“ Provide advice, as appropriate, with respect to any emergency directive or procedure prepared by a department or agency as a part of its emergency preparedness function. (2) Industry support. As appropriate, review the legal procedures developed by the Federal agencies concerned to be instituted if it becomes necessary for the Government to institute extraordinary measures with respect to vital production facilities, public facilities, communications systems, transportation systems, or other facility, system, or service essential to national survival. ”

“ Provide facilities protection guidance material adapted to the needs of the facilities and services concerned and promote a national program to stimulate disaster preparedness and control in order to minimize the effects of overt and covert attack on facilities or other resources for which he has management responsibility. Guidance shall include, but not be limited to, organization and training of facility employees, personnel shelter, evacuation plans, records protection, continuity of management, emergency repair, dispersal of facilities, and mutual aid associations for an emergency. ”

COOP related operations.
Essential functions – Functions that enable the Federal government to provide vital
services, exercise civil authority, maintain the safety and well being of the general
populace, and sustain the industrial/economic base in an emergency. ”

“ Primary mission.--The primary mission of the Agency is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation. ”

“ These plans and strategies shall be consistent with the National Contingency Plan, and shall include appropriate measures to improve local response capacity and preparedness such as spill response training opportunities for local communities, including Hazardous Waste Operations and Emergency Response training for Village Public Safety Officers and other first responders. ”

“ Strengthen significantly its management, research, application, and coordination functions, as delegated under the National Earthquake Hazards Reduction Program and Disaster Relief Act. “ Achieving a timely and orderly recovery from an emergency and resuming full and
normal operations.
PLANNING CONSIDERATIONS:
The following is provided for the identification and preparation of alternate operating facilities
for continuity operations:
1.
Location of Facilities. Agencies should perform an all-hazard risk assessment for all
facility (ies) being considered for COOP use. ”

“ The departments and entities participating in the accident rescue shall obey the unified directions, strengthen coordination and interaction, take effective emergency rescue measures and adopt, in light of the needs of the accident rescue, the measures such as alerting or evacuation to prevent the expansion of the accident and the occurrence of secondary disasters and to reduce the human casualties and property loss. ”

“ Article 62
⁠The people's government performing the duty of unified leadership shall, in a timely manner, ascertain the cause and the process of development of the emergency, analyze the experience and lessons in the handling of the emergency, introduce measures for improvement, and report the same to the people's government at the next higher level. ”

“ The written plans also serve valuable purposes for training and familiarization of new organizations, individuals, and public officials. Experience has shown repeatedly that when emergency operations are conducted in accordance with existing plans, reaction time is reduced and coordination improved, with fewer casualties, less property damage, and a higher surviving socioeconomic capability to undertake recovery. Other benefits that accrue from planning include the enhancement of hazard awareness. ”

“ A major disaster of almost any kind may interfere with your normal supplies of water, food, heat, and other day-to-day necessities. You should keep on hand, in or around your home, a stock of emergency supplies sufficient to meet your needs for a few days or preferably for a week. ”

“ Article 5
⁠The principle of giving priority to prevention and combining prevention with emergency response shall be adhered to in coping with emergencies. The State establishes a risk assessment system for serious emergencies, in order to make comprehensive assessment of potential emergencies, reduce the chance of their occurrence and mitigate their repercussions to the maximum extent. ”

“ During National Preparedness Month, we bring attention to the importance of readying ourselves for disasters, both natural and man-made. We also take this time to extend our sincerest gratitude to first responders, who selflessly run toward danger to keep our Nation and its people safe. We vow to support them and provide the tools they need to save lives. ”

“ Article 24
⁠The units that operate or manage public means of transportation, public places or other places with a high concentration of people shall make precautionary plans in response to specific emergencies, install alarm devices and the necessary emergency rescue and relief equipment and facilities on the means of transportation and in the relevant places, clearly indicate their usage, mark the passages and routes for safe evacuation, and ensure that the safety passages and exits are unblocked. ”

“ The basic plan establishes the authority, sets forth references, addresses hazard vulnerability, states the planning assumptions, establishes an emergency services organization, assigns tasks, formulates a mutual aid system, and directs the development of specific support annexes. For those hazards identified in the basic plan, a separate contingency plan is then developed to address the unique nature of the hazardous event. The contingency plan contains service support plans for each of the functional operations, including detailed standard operating procedures. ”

“ Article 8
⁠The State Council shall, under the leadership of the Premier, study, decide on, and make deployment for, response to especially serious emergencies; it shall, in light of actual need, establish a national command for emergency response, which shall be responsible for work in this respect; and when necessary, it may send a work team to guide the relevant work. ”

“ The state shall strengthen the emergency response capacity regarding accidents related to work safety, set up emergency rescue bases and teams in major industries and sectors under the unified coordination and command of national work safety emergency rescue organization; encourage production and operation entities and other social actors to set up emergency rescue teams and be equipped with emergency rescue equipment and supplies and improve the level of the professionalism of emergency rescue. ”

“ Nothing is more valuable than life, and ensuring public safety is of paramount importance. We must continue our efforts to ensure workplace and public safety, improve safety infrastructure and build capacity to prevent and mitigate disasters, enhance monitoring, early-warning, and emergency response mechanisms, improve meteorological services, and deliver a good performance in seismology, surveying, mapping, and geology. ”

“ Participating in National Construction, Emergency Rescue and Disaster Relief As stipulated by the Constitution and laws, an important task for the armed forces is to take part in national construction, emergency rescue, and disaster relief. ”
