Nor, in thy haste, do thou say aught of me.
Swift is this folk to censure those who rule;
But, if they see these signs of suppliance,
It well may chance that each will pity you,
And loathe the young men’s violent pursuit ”

Those who have learned that it is their task to feed the multitude, and who have said 'We have no more than such and such scanty resources,' are prepared to be the distributors of His all-sufficient supply. ”

7. If, in the discovery of other countries for trade, and the return of their ships, they shall need men or victuals, we command that our subjects shall furnish them, for their money, according as their needs may require. ”

“ And every trade in the same nature, as a captain in an army has his particular company of soldiers under him, had its own hired company of journeymen and laborers belonging to it banded together as in array, to be as it were the instrument and body for the performance of the service. ”

“ I have evolved a two-week food supply for two men, based upon the United States army ration, varied as the result of my own experiences have dictated. It offers not only great variety, but is an exceedingly bountiful ration even for hungry men. ”

“ To the men themselves it seemed a very reasonable demand, and one that would surely soon be granted. It was not all they asked, for they also wanted sixpence an hour to be paid to them out of the eightpence paid for their labour by the merchants and shippers. ”

“ Every article of supply furnished or brought to market, will be paid for at a fair and settled price; but as immediate and constant supplies, especially of provision, forage, fuel and transports, are necessary to all armies, it is well known, that requisitions are unavoidable, and must be enforced. ”

“ We may take it then that an army without its baggage-train is lost; without provisions it is lost; without bases of supply it is lost. 委積 is explained by Tu Yu as 芻草之屬 “fodder and the like;” by Tu Mu and Chang Yü as 財貨 “goods in general;” and by Wang Hsi as 薪鹽蔬材之屬 “fuel, salt, foodstuffs, etc.” But I think what Sun Tzŭ meant was “stores accumulated in dépôts,” as distinguished from 輜重 and 糧食, the various impedimenta accompanying an army on its march. 12. We cannot enter into alliances until we are acquainted with the designs of our neighbours. ”

“ Any parties travelling, and requiring supplies, are requested to take what they require, and to leave the remainder carefully secured, for the use of any others who may be in the same position as themselves. ”

“ If the sums granted are insufficient—which they undoubtedly are—for providing servants, field equipments, pack-horses, &c. more should be given, as it must be admitted, that they are all indispensable. ”

“ There is wanted, therefore, for home production—
1st. A force of workmen adequate to the production of a minimum supply of ordnance and ordnance stores for the army. This force is shown in paper No. 3.
2d. That this force should be permanently attached to the Bureau, and in no way liable to be interfered with by any one.
3d. That a minimum supply of food and clothing should be furnished by the Subsistence and Quartermaster Departments.
The "impediments" to the importation of such supplies as must still come from abroad, must be overcome, as they arise, by individual energy and resource. ”

There are occasions, however, when no such arrangement has been made, and a man not well known to the merchant orders goods shipped by freight. ”

“ But alas! very very often the supply fell far short of the demand, for the winter had been a very severe one, and everybody had such a number of calls from all sorts of needy people, that they could afford to give but little to each one. ”

“ A regular supply of provisions had constantly been issued from the government stores, and the convicts, with that short-sighted imprudence by which the vicious are generally distinguished, had never given themselves the trouble of looking forwards to the necessity of raising a supply of food for themselves. ”

“ While this is going on all the sundry hundreds of thousands of men engaged on duty along the Service of Supplies must be cared for without impairment to the principal underlying purpose—that of provisioning and arming the fighting man, and providing supplies and equipment for the hospitals and the depots and all the rest of it, world without end. ”
