“ Hence the rare educative value of such a concrete sociological diagram and model as was the Swiss Village at the Paris Exposition of 1900, for here geographic and economic knowledge and insight were expressed with artistic skill and sympathy as perhaps never before. Only as similar object-lessons are worked out for other countries, can we adequately learn, much less popularly teach, how from nature comes "rustics," and from this comes civics. But civics and rustics make up the field of politics; they are the concrete of which politics become the abstract—commonly the too remotely abstract. ”

“ Each social formation, through each of its material activities, exerts its influence upon the civic whole; and each of its ideas and ideals wins also its place and power. ”

“ Perhaps it is because the kind of democracy we have known -- for the better part of this century -- has emphasized the individual over the community, private gain over the public good, and civic rights over civic duties. But it is the highest refinement of a despotical government, to rule by simple commands, and to exclude every art but that of compulsion. ”

“ But the form of our government is such, that every measure that bears upon the public [112] or private interest of every citizen, is decided by public sentiment. All laws and regulations in civil, or religious, or social concerns, are decided by the majority of votes. And the present is a time when every doctrine, every principle, and every practice which influences the happiness of man, either in this, or in a future life, is under discussion. ”

“ If, in connection with these solid foundations for a natural religion, we add the important fact, that this is a republic, in which the wish of the majority, should become the law of the mass; we shall discover that politics become the natural channel, through which the wishes of the majority are expressed; that corrupt politics, result in bad government; that pure politics, insure good government; that a wise, just government, is the greatest political benefit which can be conferred on the people governed. ”

“ And let us remember that it is only religion, and morals, and knowledge, that can make men respectable and happy, under any form of government. Let us hold fast the great truth, that communities are responsible, as well as individuals; that no government is respectable, which is not just; that without unspotted purity of public faith, without sacred public principle, fidelity, and honor, no mere forms of government, no machinery of laws, can give dignity to political society. ”

“ And it was reserved for the founders of this nation to establish in the words of an illustrious benefactor, "a Government of the people, for the people, and by the people"—a Government deriving all its powers from the consent of the governed, where freedom of opinion, whether relating to Church or State, was to have the widest scope and fullest expression consistent with private rights and public good—-where the largest individuality could be developed and the patrician and plebeian meet on a common level and aspire to the highest honor within the gift of the people. ”

“ We, the Liberal Republicans of the United States, in national convention assembled at Cincinnati, proclaim the following principles as essential to just government:
1. We recognize the equality of all men before the law, and hold that it is the duty of government, in its dealings with the people, to mete out equal and exact justice to all, of whatever nativity, race, color, or persuasion, religious or political. ”

“ If so, whatever qualities in the government are promotive of industry, integrity, justice, and prudence, conduce alike to permanence and to progression, only there is needed more of those qualities to make the society decidedly progressive than merely to keep it permanent.
What, again, are the particular attributes in human beings which seem to have a more especial reference to Progress, and do not so directly suggest the ideas of Order and Preservation? They are chiefly the qualities of mental activity, enterprise, and courage. ”

“ Then we are often told, that human government is of Divine appointment, and men morally bound to submit to it; government being used as a collective term to include the political, ecclesiastical, and social establishments of a people, and the officers who administer them. If this means, that, at a certain stage of man's progressive political development, it is necessary to have certain political, ecclesiastical, and social establishments, such as a monarchy or an aristocracy, with persons to administer them, then it is true, and government is of Divine appointment. ”

“ Government, therefore—municipal, State, national—is passing into the hands of these two classes, specialized for the functions of power by their appetite for the fruits of power. The power of citizenship is relinquished by those who do not and cannot know how to exercise it to those who can and do—by those who have a livelihood to make to those who make politics their livelihood. ”

“ In this new nation was realized the dream of the social philosophers and philanthropists of all ages: a government of the people, by the people, and for the people, resting on the deep and solid foundations of Liberty, Equality, and Fraternity. ”

“ With us, politics chiefly engage the attention of those who stand foremost in the community, which, indeed, arises from the freedom and peculiar excellence of our constitution, without which even the spirit of men of letters in general, and of philosophers in particular, who never directly interfere in matters of government, would languish. ”

“ The Government is actually now what it nominally was in the America of your day--the servant, tool, and instrument by which the people give effect to their will, itself being without will. The popular will is expressed in two ways, which are quite distinct and relate to different provinces: First, collectively, by majority, in regard to blended, mutually involved interests, such as the large economic and political concerns of the community; second, personally, by each individual for himself or herself in the furtherance of private and self-regarding matters. ”

“ Whilst we thus, with so much accuracy, can assign the ideal limits that may distinguish constitutions of government, we find them, in reality, both in respect to the principle and the form, variously blended together. In what society are not men classed by external distinctions, as well as personal qualities? In what state are they not actuated by a variety of principles; justice, honour, moderation, and fear? ”

“ Shall the people all be comfortable, engaged in honest work, which enriches while it elevates; or shall a part be the poorest of the world that a few may be idle and rich?
It is a question of political morality. Shall the government be a commonwealth where all are citizens, or an aristocracy where man owns his brother man? ”

“ The head and the heart should act in concert; the head perceiving that the same general principles should be used to direct the forms of every department of life, and endeavoring to apply them to control humanity, should head the appeals of the heart, which, from its mainsprings of love and tenderness, feels, that the whole universe is bound together by the indissoluble ties of fraternity, and, therefore, should realize that as a father and mother, they should govern their children. Of these principles, government should be the true exponent, representative and administrator. ”

“ But politics, as a profession, as a separate and independent function of activity, has ceased to exist. The state or Government is run on the great universal principle of reciprocity which governs the entire community. It exists for the people, is administered by the people, and acts for the people. ”

“ Since virtue and equality are the soul of the republic, and that your aim is to found, to consolidate the republic, it follows, that the first rule of your political conduct should be, to let all your measures tend to maintain equality and encourage virtue, for the first care of the legislator should be to strengthen the principles on which the government rests. ”

“ We may see the need of government in societies by what is visible in families, those lesser societies of which all public societies are constituted. How miserable would these little societies be, if all were left to themselves, without any authority or superiority in one above another or any head of union and influence among them? ”

“ As long, then, as we can count on honesty, goodwill, and intelligence in our streets and market-places, as we can to-day, mankind does well to elect its representatives to council and Parliament and proclaim democracy—"Government of the people, by the people, for the people"—as the proper government for mankind. ”

“ At a very early period in the history of the community, the interest that each citizen has in the wise and effectual regulation of such matters as these becomes conspicuous to all, and more especially to those usually, or, on the average, more advanced and intelligent members of the community who find themselves charged, through, it may be, a series of political vicissitudes, with the duties of government. ”

“ Shall we not rather take the place to which we are entitled, as the leaders, rather than the followers, in the customs of society, turn back the tide of aristocratic inroads, and carry through the whole, not only of civil and political, but of social and domestic, life, the true principles of democratic freedom and equality? ”

“ A strong and centralizing Government, whose men be true models of virtue and patriotism, and thus straighten the citizens to the path of order and virtues. When they have been moralized, then may come a fully liberal Government, free and full of ideals, where all citizens have part. ”

“ It includes those whose suffrages decide the principles of our government; on whose conduct rests the reputation of our country; and whose mere breath is the tenure by which we hold all our dearest political, religious, and social rights. How ineffably important it is, then, that the intelligence of these "lower classes" should be cultivated; that their moral sense should be quickened ”

“ Thus stands the case as regards present well-being—the good management of the affairs of the existing generation. If we now pass to the influence of the form of government upon character, we shall find the superiority of popular government over every other to be, if possible, still more decided and indisputable. ”

“ Are not these tendencies affecting practical life as well, in the doctrines of equality of classes, division of property, universal suffrage, and all the other consequences of this principle, which are summed up in the word democracy, the watchword of our times? ”

“ Now you have shown to me the means by which you deem it possible that government might become no longer odious to the subject; you have shown how man may be induced to obey. But there are duties and interests for man beyond political obedience, and social comfort, and national greatness, higher interests and greater duties. ”

“ We may consider, then, as one criterion of the goodness of a government, the degree in which it tends to increase the sum of good qualities in the governed, collectively and individually, since, besides that their well-being is the sole object of government, their good qualities supply the moving force which works the machinery. ”

“ Out of all the discoveries of statesmen and sages, out of all the experience of past human life, she compiled a perennial political philosophy, the primordial principles of national ethics—she sought the vital elements of social forms and blended them harmoniously in the free commonwealth which comes nearest to the illustration of the natural equality of all men. ”

“ But moral, political, intellectual improvement are duties assigned by the Author of Our Existence to social no less than to individual man.
For the fulfillment of those duties governments are invested with power, and to the attainment of the end--the progressive improvement of the condition of the governed--the exercise of delegated powers is a duty as sacred and indispensable as the usurpation of powers not granted is criminal and odious. ”

“ But transfer this philosophy to any political community, and consider in what position it placed the individual with regard to the civil government. Human society is considered as supreme: but his own state represents to him that society, and as all things end with this life, no part of man remains withdrawn from that despotism [pg 476] which requires the sacrifice of the part for the good of the whole. ”

“ And every new idea of political reform and social progress that by dint of hard work among the intellectual and moral élite has gained a substantial following in public opinion of even a relatively small minority, has, in justice, and in demand for constant advance in human affairs, a right to a place in the high debate of political leadership. ”

“ This accounts for the whole humane movement of modern times toward democracy, toward the breaking of caste and the leveling of class divisions, toward emancipations and enfranchisements, toward equity in institutions and laws, toward common education and toward public and private charities of every kind.
It is not the fact, however, that every man acquires entirely for himself these larger and more intelligent perceptions, which broaden and clarify his notions of right. ”
