“ In order to create a clean energy economy that will increase our Nation’s prosperity, promote energy security, protect the interests of taxpayers, and safeguard the health of our environment, the Federal Government must lead by example. It is therefore the policy of the United States that Federal agencies shall increase energy efficiency ”

“ Clean Energy.—Of the funds appropriated by title III of this Act, not less than $100,000,000 shall be made available to the United States Agency for International Development (USAID) , in addition to funds otherwise made available for such purposes, for programs and activities that reduce global warming by promoting the sustainable use of renewable energy technologies and energy efficient end-use technologies, carbon sequestration, and carbon accounting. ”

“ The Secretary of Energy, in cooperation with the Secretary of State and the heads of other agencies, as appropriate, shall identify steps through which the United States can intensify international collaborations to drive innovation and deployment of clean energy technologies, which are critical for climate protection. ”

“ The art of leadership, the art of command, whether the forces be large or small, is the art of dealing with humanity. Only the officer who dedicates his thought and energy to his men can convert into coherent military force their desire to be of service to the country. ”

“ Thanks to our bold regulatory reduction campaign, the United States has become the number one producer of oil and natural gas in the world, by far. With the tremendous progress we have made over the past 3 years, America is now energy independent, and energy jobs, like so many elements of our country, are at a record high. We are doing numbers that no one would have thought possible just 3 years ago. ”

“ PRIORITIZATION OF UTILITY SERVICES THAT PROMOTE ENERGY RESILIENCE. Section 2667 (c) (1) (D) of title 10, United States Code, is amended by inserting ", which shall prioritize energy resilience in the event of commercial grid outages" after "Secretary concerned". Section 2836. ANNUAL DEPARTMENT OF DEFENSE ENERGY MANAGEMENT REPORTS. Section 2925 (a) of title 10, United States Code, is amended— (1) in paragraph (1) , by inserting before the period at the end the following: ", including progress on energy resilience at military installations according to metrics developed by the Secretary" ”

“ Pursuing clean sources of energy will improve energy and water security, while ensuring that Federal facilities will continue to meet mission requirements and lead by example. Employing this strategy for the next decade calls for expanded and updated Federal environmental performance goals with a clear overarching objective of reducing greenhouse gas emissions across Federal operations and the Federal supply chain. ”

“ It shall be the policy of the United States to encourage energy exploration and production, including on the Outer Continental Shelf, in order to maintain the Nation’s position as a global energy leader and foster energy security and resilience for the benefit of the American people, while ensuring that any such activity is safe and environmentally responsible. ”

“ ESTABLISHMENT.— There is established in the Department an Office of Climate Change and Environment to plan, coordinate, and implement— ‘‘ (A) department-wide research, strategies, and actions under the Department's statutory authority to reduce transportation-related energy use and mitigate the effects of climate change; and ‘‘ (B) department-wide research strategies and actions to address the impacts of climate change on transportation systems and infrastructure. ”

“ In carrying out the feasibility study, the Architect of the Capitol is encouraged to consult with individuals with expertise in carbon capture and storage or use, including experts with the Environmental Protection Agency, Department of Energy, academic institutions, non-profit organizations, and industry, as appropriate. The study shall consider— ` (1) the availability of technologies to capture and store or use Capitol Power Plant carbon dioxide emissions; ` (2) strategies to conserve energy and reduce carbon dioxide emissions at the Capitol Power Plant ”

“ As used in this order:
(a) “absolute greenhouse gas emissions” means total greenhouse gas emissions without normalization for activity levels and includes any allowable consideration of sequestration; (b) “agency” means an executive agency as defined in section 105 of title 5, United States Code, excluding the Government Accountability Office; (c) “alternative energy” means energy generated from technologies and approaches that advance renewable heat sources, including biomass, solar thermal, geothermal, waste heat, and renewable combined heat and power processes; combined heat and power ”

“ It would be comforting to predict the development of new, clean, infinite sources of energy. After all, the United States did not become a great Nation by saving energy, but by using huge quantities of it. ”

“ The Act provides the Corporation with an initial $22 billion to accomplish these objectives. The principal purpose of the legislation is to ensure that the nation will have available in the late 1980's the option to undertake commercial development of synthetic fuels if that becomes necessary. The Energy Security Act also provides significant incentives for the development of gasohol and biomass fuels, thereby enhancing the nation's supply of alternative energy sources. ”

“ Bluntly, I must remind you that we have not made satisfactory progress toward achieving energy independence. Energy is absolutely vital to the defense of our country, to the strength of our economy, and to the quality of our lives.
Two years ago I proposed to the Congress the first comprehensive national energy program--a specific and coordinated set of measures that would end our vulnerability to embargo, blockade, or arbitrary price increases and would mobilize U.S. technology and resources to supply a significant share of the free world's energy after 1985. ”

“ Even when to do any labor meant sapping the small store of energy deriving from a few ounces of food each day, Greeley's men kept alive the spark of morale and mutual support by maintaining a work schedule, until the day came when there was no longer a man who could stand. ”

“ We must explore every reasonable prospect for meeting our energy needs when our current domestic reserves of oil and natural gas begin to dwindle in the next decade. I urgently ask Congress and the new administration to move quickly on these issues. This Nation has the resources and the capability to achieve our energy goals if its Government has the will to proceed, and I think we do. ”

“ As we celebrate Energy Awareness Month this year, the United States is leading the world in that effort, improving energy efficiency and exploring the possibilities of renewable resources. Through programs developed by both business and government, Americans are using energy in wiser and less costly ways. High technology applied to vehicles, appliances, and buildings has enabled us to save money, become less reliant on foreign imports, and protect our planet's precious natural resources. ”

“ Researching and comparing performance of solar-powered distributed air conditioning systems in different regions of the country, including potential integration with other onsite systems, such as solar, biogas, geothermal heat pumps, and propane assist or combined propane fuel cells, with a goal to develop site-specific energy production and management systems that ease fuel and peak utility loading. ”

“ Federal leadership in energy, environmental water, fleet, buildings, and acquisition management will continue to drive national greenhouse gas reductions and support preparations for the impacts of climate change. Through a combination of more efficient Federal operations such as those outlined in this Executive Order (order) , we have the opportunity to reduce agency direct greenhouse gas emissions by at least 40 percent over the next decade while at the same time fostering innovation, reducing spending, and strengthening the communities in which our Federal facilities operate. ”

“ Establishment- The Secretary shall establish a program of research and development to provide assistance in the demonstration and commercial application of direct solar renewable energy sources to provide alternatives to traditional power generation for lighting and illumination, including light pipe technology, and to promote greater energy conservation and improved efficiency. ”

“ Meeting our Nation's future energy needs is a task of immense proportions—and utmost importance. To some American motorists, this challenge might be symbolized by long lines for gasoline and high prices at the pump. To others, it might be symbolized by lowering the thermostat during winter months. However, when it comes to building a secure energy future for the United States, there is more at stake than meets the eye. Safe, reliable, and affordable sources of energy are vital not only to our personal mobility and comfort but also to our Nation's productivity and security. ”

“ To build a future of energy security, we must trust in the creative genius of American researchers and entrepreneurs and empower them to pioneer a new generation of clean energy technology. (Applause.) Our security, our prosperity, and our environment all require reducing our dependence on oil. Last year, I asked you to pass legislation to reduce oil consumption over the next decade, and you responded. Together we should take the next steps: Let us fund new technologies that can generate coal power while capturing carbon emissions. ”

“ PROCUREMENT AND ACQUISITION OF ALTERNATIVE FUELS. No Federal agency shall enter into a contract for procurement of an alternative or synthetic fuel, including a fuel produced from nonconventional petroleum sources, for any mobility-related use, other than for research or testing, unless the contract specifies that the lifecycle greenhouse gas emissions associated with the production and combustion of the fuel supplied under the contract must, on an ongoing basis, be less than or equal to such emissions from the equivalent conventional fuel produced from conventional petroleum sources. ”

“ Both consumers and producers need policies they can count on so they can plan ahead. This is one reason I am working with the Congress to create a new Department of Energy, to replace more than 50 different agencies that now have some control over energy. ”
