Accreditation

“ Accreditation of Repair and Service Firm. – No person shall operate a repair and service firm or act as technical personnel therein without first being accredited by the Department.
Article 129. Certification of Accreditation. – Upon compliance with the requirements for accreditation, the Department shall issue the corresponding certificate of accreditation. A separate certificate shall be required for each branch of an enterprise located in areas outside of the main office. ”

“ The availability of funding for the continuation of the implementation activities of work training.
Article 16 (1) A private work training institute that has received permission and a governmental work training institute that has been registered can get accreditation from an accrediting institute.
(2) An accrediting institute, in the same manner as is meant in clause (1) , has the characteristic of being independently founded upon the elements of society and government that shall be established with a Ministerial Decree. ”

“ Pending the development of such standards, the Attorney General shall maintain the current requirements related to accreditation.
(c) The Attorney General, in formulating standards for accrediting bodies, shall consult with professional accreditation organizations, law enforcement organizations, civil rights and community-based organizations, civilian oversight and accountability groups, and other appropriate stakeholders. ”

“ We can agree so far as this, that an examination by men of high repute will carry more weight than one by men unknown, and that an examination by an official body such as a university, will be more readily believed in than one by any self-constituted board, however respectable. But supposing these two points secured, is a new examination conducted by competent examiners appointed by a university all that is to be desired? Will an unknown standard, having expressly in view candidates drawn from a limited and notoriously illiterate class, be worth much as regards authority? ”

“ Since the University has abolished these, it might with advantage introduce the custom of granting to each graduate, on taking his degree, a formal certificate of the examinations he has passed, [Pg 62] of his residence and of the rank to which he has attained. Such a certificate, whether called 'diploma' or by any other name, would be of practical value; in these days study is international, and the number of men is very great, and is increasing, who need to produce evidence of their University career and its results for the authorities of foreign or American universities. ”

“ The theory of accrediting is that the school gives its certificate of graduation only to students who have successfully completed the full period of four years, with final examinations quite equal to the entrance examinations of the best colleges. The student takes examination on all his subjects immediately after studying them, under conditions to which he is accustomed, and not under the harassing stress of a college entrance test. ”

“ But success in an examination, as proved by marks or a certificate, is of the nature of an honorary prize, and Queen's College has not moved so high above the earth as to disdain examinations. The College was established and incorporated, "for the general education of ladies, and for granting certificates of knowledge." We have given, and continue to give, certificates to those who are proved by examination to be entitled to them. The general work of the pupils during the year is tested at the end of the Easter Term by Cambridge Examiners. ”

“ Each such school that is accredited by a regional accrediting organization shall adopt an appropriate assessment and other academic indicators, in consultation with and with the approval of, the Secretary of the Interior and consistent with assessments and academic indicators adopted by other schools in the same State or region, that meet the requirements of this section. ”

“ That power shall be given to the Court of the University, after considering the report of the Executive Body upon the subject, to accept the application of any other College for incorporation with the University, provided always that the Court should be satisfied: (1) that such College has established a reasonably complete curriculum and possesses a reasonably sufficient teaching staff in the Departments of Arts and Science at least; (2) that such College has furnished proofs of its means and appliances for teaching being established on a footing of permanent security ”

“ No one who has exceeded a certain number of Terms reckoned from his matriculation is admitted to the examination.
In all cases, however, candidates for any Bachelor’s degree (except occasionally for the ‘research’ degrees) , will find the system of instruction the same. This consists partly of lectures, University or College, and partly of personal tuition, provided by the College. All work, whether it be lectures or work done for and with the Tutor, is governed by, and planned to meet, the requirements as fixed by the Examination Statutes. ”

“ Let the register give the name, address, and asserted qualification of each candidate—as licentiate, or doctor, or what not, of this or that college, hall, university, &c., home or foreign. Let it be competent to any man to describe himself as qualified by study in public schools without a diploma, or by private study, or even by intuition or divine inspiration, if he please. ”

“ The curriculum is as comprehensive as that of any college in England or America. The memoranda and final written examination are sufficient to test the pupil’s work, attainment, and power.
Pupils may take up one or more departments, spending what time they please upon each, passing the examinations whenever they are ready.
As each course is finished to the satisfaction of the professor a certificate to that effect will be given, and when a required number of certificates is in the possession of the student, he will be entitled to a diploma and a degree. ”

“ In all cases of doubt as to the reputability of a college, it is the duty of the clerk of the county court, when a diploma is offered for record, to make inquiry of the Secretary of the State where the said college exists as to its reputability and requirements for graduation, and if the said clerk shall find that the said college does not conform to the requirements of this article, he shall not receive the diploma and the holder shall not be allowed to practise in the State. ”

“ The graduate and professional schools increasingly make their final decisions on candidates on the basis of individual records and merits and ignore the bare minimum certification of the ordinary degree. ”

“ A Board of experienced Regents could manage the funds and machinery of the University better than any Legislature; and the Faculty could manage the business of education—the interior of a College—better than any Regents. ”

“ If an appointing or nominating officer to whom certification has been made shall object in writing to any eligible named in the certificate, stating that because of physical incapacity or for other good cause particularly specified such eligible is not capable of properly performing the duties of the vacant place, the Commission may, upon investigation and ascertainment of the fact that the objection made is good and well founded, direct the certification of another eligible in place of the one to whom objection has been made. ”

“ They realise, however, that if the degree-conferring powers of the Charter are to be used, the College itself must be raised to the highest standard of efficiency as a Teaching Institution, and its permanence must be guaranteed by an adequate endowment. ”

“ A student who graduates from the College of Arts and who has had, during the progress of this course, 16 hours of Education is, upon application to the State Board of Education and the payment of a fee of $5, granted a first grade professional certificate. But this method of preparation is seen to be quite unsatisfactory when contrasted with the one just outlined. The Arts student is a relatively free lance, practically wholly so in the choice and arrangements of his professional work. ”

“ Even now, though the system is, so to speak, in its infancy, graduates judge of universities not so much by the standing of the professors or by the grade of instruction offered, as by the value of the fellowships. Students about to graduate have been known to ask their professors what inducement the college offers them to remain—more than that, have been candidates for appointment at more than one institution. ”

“ A pupil in such school or institution who engages in such service during the present school year shall not incur any loss of standing or credit on account of such service. All pupils in public schools who are candidates for college-entrance diplomas or other credentials to be issued to them at the close of the present school year shall 158 be granted such diplomas or credentials on the certificate of the principal of the school that their work up to the time of engaging in such service is satisfactory. ”

“ The examination must be held upon such subjects as in the opinion of the board of examiners, with the approval of the Commission, the general nature of the business of the office and the special nature of the positions to be filled may require. In grading the competitors due weight must be given to the efficiency with which the several competitors shall have performed their duties in the office; but none who shall fail to attain a minimum standard of 75 per cent in the written examination shall be certified for promotion. ”

“ Provided, That if upon any register from which certification is to be made there are the names of eligibles who have, under section 1754 of the Revised Statutes, claim of preference in civil appointments, the names of such eligibles shall be certified before the names of other eligibles higher in grade. The Commission shall make regulations that will secure to each of such preference-claiming eligibles, in the order of his grade among other preference claimants, an opportunity to have his claim of preference considered and determined by the appointing officer. ”

“ Carrying out programs that establish, expand, or improve alternative routes for State certification of teachers and principals, especially in the areas of mathematics and science, for highly qualified individuals with a baccalaureate or master's degree, including mid-career professionals from other occupations, paraprofessionals, former military personnel, and recent college or university graduates with records of academic distinction who demonstrate the potential to become highly effective teachers or principals. ”

“ If he passed the examination he was given a certificate of proficiency, called a diploma, which was accepted as evidence of qualification to practice, and upon registration with a civil authority he became a legal practitioner. The method of qualification through medical societies brought more uniformity than the method of certification by the individual preceptor. ”

“ That the existence of a college depended solely upon the fees of the students encouraged the tendency to make both entrance and graduation requirements as easy as possible, especially as there was no state supervision, and the mere possession of a diploma entitled the holder to practise. ”

All those who after residing seven years at some college, have taken the degree of Master of Arts, or a higher one, and keep their name on the college lists by a small payment, vote at the University elections for members of Parliament and all other officers, and manage its affairs. ... The colleges, at certain intervals; present such students as comply with their conditions to University authorities for matriculation, for certain examinations, and for the reception of degrees ”

Every graduate had an equal right of teaching publicly in the University the subjects competent to his faculty, and to the rank of his degree; nay, every graduate incurred the obligation of teaching publicly, for a certain period, the subjects of his faculty, for such was the condition involved in the grant of the degree itself." “ When certification is made from a supplementary or a special register, and there are more vacancies than one to be filled, the appointing officer may select from the three names certified more than one. ”

“ I will now proceed to explain the details of the scheme for which I ask your support, beginning with the foundation, as being that branch of the college for which public money will be required. The least number of scholars which would be worthy to constitute a foundation for the college would be 100. Of these, 50 should have their education free and 50 should be maintained as well as educated. These scholars will be selected by open competition throughout the United Kingdom. ”

“ Candidates who at the time of the examination are not teachers of schools to which annual grants are or may be made, must be recommended by the authorities of their college, or by the managers of the school in which they last served. ”

“ To each female student who has satisfied the Examiners in a Tripos Examination, a Certificate shall be given by the University stating the conditions under which she was admitted to the examinations of the University, the Examinations in which she has satisfied the Examiner, and the Class and place in the Class, if indicated, to which she has attained, in each of such examinations. ”
