“ The nearest approach to the British newsroom in America is the large magazine reading room, in which all kinds of weekly and monthly periodicals are displayed. This is substantially the same as a newsroom, but without the current numbers of daily newspapers. There are reasons why the Americans do not encourage newsrooms, and one is the enormous number of newspapers which exist in every large town. ”

“ Real newspaper readers are comparatively few, and besides those who come for the weekly periodicals, the newsroom attracts loafers, sporting men and all kinds of hopeless individuals, to whom the comparative comfort of the newsroom is an attraction. ”

“ In this way a newsroom might be greatly improved, and the character of its work changed, without interfering with the use of the illustrated periodicals, technical journals and trade papers displayed on the tables. By utilizing the wall space only for newspapers, good oversight is obtained and a certain amount of limitation is forced upon the authority by mechanical means. In arranging newspapers on the stands, care should be taken to separate the popular journals by a few less popular ones, so as to avoid continuous crowding at one or two points. ”

“ Gathering News.—The prospective reporter who supposes that newspaper men wander aimlessly up and down the streets of a city, watching and hoping for automobiles to collide and for men to shoot their enemies, will have his eyes opened soon after entering a news office. He will learn that a reporter never leaves the city room without a definite idea of where he is going. If newspapers had to police the streets with watchers for news as the city government assigns officers of the law, the cost of gathering news would be prohibitive. ”

“ A noisy reporter blows in, as though carried on a whirlwind, talks all the time, shouts for an office boy, calls for reference books and newspaper files and drinking water all in one breath, and keeps it going. Hurry-up telephone bells27 are jingling and men are bawling through the transmitters. Typewriters resound their staccato clicking. Call bells are striking and reporters are tapping their desk tops for office boys, and the boys are tumbling over one another in response, and are darting from desk to desk with copy. ”

“ Every story must be secured in the same way—whether it is the account of a business transaction, a bank robbery, a political scandal, a murder, a reception, or a railroad wreck. Seldom is it possible to find any one person who knows all the facts just as the newspaper wants them, and many a story that is worth but a stickful in the first [10] edition is the result of two hours' running about town, half a dozen telephone calls, and a dozen interviews. That is the way the news is gathered, and that is the part of the reporter's work that he must learn by experience. ”

“ If the newspaper men in your town are too busy to give the Chamber the attention it deserves, write your own news; don ’t go for days without anything in the
papers about the Chamber. Be always ready to receive a reporter; don’t be too busy to see him; don’t let him cool his heels in an outer office.If there is a reporter on your beat who is at all capable, don't go over his head to the editor with a story.Do your kicking on a badly-handled story to the man who wrote it, not to his superior. ”

“ The reporter who brought in the story, or the 'tip,' gets some praise, and possibly a check. His position on the newspaper is secure—until he makes his next mistake. Tersely expressed, a 'beat' is a story which only one newspaper gets, and which all the other newspapers wanted. A reporter with the right spirit will move heaven and earth to get it for the journal he represents."
"I 've just prepared a graceful tribute to you," he called out as he caught her eye. "The chief says you 're one of the most reliable members of the staff, can always be depended upon, and all that. ”

“ Interest in news may generally be said to vary inversely in proportion to the distance between the place where the news originates and the place where the paper is published. Local interest is given to general news by bringing out those phases, or “local ends,” of telegraph news that are of significance in the community in which the paper circulates.
Every story indicates the evaluation of the news that it presents as made by the reporter or correspondent, and by the editor or the copy-reader. ”

“ News Runs.—These runs are distributed among the different reporters, sometimes only one, sometimes three or four to a person. On a small paper all of the runs, or all to be found in that town, may be given to one reporter, the number assigned depending upon the size of the town, the nature of the territory covered, and the willingness or unwillingness of the owners to spend money in getting news. On the larger papers, however, police headquarters generally provide work for one man alone, known as the "watcher." ”

“ Anything interesting of this kind has always a value for some one so long as it can be kept secret and the only way in which a newspaper can counteract this tendency is to keep in touch or be introduced to other parties, who may be interested in disclosure. The ordinary published items of business news, failures, amalgamations, flotations, etc., are on the same footing as official news and come into the newspaper office of themselves. ”

“ In such departments of a modern newspaper as the City, Telegraph, Sporting, Financial, etc., the work of the reporters and editors is to chronicle and present the actual news. If nothing of vital interest has happened during the day, that is not their fault. ”

“ Unlike almost any other profession, that of a newspaper reporter combines two very different activities—the gathering of news and the writing of news. Part of the work must be done in the office and part of it outside on the street. At his desk in the office a reporter is engaged in the literary, or pseudo-literary, occupation of writing news stories; outside on the street he is a detective gathering news and hunting for elusive facts to be combined later into stories. ”

“ The Making of the Newspaper. For a conception of the wonderful progress of the press, one must leave mere annals and enter the workshop. The newspaper such as Defoe edited was nothing more than a brief chronicle of news gathered haphazard, concluding with the advertisement of a quack doctor. Next came the reporter. The special correspondent here and there appeared in the seventeenth century, but he did not gain his place till the Crimean War, and in the United States not till the Civil War. Now every great daily has its hundred correspondents scattered about the globe. ”

“ Here is the great brainpan of journalism; the centre of newspaper activity, the prefecture of police of the public press. Absolutely necessary is it that it should be entirely a secret police, the “awful, shadowy, irresponsible, and yet puissant we” should dominate over the columns of the daily journal. Will a time ever come, I wonder, when a man will sign his own articles in a newspaper ”

“ But however great a gift, if news instinct as born were turned loose in any newspaper office in New York without the control of sound judgment bred by considerable experience and training, the results would be much more pleasing to the lawyers than to the editor. One of the chief difficulties in journalism now is to keep the news from running rampant over the restraints of accuracy and conscience. ”

“ Nothing could be farther from the truth. A newspaper that permitted such a condition would be swamped with libel suits within a week. In every newspaper office, certainly in every newspaper office worthy the name, there is an unceasing war against inaccuracy of every kind. The new reporter learns this when he comes in jubilant from an assignment, only to be sent back to get the middle initial of a name. The out-of-town correspondent learns it when he is called from his bed by long-distance telephone to explain a vague statement in a story he had wired earlier in the night. ”

“ In the magazine the patchwork of daily journalism is assembled into more meaningful designs. Local news is sifted of its provincialism to become matter of national concern. Topics which you rapidly skimmed in the afternoon newspaper three or four weeks ago are re-discussed in the weekly or monthly magazines in a way which often makes you feel that here, for the first time, they become of personal import. ”

“ In organizing its news collecting, the newspaper only takes advantage of information filed for various official purposes by many different persons in no way connected with the newspaper. Policemen, firemen, sheriffs, coroners, and practically all officials of local, state, and national governments, as well as doctors, lawyers, and merchants are all unintentionally serving as reporters of news. ”

“ One will subscribe to a news agency which will wire all the stuff one cares to have so violently fresh, into a phonographic recorder perhaps, in some convenient corner. There the thing will be in every house, beside the barometer, to hear or ignore. With the separation of that function what is left of the newspaper will revert to one daily edition—daily, I think, because of the power of habit to make the newspaper the specific business of some definite moments in the day ”

“ The political reporter is he who begins at the foot of the ladder when he reports the actual facts at a ward meeting. The political correspondent is he who has run the gamut of ward meetings, primaries, Assembly district, Senate district, and Congress district conventions, city conventions, county conventions, State conventions, and national conventions, and who builds his articles to his newspaper on his information of the situation in the State or nation, based upon circumstances and facts arising out of all of the aforesaid conventions. ”

“ Inside there is generally a table close to the platform, where newspaper men may write comfortably. If the reporter has been given an advance copy of the speech, he should listen closely for any variations from the typewritten manuscript, as speakers in the excitement resulting from the applause or disapproval of the audience often lose their heads and make indiscreet statements or disclose state secrets that furnish the best story material for the paper next morning. ”

“ The railroad, labor, market, or marine editors report the news in their particular fields, sometimes in special forms, such as market reports or quotations, but their work of news gathering is like that of the general reporter.
Qualifications of the Reporter. Rapidity, perseverance, accuracy, intelligence, and tact, as well as the “news sense,” or “nose for news,” are the essential qualifications for successful reporting.
Nowhere is it truer that “time is money” than in newspaper making. The reporter, as the news collector and news writer, must save as much time as possible by working fast. ”

“ The Problem of News Gathering. The mystery of newspaper making, to the uninitiated, is how editors and reporters find out everything that happens and how they get it into print in a very short time. It seems strange to the average person that when an accident occurs in the block in which he lives, the first news of it often reaches him through the newspaper. The apparent omnipresence, not to say omniscience, of the reporter leads to the not unnatural assumption that the news gatherer walks about the city waiting Micawber-like for “something to turn up.” ”

“ Story.—Any article prepared for a newspaper.2 A three-line item and a three-column account of a convention are both, in the newspaper sense, stories. The term is applied also to the happening with which the story deals. Thus a reporter sent to get the facts about a fire is said to be covering a fire story. A happening of unusual importance makes a big news story. Reporters are assigned or detailed by the city editor to cover certain stories, and the task given each is his assignment. ”

“ The business man would think chiefly of a newspaper, as a vehicle for prices and a10 medium for advertising. Cooks, butlers, clerks and governesses look upon it as a daily registry office. The solicitor sells houses and lands through it. Housewives through it sometimes buy their soaps and more often their hats. Actors, singers, authors, artists and musicians each read their special column and wonder when the editor intends to engage some one really acquainted with the only subject worth reading. ”

“ It is rather touching to an observer to see how much the universal heart is in this matter,—to see the merchants gathering round the telegraphic messages, posted on the pillars of the Exchange news-room, the people in the street who cannot afford to buy a paper clustering round the windows of the news-offices, where a copy is pinned up,—the groups of corporals and sergeants at the recruiting rendezvous, with a newspaper in the midst of them and all earnest and sombre, and feeling like one man together, whatever their rank. ”

“ The Function of Newspapers in a Democracy. To accept this generally recognized function of the newspaper as the distributor of information on all the varied subjects presented in the day’s news, is to give the newspaper a place of great responsibility in a democracy like ours. If we consider only its news-distributing function and disregard editorial influence, the place of the newspaper is still a vital one in our country, for the success of a democratic form of government depends upon intelligent action by the individual voter. ”
