“ It would necessarily apply with equal force to every other federal program which involves contracts between the Federal Government and individuals. A multitude of programs will be frustrated by it.
'It seems to me that, if a person has capacity to get money from the Federal Government, he has the capacity to give it back. ”

“ The Federal Government provides for an extensive and valuable program of constructive social service, in education, home building, protection to women and children, employment, public health, recreation, and many other directions. ”

“ The responsibilities of the Executive and Legislative branches of the Government are just as demanding. All the agencies of the Executive, including financial institutions and corporations, will be mobilized towards a coor­dinated implementation of the program. We shall take particular pains to see that there is a minimum of conflict between our announced goals, our economic philosophy, and the day-to-day operations of all those government agencies with which the private sector is continuously in contact. ”

“ Within 12 months after the date required for the State to make an election, the State shall submit a revision of the applicable implementation plan for the area that meets the requirements of this paragraph. The Administrator shall review such plan revision and approve or disapprove the revision within 9 months after the date of its submission. (4) Economic incentive program (A) An economic incentive program under this paragraph shall be consistent with rules published by the Administrator and sufficient, in combination with other elements of the State plan, to achieve the next milestone. ”

“ It is the policy of the Federal Government to spend taxpayer dollars effectively, and more effectively each year. Agencies shall apply taxpayer resources efficiently in a manner that maximizes the effectiveness of Government programs in serving the American people. ”

“ Employee development program The Director of the Congressional Budget Office may, by regulation, make applicable such provisions of section 3396 of title 5 as the Director determines necessary to establish a program providing opportunities for employees of the Office to engage in details or other temporary assignments in other agencies, study, or uncompensated work experience which will contribute to the employees’ development and effectiveness. ”

“ Development of program The head of each agency utilizing the Foreign Service personnel system shall develop, consistent with section 7201 of title 5, a plan designed to increase significantly the number of members of minority groups and women in the Foreign Service in that agency. ”

“ It is in the national interest for the Federal Government to attract the brightest minds skilled in technology or innovative practices to serve in the Federal Government to work on some of the Nation’s biggest and most pressing challenges. ”

“ Under the program medals shall be awarded to young people within the United States, aged fourteen through twenty-three (subject to such exceptions as the Board may prescribe) , who have satisfied the standards of achievement established by the Board under subsection (b) of this section. Each medal shall consist of gold-plate over bronze, rhodium over bronze, or bronze and shall be struck in accordance with subsection (f) of this section. ”

“ Rather than throw money at obsolete programs, we will eliminate unnecessary layers of management, cut administrative costs, give people more choices in the service they get, and empower them to make those choices. To foster greater responsibility in government at every level, we support giving greater flexibility to our cities, counties and states in achieving Federal mandates and carrying out existing programs. ”

“ Capital investment programs.—For the purposes of paragraph (1) the term 'capital investment program' shall include all investments in long-term assets and capital investment expenditures (including direct and indirect costs associated with such investments and expenditures, such as obligations through contracts) . ”

“ The Administration anchors its peace and order programs on the concept of community action. While the national government is committed to provide leadership, coordination, technical and financial assistance, the local govern­ments and the private sector are enjoined to respond in a manner that will ensure the success of the programs. ”

“ National and community service programs should leverage Federal resources to maximize support from the private sector and from State and local governments, with an emphasis on reforms that enhance programmatic flexibility, reduce administrative burdens, and calibrate Federal assistance to the respective needs of recipient organizations; (ii) National and community service programs should leverage Federal resources to enable the recruitment and effective management of a larger number of volunteers than is currently possible ”

“ Congress will not infrequently require or enable one agency, on an interim or continuing basis, to come to the assistance of another in the execution of its program. This may take the form of providing money, material, facilities, or service to the agency. It is a kind of mutual assistance program within the executive branch. ”

“ Of course every new province into which Congress has been allured by the principle of implied powers has required for its administration a greater or less enlargement of the national civil service, which now, through its hundred thousand officers, carries into every community of the land a sense of federal power, as the power of powers, and fixes the federal authority, as it were, in the very habits of society. ”

“ In my message to Congress one year ago I urgently recommended a reform in the civil service of the country. In conformity with that recommendation Congress, in the ninth section of "An act making appropriations for sundry civil expenses of the Government, and for other purposes," approved March 3, 1871, gave the necessary authority to the Executive to inaugurate a civil-service reform, and placed upon him the responsibility of doing so. Under the authority of said act I convened a board of gentlemen eminently qualified for the work to devise rules and regulations to effect the needed reform. ”

“ Why is this very method commended here, there, and everywhere by the men who are interested in the maintenance of the present economic system of the United States? Why do the men who do not wish to be disturbed urge the adoption of this program? ”

“ This is the clearest and completest program of civil service reform ever put forth by a public man in this Republic. Not a single essential point is forgotten,—and what is more, there is in it no vagueness or equivocation of statement or promise. ”

Whenever it makes the best sense for us to act as a whole nation, the Federal Government should and will lead the way. But where States or local governments can better do what needs to be done, let us see that they have the resources to do it there. ”

“ I am counting on our civil servants to seize upon that order and make our Government dramatically more accountable, effective, and efficient, by going beyond the modernization efforts of the past and re-examining the operational core of our executive departments and agencies. Together, through these and other efforts, we will fulfill our responsibilities to make our Government work better for the American people. ”

“ It creates a new working group that will be a White House working group, together with members of the Cabinet -- many Cabinet Secretaries being involved. We will explore on a very detailed level what steps the federal government can take to streamline regulations to make it easier on the states to carry out reforms within state programs. ”

“ We are planning to ask the Congress for legislation to enable the Government to undertake public works, thus stimulating directly and indirectly the employment of many others in well-considered projects. ”

“ Fiscal authority The Board shall have no power—
(1) to issue bonds, notes, debentures, or other similar obligations creating long-term indebtedness; (2) to issue any share of stock or to declare or pay any dividends; or (3) to provide for any part of the income or assets of the Board to inure to the benefit of any director, officer, or employee of the Board except as reasonable compensation for services or reimbursement for expenses. (i) Establishment, functions, etc., of private nonprofit corporation; articles of incorporation of corporation ”

“ To each State is left the care and supervision of those matters which directly and exclusively concern the citizens of the State, and thus individuality and initiative in the development of local spirit and character, are stimulated and encouraged, but those matters which properly concern the people as a whole are cared for by the representatives of the people in one department or another of the National Government. ”

“ The Government's programs for health, education, and security are of such great importance to our democracy that we should now establish an executive department for their administration.
Health and education have their beginning in the home. ”

“ To this end we are ready to begin to meet this problem—the intelligent care of population throughout our Nation, in accordance with an intelligent distribution of the means of livelihood for that population. A definite program for putting people to work, of which I shall speak in a moment, is a component part of this greater program of security of livelihood through the better use of our national resources. ”

“ If by a program is meant a policy which assails or menaces every institution and every interest, every class and every calling in the country, I admit we have no program. But if to have a policy with distinct ends, and these such as most deeply interest the great body of the nation, be a becoming program for a political party, then I contend we have an adequate program, and one which, here or elsewhere, I shall always be prepared to assert and to vindicate.
Gentlemen, the program of the Conservative party is to maintain the constitution of the country. ”

“ Our third objective is priorities, to move ahead on the priorities that we have established within the resources that are available.
I wish, of course, that we could do all that should be done--and that we could do it now. But the Nation has many commitments and responsibilities which make heavy demands upon our total resources. No administration would more eagerly utilize for these programs all the resources they require than the administration that started them. ”
