity and the distribution of wealth, the lower classes of the people, who used formerly to be content with barley and millet, now regard rice as an essential article of food. ”

“ When the inundation is very great, they take advantage of it to fill their little reservoirs, that they may provide against the drought and supply the rice with the moisture which it requires.
They are also accustomed to sow the rice close to their villages, and then transplant it into their fields when it has risen to the height of six inches. This is the business of the women, who also weed it. The men get in the harvest which is very abundant. ”
