“ In the meantime, however, we seem to have been developing—partly by competition and partly by combination and by experience—employers who are not mechanical-minded, who have spirit themselves, and who believe in it and can use it in others; who find ways of adjusting the hours, the wages, and the conditions of work for the men, so that what is most valuable in them, their spirit, their imaginations, their hourly good-will, can all be turned into the business, can all daily be used as the most important part of the working equipment of the factory. ”

Capital and skill, therefore, are essential to the productive power of labour. ”

“ At every division of employment skill must be called forth in a higher perfection than when two or more employments were joined together; and the chief director of the skill, the capitalist himself, or farmer, must require more skill to make all the parts which compose his manufactury work together harmoniously. ”

“ This idea cannot be accepted by anyone who realizes the character-drill that may inhere in any form of useful labor. The need is to permeate the methods of modern industry with the creative spirit, to mix the management of all business and manufacturing with the brains of workmen as well as of directors and to make a new connection, strong, obvious, and thought-compelling, between the worker and the control and responsibility of his work. ”

“ The men actually in control of industry have been selected in manifold ways. Skill develops a small industry into a large one. A small factory owner gradually adds machine to machine, building to building, till he finds himself at the head of a great industry. Or an employee develops ability and becomes an employer. Who does not know of some one who, as a small boy, went into a store to do chores, worked up to a clerkship and, enlisting the confidence [Pg 271] of men of wealth, was enabled to establish a business of his own and become an employer? ”

“ By all the kinds of labor we do not mean merely all the crafts, but in addition factors which have been overlooked in the organization of crafts—factors which appear at each end of the productive apparatus—at the one end, clerks, salesmen, stenographers, telephone operators, telegraphers, and all the non-handworking staff which is essential to the practical handling of a great business, and at the other end the unskilled laborers who are equally essential but so far unorganized and unrecognized. ”

“ I contend that any business or corporation, public or private, which operates and expects to get an income of several billions of dollars a year from its operations, deserves much attention, and requires thoughtful planning, in order to perfect the machinery of its organization. [Pg 19] The aim should be to make it function smoothly in order to satisfy the self-supporting multitudes, by providing them with regular employment at a living wage which will assure the American standard of living. ”

“ The general introduction of such a plan of training would mean that the young worker would start out on his wage-earning career with an intelligent understanding of the modern world, and of his relations to his employer and to his fellow-laborers, instead of, as at present, setting forth with no knowledge of the world he is entering, and moreover, with his mind clogged with a number of utterly out-of-date ideas, as to his individual power of control over wages and working conditions. ”

“ In order to be successful in life, we must first live on terms of mutual cooperation with our parents; second, secure the best instruction possible from our teachers; third, make social progress; fourth, secure gainful employment, either from one employer, as in the case of the laborer and the executive, or from several, as in the cases of professional men. Having secured employment, our progress depends upon our ability to attain promotion, to increase our business or our practice, to add to our patrons. Salesmen must sell more, and more advantageously. ”

“ As I have said before there is a common supposition among people who are not employers of labor, that such features of industry as the mechanical devices of modern technology and the division of labor in factory organization, are in their nature opposed to the expansive development of the people involved; that these features of apparent intrinsic importance to mass production, are antagonistic to individual growth and to the interest of workers in productive effort. ”

“ I doubt not that in God's good providence new resources will be ever opened before mankind for the employment of human industry; but when I see even a temporary superfluity of labour, I tremble to think of what vast power of grinding and oppressing that very circumstance places in the hands of the employer. ”

“ The economic power of the large enterprises, as compared with that of the individual employee, was such that wages and conditions of employment were pretty much what the employer decided they would be. ”

“ It is by a minute division of their details; by convenient and labor-saving machinery; by healthy, even elegant workshops, where a certain refinement could be introduced, and scientific thought combined with the pursuit of industry; by short sessions of labor, and the prosecutions of all of its branches by groups of persons united in taste and in sympathy of character, thus bringing the play of the sentiments into industry, and identifying the social and productive life of man ”

“ It is evident that we must build up such an order of workers' management of enterprises which would train the workers in the idea that every factory is the property not only of the workers of that particular factory, but of the whole working people. ”

“ So that, after you join the Industrial Workers, when you go to your work in the morning, you will not be tied to your task blindly; you will have a thought about your relation to your fellow-workingmen in all other departments. You will understand your part in the enterprise, and your connection with and relation to the whole. You will help to fit your fellows for the new function, so that when the hour strikes you will be perfectly trained and ready to take control of industry and operate the productive enterprises in the interests of the people. ”

“ If labor in answer to these appeals gains the confidence that it is competent to carry industrial responsibility, or rather that common labor, together with the trained technicians in mechanics and industrial organization are competent as a producing group to carry the responsibility, one need we may be sure will be eliminated which, has been an irritating and an unproductive element in industrial life; I mean the need the workers have had for the cultivation of class isolation. ”

“ It may be possible, indeed, that certain changes in the future, as the requirement of greater skill and efficiency in all kinds of labor, may make combinations in this class of occupations easier and more effective. Our domestic affairs, for instance, are constantly growing more complex, and require greater skill in their operation. ”
